Esta analisis engloba aspectos como: tasas de desnutricion, el impacto de la crisis economica sobre la alimentacion, la baja renta familiar que dificulta la adquisicion de generos alimenticios adecuados a la poblacion, la identificacion de los problemas oferta-demanda. La propuesta de una politica alimentaria nacional, que consiste en la subdivision del sistema alimentario en subsistemas de: produccion, transformacion, comercializacion, y consumo-provechamiento biologico de los alimentos. Resaltando finalmente un aspecto considerado basico, la organizacion institucional que permita la aplicacion de la politica nacional, englobando todos los sectores del desarrollo y la elaboracion de un plan unico de trabajo del cual resultara la estructura organizativa requerida para llevar adelante la aprobacion y ejecucion de la politica nacional de alimentacion y nutricion (AU).
