Book excerpt: In recent years Micro-credit, the loan of small sums to people excluded from normal banking processes, has emerged as an important and growing issue in Development Policy. The result of disillusionment with the ability of either government agencies or international aid programmes to change the situation of the poor, Micro-credit has proved very successful. The Grameen Bank in Bangladesh alone lends to two million people. By reviewing the experience of Bangladesh, the country most closely associated with pioneering Micro-credit programmes, the book asks critical questions potentially overlooked in the rush to repeat the success of these ventures in other countries.

Available in PDF, EPUB and Kindle. Book excerpt: With increasing assistance from the World Bank and other donors, microfinance is emerging as an instrument for reducing poverty and improving the poor's access to financial services in low-income countries. Providing the poor with access to financial services is one of many ways to help increase their incomes and productivity. In many countries, however, traditional financial institutions have failed to provide this service. Microcredit and cooperative programs fill this gap. They provide credit through social mechanisms such as group-based lending to reach the poor and other clients, including women, who lack access to formal financial institutions. Their purpose is to help the poor become self-employed and thus escape poverty. This book examines the experiences of the Grameen Bank, the Bangladesh Rural Advancement Committee, and the Bangladesh Rural Development Board's Rural Development Project-12 in order to quantify the potential and limitations of microcredit programs as an instrument for reducing poverty and delivering financial services to the poor. A copublication of the World Bank and Oxford University Press.

Book excerpt: Spanish edition (Pobreza, Desigualdad y FormaciÃ[3]n del Capital Humano en América Latina, 1950-2025) Latin America is marked by wide inequality in income and entrenched poverty. This paper argues that the main reason these conditions persist is the lack of adequate education for new generations. The author cites several factors--economic growth and structural transformation of the economy, the convergence of regional per capita income, and the diminishing rates of return on education--that have combined to lower the region's areas of inequality. To bring the region quickly out of poverty, the report recommends that universal basic education be given to all young people in the next two decades. Provides separate estimates of the influence of borrowing by both men and women, through three credit programs, on a variety of household and individual outcomes, including school enrollment, labor supply, the asset holdings of women, recent fertility and use of contraceptives, consumption, and the anthropometric status of children. The findings show that credit provided to women is more likely to influence these behaviors than credit provided to men and has a significant effect on the well-being of poor households in Bangladesh.

Book excerpt: This book looks at the major policy challenges facing developing Asia and how the region sustains rapid economic growth to reduce multidimensional poverty through socially inclusive and environmentally sustainable measures. Asia is facing many challenges arising from population growth, rapid urbanization, provision of services, climate change and the need to redress declining growth after the global financial crisis. This book examines poverty and related issues and aims to advance the development of new tools and measurement of multidimensional poverty and poverty reduction policy analysis. The book covers a wide range of issues, including determinants and causes of poverty and its changes; consequences and impacts of poverty on human capital formation, growth and consumption; assessment of poverty strategies and policies; the role of government, NGOs and other institutions in poverty reduction; rural-urban migration and poverty; vulnerability to poverty; breakdown of poverty into chronic and transitory components; and a comparative study on poverty issues in Asia and other regions. The book will appeal to all those interested in economic development, resources, policies and economic welfare and growth.

The main goal of Bangladesh’s Poverty Reduction Strategy is based on a vision for poverty reduction formed on the basis of the understanding of key issues of the present state of the economy. To fulfill the vision of poverty reduction, four strategic blocks are identified. These four blocks are enhancing pro-poor growth, boosting critical sectors for pro-poor economic growth, devising effective safety nets and targeted programs, and finally ensuring social development.

Book excerpt: Micro-finance supports mainly informal activities that often have low market demand. It may be thus hypothesized that the aggregate poverty impact of micro-finance in an economy with low economic growth is modest or nonexistent. The observed borrower-level poverty impact is then a result of income redistribution or short-run income generation.Khandker addresses these questions using household level panel data from Bangladesh. The findings confirm that micro-finance benefits the poorest and has sustained impact in reducing poverty among program participants. It also has positive spillover impact, reducing poverty at the villate level. But the effect is more pronounced in reducing extreme rather than moderate poverty. This paper - a product of Rural Development, Development Research Group - is part of a larger effort in the group to analyze the impact of targeted programs on the poor.

Available in PDF, EPUB and Kindle. Book excerpt: The rural economy in Bangladesh has powerfully advanced economic growth and substantially reduced poverty, especially since 2000, but the remarkable transformation and unprecedented dynamism in rural Bangladesh remain an underexplored, underappreciated, and largely untold story. Dynamics of Rural Growth in Bangladesh: Sustaining Poverty Reduction tells that story and inquires what specific actions Bangladesh might take—given the residual poverty and persistent malnutrition—to accelerate and channel its rural dynamism to sustain the gains in eliminating poverty, achieving shared prosperity, and advancing national aspirations to achieve middle-income status. The central element of this study, undertaken with the Government of Bangladesh Planning Commission to address key questions elicited through extensive consultation, is an empirical analysis that illuminates the underlying dynamics of rural growth, particularly the role of agriculture and its relationship to the nonfarm economy. Using all sources of data available for the macro-, meso-, and microhousehold levels, the analysis provides new evidence on changes in the rural economy and the principal drivers of rural incomes. It also examines market performance for high-value agricultural products and agriculture†“nutrition linkages, based on new surveys and analysis. The resulting evidence, examined in light of the rich knowledge of rural development in Bangladesh, is used to delineate the implications for policy and the strategic priorities for sustaining future rural development, poverty reduction, food security, and nutrition. The effects of policy reforms, changes in technology, and investments in infrastructure and human capital described here, along with the persistent enterprise of rural Bangladeshi households, offer a compelling case study of how mutually reinforcing actions can trigger the highly-sought-after virtuous cycle of rural development. The findings clearly demonstrate the pro-poor nature of agricultural growth and its catalytic role in stimulating the rural nonfarm economy. They show that households have no linear or predictable pathway out of poverty; instead, they wisely employ a combination of farm and nonfarm income strategies to climb out of, and then stay out of, poverty. The results represent a strong contribution to the global thinking on rural transformation and on how agriculture in particular sustains the economic momentum that fosters poverty reduction and more widespread prosperity.
