Book excerpt: The Marine Environment Protection Committee (MEPC) of IMO, at its sixty-second session in July 2011, adopted the Revised MARPOL Annex V, concerning Regulations for the prevention of pollution by garbage from ships, which enters into force on 1 January 2013. The associated guidelines which assist States and industry in the implementation of MARPOL Annex V have been reviewed and updated and two Guidelines were adopted in March 2012 at MEPC's sixty-third session. The 2012 edition of this publication contains: the 2012 Guidelines for the implementation of MARPOL Annex V (resolution MEPC.219(63)); the 2012 Guidelines for the development of garbage management plans (resolution MEPC.220(63)); and the Revised MARPOL Annex V (resolution MEPC.201(62)).

Book excerpt: This publication, prepared by the OPRC-HNS Technical Group and approved by IMO's Marine Environmental Protection Committee, provides guidance on the establishment of an incident management system (IMS) for marine pollution incidents. An established IMS provides for the safe, effective and efficient management and deployment of resources for all types of emergency incidents. It is essential for effective pollution incident management, providing a clear command structure and well-defined roles and responsibilities within an optimal span-of-control. The IMS is intended to be staffed and operated by qualified personnel from any agency and is scalable so that it can adapt organizationally based on the needs of the incident. This Guidance document would ideally be used during the contingency planning process in conjunction with the IMO Manual on Oil Pollution, Section II - Contingency Planning and Section IV - Combating Oil Spills.

Book excerpt: Marine Mammals: Fisheries, Tourism and Management Issues brings together contributions from 68 leading scientists from 12 countries to provide a comprehensive, up-to-date review on the way we manage our interactions with whales, dolphins, seals and dugongs. The book examines how we have fared conserving the world’s marine mammal populations, with a focus on the key issues of fisheries and tourism. From a unique southern hemisphere perspective, the authors consider how science informs the culling debate, how wild fisheries and aquaculture interact with marine mammal populations and how we might manage the effects of whale, dolphin and seal watching industries. The authors also address other issues such as the way in which ethics, genetics, acoustics, ecosystem models and pollution influence the management and conservation of marine mammals. Marine Mammals is an invaluable and accessible resource for all those involved with marine mammals, including scientists, managers, policy makers, industry representatives and students. Winner of a 2004 Whitley Award.

Book excerpt: This volume provides a state-of-the-art summary of biogeochemical dynamics at major river-coastal interfaces for advanced students and researchers. River systems play an important role (via the carbon cycle) in the natural self-regulation of Earth's surface conditions by serving as a major sink for anthropogenic CO2. Approximately 90 percent of global carbon burial occurs in ocean margins, with the majority of this thought to be buried in large delta-front estuaries (LDEs). This book provides information on how humans have altered carbon cycling, sediment dynamics, CO2 budgets, wetland dynamics, and nutrients and trace element cycling at the land-margin interface. Many of the globally important LDEs are discussed across a range of latitudes, elevation and climate in the drainage basin, coastal oceanographic setting, and nature and degree of human alteration. It is this breadth of examination that provides the reader with a comprehensive understanding of the overarching controls on major river biogeochemistry.

Book excerpt: Showing marine ecologists, oceanographers and marine engineers how ocean waters interact with, influence and constrain life in the ocean, this package makes the physical processes intelligible to biologists with a modicum of mathematics. Part I of the book examines classical fluid mechanics such as laminar and turbulent flow, boundary layers, and forces induced by flow. Part II deals with large-scale flows, such as waves, large ocean currents, and tides, which are beyond the scope of classic fluid mechanics. In Part III, the link between hydrodynamics of ocean flows and marine ecology is demonstrated by examples of well-established phenomena and processes. The CD-ROM contains 12 ready-to-use computer programs on the calculation, representation and simulation of various processes.

Book excerpt: This report provides an overview of the current state of the coastal and marine environment in relation to the nine categories of threats outlined by the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities (GPA). The report indicates that legal and institutional arrangements have been strengthened and now cover most regions of the world, but that despite these heightened efforts globally, coastal and marine ecosystems continue to deteriorate mainly because of pressures by human development. It has a range spanning some 37 countries, including tropical and subtropical coastal and island waters. This plan presents a global overview of the status of the dugong and its management throughout its range. It contains information on dugong distribution and abundance, threatening processes, legislation, and existing and suggested research and management initiatives for the countries and territories in the dugong’s known range. It is hoped that the comparative information provided will enable individual countries to develop their own, more detailed, conservation plans.

Book excerpt: Despite the central role oceans play in the economic, environmental and social affairs of the planet's 6.7 billion inhabitants, significant gaps exist in our understanding and management of the complex processes at work from the global climate system, to the water cycle and circulation of nutrients, to changes affecting marine habitats. In addition, the vastness of the world's oceans have for far too long been perceived as impervious and indestructible to human impact. To deal with this situation, improved monitoring and observation practices, regular assessments to provide a deeper understanding of the status and trends of environmental changes, and the know-how and ability to prevent, mitigate and adapt to these changes are urgently required. The UN General Assembly in 2005 -- recommended that a regular process for the global reporting and assessment of the state of the marine environment, including its socio-economic aspects (Regular Process), be initiated. The UN Environment Programme (UNEP) and the Intergovernmental Oceanographic Commission of UNESCO (IOC-UNESCO) were asked to serve as the lead agencies in the start-up phase that came to be known as the "Assessment of Assessments" (AoA). Under the AoA, an Expert Group have developed options and a framework for such a Regular Process, which can serve as the mechanism to keep the world's oceans and seas under continuing review.

Book excerpt: This book examines the role of The International Maritime Organization (IMO) in the prevention and control of pollution of the marine environment from vessels with a particular reference to the current north-south tensions regarding the strategy for combating climate change in the maritime sector as well as the prevention of marine pollution from the ship-breaking industry. The IMO, a United Nations specialized agency, has been entrusted with the duty to provide machinery for cooperation among governments for the prevention and control of pollution of the marine environment from vessels. The organization is responsible for drafting legal instruments as well as for facilitating technical cooperation for the protection of the marine environment. Although IMO legal instruments are mainly targeted at the prevention of pollution of the marine environment from vessels, there is a trend towards a liberal interpretation of this, and the organization has expanded its work to areas like shipbreaking, which is essentially a land-based industry.
