The ultimate objective should be reliable, efficient, high-quality, and sustainable urban transport. The study describes urban transport policies implemented in the region, highlighting tangible impacts whenever possible, and opportunities to improve urban transport policy. A two-pronged approach is suggested, based on (i) service-oriented policies in addition to the more common asset-oriented policies; and (ii) integrated policies that address public and private transport simultaneously, incorporating dimensions such as congestion pricing and land-use management.

Available in PDF, EPUB and Kindle. Book excerpt: This is an economic analysis of pricing and subsidy policies for urban roads and urban public transit in Ontario. Professor Frankena demonstrates the benefits of evaluating the economic merits of policy alternatives, and attempts to determine whether existing policies waste resources or lead to undesirable income transfers among different groups in the population. He concludes that resources are being wasted because the use of urban roads is substantially underpriced during periods of peak demand. He also finds that while there are sound economic justifications for substantial public transit subsidies, the allocation of subsidies by the Ontario government on the basis of capital expenditures can be expected to waste resources, as can the maximization of ridership which is likely to lead to detrimental fare and service policies. In conclusion, Frankena suggests improvements in the systems for charging people for the use of roads and public transit and in the ways that governments provide subsidies.

Book excerpt: Transforming Urban Transport brings into focus the origins and implementation pathways of significant urban transport innovations that have recently been adopted in major, democratically governed world cities that are seeking to advance sustainability aims. It documents how proponents of new transportation initiatives confronted a range of administrative, environmental, fiscal, and political obstacles by using a range of leadership skills, technical resources, and negotiation capacities to move a good idea from the drawing board to implementation. The book's eight case studies focus on cities of great interest across the globe--Los Angeles, Mexico City, New York, Paris, San Francisco, Seoul, Stockholm, and Vienna--many of which are known for significant mayor leadership and efforts to rescale power from the nation to the city. The cases highlight innovations likely to be of interest to transport policy makers from all corners, such as strengthening public transportation services, vehicle and traffic management measures, repurposing roads and other urban spaces away from their initial function as vehicle travel corridors, and turning sidewalks and city streets into more pedestrian-friendly places for walking, cycling, and leisure. Aside from their transformative impacts in transportation terms, many of the policy innovations examined here have altered planning institutions, public-private sector relations, civil society commitments, and governance mandates in the course of implementation. In bringing these cases to the fore, Transforming Urban Transport advances understanding of the conditions under which policy interventions can expand institutional capacities and governance mandates, particularly linked to urban sustainability. As such, it is an essential contribution to larger debates about what it takes to make cities more environmentally sustainable and the types of strategies and tactics that best advance progress on these fronts in both the short- and the long-term.

Book excerpt: In 2019, African heads of state and governments launched in fanfare the African Continental Free Trade Agreement (AfCFTA), a historic agreement for economic transformation across the continent. But now comes the hard bit: how to make the agreement a success? In this book, senior experts from across the world come together to provide a comprehensive analysis of the conditions needed for AfCFTA to successfully spur economic development in Africa. It puts forward three foundations for success: demography dividend, digital economy, and economic diversification. In addition to trade policy, the book recommends that African policymakers should strengthen fiscal and monetary policy coordination, adopt and implement the appropriate regulatory environment, and build suitable connectivity infrastructure. The stakes are high. If implemented correctly, the book argues that AfCFTA could speed up trade within Africa, which could double every five years. Success would mean growth, investment, changing trade patterns, jobs, economic transformation, poverty reduction, and a continental market for services. Driven by concrete, evidence-based strategies for long-term growth, this book is an essential read for policy makers, development practitioners, economics researchers, and everyone with an interest in the future of Africa.

Book excerpt: UCLG’s Third Global Report on Local Democracy and Decentralization (GOLD III) examines basic service provision and the current state-of-play of the local governance of basic services around the world. Basic Services for All in an Urbanizing World examines the enormous challenge of ensuring the universal provision of basic services in a world that is being shaped by rapid global urbanization, climate change, and economic, social and technological transformation. The world’s urban population is predicted to reach 5 billion people within the next 20-30 years. The report analyses the conditions necessary for local governments to provide these new urban residents with quality basic services. Water, sanitation, waste management, transport and energy are essential, not only for the preservation of human life and dignity, but also in driving economic growth and ensuring social equality. Each chapter examines a world region, drawing on existing research and consultation with local authorities on the ground. The chapters review access levels, legal and institutional frameworks, and the different ways in which basic services are managed and financed, as well as showcasing diverse examples of innovation in the local and multi-level governance of services. It concludes with a set of recommendations for all stakeholders with a view to making the goal of basic services for all a reality. This report contributes to discussions on the Millennium Development Goals and the UN Post-2015 Development Agenda. The findings of GOLD III will also be essential to promoting the vision of local governments at the 2016 UN Conference on Human Settlements (Habitat III).

This book focuses on the impact of institutions and regulatory systems on transport systems and travel behaviour. While institutions appear to play an important role in the economic success of many countries, this book considers the extent to which they also support sustainable development.
