Book excerpt: All U.S. agencies with counterterrorism programs that collect or "mine" personal data-such as phone records or Web sites visited-should be required to evaluate the programs' effectiveness, lawfulness, and impacts on privacy. A framework is offered that agencies can use to evaluate such information-based programs, both classified and unclassified. The book urges Congress to re-examine existing privacy law to assess how privacy can be protected in current and future programs and recommends that any individuals harmed by violations of privacy be given a meaningful form of redress. Two specific technologies are examined: data mining and behavioral surveillance. Regarding data mining, the book concludes that although these methods have been useful in the private sector for spotting consumer fraud, they are less helpful for counterterrorism because so little is known about what patterns indicate terrorist activity. Regarding behavioral surveillance in a counterterrorist context, the book concludes that although research and development on certain aspects of this topic are warranted, there is no scientific consensus on whether these techniques are ready for operational use at all in counterterrorism.

Book excerpt: This report is the proceedings of a 2003 symposium on "Electronic Scientific, Technical, and Medical Journal Publishing and Its Implications," which brought together experts in STM publishing, both producers and users of these publications, to: (1) identify the recent technical changes in publishing, and other factors, that influence the decisions of journal publishers to produce journals electronically; (2) identify the needs of the scientific, engineering, and medical community as users of journals, whether electronic or printed; (3) discuss the responses of not-for-profit and commercial STM publishers and of other stakeholders in the STM community to the opportunities and challenges posed by the shift to electronic publishing; and (4) examine the spectrum of proposals that has been put forth to respond to the needs of users as the publishing industry shifts to electronic information production and dissemination.

Available in PDF, EPUB and Kindle. Book excerpt: Many factors affect the amount of temperature-induced movement that occurs in a building and the extent to which this movement can occur before serious damage develops or extensive maintenance is required. In some cases joints are being omitted where they are needed, creating a risk of structural failures or causing unnecessary operations and maintenance costs. In other cases, expansion joints are being used where they are not required, increasing the initial cost of construction and creating space utilization problems. As of 1974, there were no nationally acceptable procedures for precise determination of the size and the location of expansion joints in buildings. Most designers and federal construction agencies individually adopted and developed guidelines based on experience and rough calculations leading to significant differences in the various guidelines used for locating and sizing expansion joints. In response to this complex problem, Expansion Joints in Buildings: Technical Report No. 65 provides federal agencies with practical procedures for evaluating the need for through-building expansion joints in structural framing systems. The report offers guidelines and criteria to standardize the practice of expansion joints in buildings and decrease problems associated with the misuse of expansions joints. Expansions Joints in Buildings: Technical Report No. 65 also makes notable recommendations concerning expansion, isolation, joints, and the manner in which they permit separate segments of the structural frame to expand and to contract in response to temperature fluctuations without adversely affecting the buildings structural integrity or serviceability.

Book excerpt: A COMPLETE UPDATE AND REVISION OF THE CLASSIC TEXT "At last, a manual of operations for comparing the cost-effectiveness of a preventive service with a treatment intervention." --American Journal of Preventive Medicine Twenty years after the first edition of COST-EFFECTIVENESS IN HEALTH AND MEDICINE established the practical benchmark for cost-effectiveness analysis, this completely revised edition of the classic text provides an essential resource to a new generation of practitioners, students, researchers, and policymakers. Produced by the Second Panel on Cost-Effectiveness in Health and Medicine--a team of 13 experts from fields including decision science, economics, ethics, psychology, and medicine--this new edition is a comprehensive guide to the use of cost-effectiveness analysis as an evaluative tool at the institutional and policy levels. As health care systems face increasing pressure to derive maximum value from expenditures, the guidelines in this new text represent not just the best information available, but a vital guide to health care decision-making in a challenging new era. Completely revised and enriched with examples and expanded coverage, this second edition of COST-EFFECTIVENESS IN HEALTH AND MEDICINE builds on its predecessor's excellence, offering required reading for both analysts and decision makers.

Available in PDF, EPUB and Kindle. Book excerpt: The American love affair with the automobile is powered by gasoline and diesel fuel, both produced from petroleum. But experts are turning more of their attention to alternative sources of liquid transportation fuels, as concerns mount about U.S. dependence on foreign oil, falling domestic oil production, and the environment. This book explores the potential for producing liquid transportation fuels by enhanced oil recovery from existing reservoirs, and processing resources such as coal, oil shale, tar sands, natural gas, and other promising approaches. Fuels to Drive Our Future draws together relevant geological, technical, economic, and environmental factors and recommends specific directions for U.S. research and development efforts on alternative fuel sources. Of special interest is the book's benchmark cost analysis comparing several major alternative fuel production processes. This volume will be of special interest to executives and engineers in the automotive and fuel industries, policymakers, environmental and alternative fuel specialists, energy economists, and researchers.
