Book excerpt: Originally published as a revised edition in 1967, this book covers an aspect of Senegalese history of great importance not only for the student of French Colonial policy but also for those interested in the development of nationalism in French-speaking Africa. Senegal was the only French colony in Africa where any sustained attempt was made to implement the much-discussed policy of assimilation. In a concise and authoritative study, the author assesses the effects of this unique experiment in colonial rule and examines the reasons for its failure and repudiation by both France and Senegal, and the marks it left on the latter.

Available in PDF, EPUB and Kindle. Book excerpt: Senegalese Stagecraft explores the theatrical stage in Senegal as a site of poetic expression, political activism, and community engagement. In their responses to the country’s colonial heritage, as well as through their innovations on the craft of theater‐making, Senegalese performers have created an array of decolonizing stage spaces that have shaped the country’s theater history. Their work has also addressed a global audience, experimenting with international performance practices while proposing new visions of the role of culture and stagecraft in society. Through a study of the innovative work of Senegalese theater-makers from the 1930s onward, Senegalese Stagecraft explores a wide range of historical contexts and themes, including French colonial education, cultural Pan‐Africanism, West African Sufism, uses of television and mass media, and popular theater and activism. Using a multidisciplinary approach that includes field, archival, and literary methods, Valente‐Quinn offers a fresh look at performance cultures of West Africa and the Global South in a book that will interest students and scholars in African, Francophone, and performance studies.

Book excerpt: In Ghost Letters, one emigrates to America again, and again, and again, though one also never leaves Senegal, the country of one’s birth; one grows up in America, and attends university in America, though one also never leaves Senegal, the country of one’s birth; one wrestles with one’s American blackness in ways not possible in Senegal, though one never leaves Senegal, the country of one’s birth; and one sees more deeply into Americanness than any native-born American could. Ghost Letters is a 21st century Notebook of a Return to the Native Land, though it is a notebook of arrival and being in America. It is a major achievement. —Shane McCrae

Book excerpt: Senegal’s main challenge is sustaining high GDP growth rates while maintaining fiscal sustainability and improving the business environment to create jobs for the fast-growing population. The second phase of the Plan Sénégal Emergent (PSE) covering 2019-23 sets out a comprehensive reform agenda to achieve these objectives. Fiscal reforms should aim to increase revenues, strengthen public financial management (PFM), and improve the composition and quality of spending. Structural reforms to facilitate private investment and competitiveness would provide durable sources of growth, while development of a fiscal framework for oil and gas aligned with international best practice would ensure that these natural resources provide high economic and social returns. Further progress on improving the business environment will require simplifying tax administration and reforms to facilitate SME access to finance, and further develop the Special Economic Zones (SEZs). Policies to address gender and inequality issues would contribute to poverty reduction and well-distributed growth.

Available in PDF, EPUB and Kindle. Book excerpt: Senegal claimed political independence from France in 1960, and Leopold Sedhar Senghor became Senegal's first president. Even though Senegal was no longer a French colony, Senghor was determined to maintain the dominance of French culture and language in his country. However, pressure to give national languages more power and space, which had already started during French occupation, continued intensely after independence. Senghor's political adversaries as well as teacher and student unions, workers, and various activist groups roundly criticized Senghor's government for the language and education programs he chose for the Senegalese people. The issue of national languages thus became a major political issue in Senegal with a far-reaching and longstanding impact. This book is a comprehensive study on the current language policies and practices in Senegal. It illuminates the tension that has arisen from the enduring colonial legacies and their influences in postcolonial language policies in Senegal. It also highlights the need for vigorous policy change to recognize the Senegalese languages, especially in education, and how the preservation of these languages is critical to identity and culture issues. The book shows that it is important for the Senegalese people to retain their original local languages and how French and English are not simply the only languages needed for Senegal's success in the globalized economy. In addition to a detailed history with supporting facts and figures, this study also links socioeconomic, cultural, and political events in its analysis of the unstoppable rise of Wolof, which is posing a significant threat to the already-fragile local linguistic ecology. This book will be of interest to scholars in applied and social linguistics, African studies, and policy studies.

Available in PDF, EPUB and Kindle. Book excerpt: Manthia Diawara provides an insider's account of the history and current status of African cinema. African Cinema: Politics and Culture is the first extended study in English of Sub-Saharan cinema. Employing an interdisciplinary approach which draws on history, political science, economics, and cultural studies, Diawara discusses such issues as film production and distribution, and film aesthetics from the colonial period to the present. The book traces the growth of African cinema through the efforts of pioneer filmmakers such as Paulin Soumanou Vieyra, Oumarou Ganda, Jean-René Débrix, Jean Rouch, and Ousmane Sembène, the Pan-African Filmmakers' Organization (FEPACI), and the Ougadougou Pan-African Film Festival (FESPACO). Diwara focuses on the production and distribution histories of key films such as Ousmane Sembène's Black Girl and Mandabi (1968) and Souleymane Cissé's Fine (1982). He also examines the role of missionary films in Africa, Débrix's ideas concerning 'magic, ' the links between Yoruba theater and Nigerian cinema, and the parallels between Hindu mythologicals in India and the Yoruba-theater - inflected films in Nigeria. Diawara also looks at film and nationalism, film and popular culture, and the importance of FESPACO. African Cinema: Politics and Culture makes a major contribution to the expanding discussion of Eurocentrism, the canon, and multi-culturalism.

Available in PDF, EPUB and Kindle. Book excerpt: Before the Vichy regime, there was ostensibly only one France and one form of colonialism for French West Africa (FWA). World War II and the division of France into two ideological camps, each asking for legitimacy from the colonized, opened for Africans numerous unprecedented options. French Colonialism Unmasked analyzes three dramatic years in the history of FWA, from 1940 to 1943, in which the Vichy regime tried to impose the ideology of the National Revolution in the region. Ruth Ginio shows how this was a watershed period in the history of the region by providing an in-depth examination of the Vichy colonial visions and practices in fwa. She describes the intriguing encounters between the colonial regime and African society along with the responses of different sectors in the African population to the Vichy policy. Although French Colonialism Unmasked focuses on one region within the French Empire, it has relevance to French colonial history in general by providing one of the missing pieces in research on Vichy colonialism. Ruth Ginio is a research fellow at the Harry S. Truman Research Institute for the Advancement of Peace in the Hebrew University of Jerusalem. She is the author of articles in International Journal of African Historical Studies, Revue d'histoire moderne et contemporaine, Cahiers d'etudes africaines, and several other journals.
