Book excerpt: A task force of the Health Advisory Network initiated this study to determine whether the average operating costs per total patient day of Manitoba's two major teaching hospitals (Health Sciences Centre and St. Boniface General Hospital) substantially exceed the Canadian teaching hospital average. Total costs per patient day and departmental costs of the two hospitals were compared with those of a peer group of 15 tertiary hospitals using Statistics Canada data. The secondary objective of the study was to identify departments in those hospitals whose costs exceeded the peer group average. The report begins with a detailed review of how the peer group hospitals were selected and of the adjustments made to enable fair comparisons. Principal departmental comparison results are then presented for nursing areas, outpatient services, and diagnostic and therapeutic services. Subsequent sections compare administrative and support costs, analyze overall costs and trends, discuss the need for utilization and operational reviews, draw conclusions concerning the cost variations observed, and make recommendations regarding cost efficiencies at the two Manitoba teaching hospitals. Appendices contain tables of comparative data and the responses from the two hospitals to an interim version of this report. A supplement contains a comparative cost study of the two hospitals.
