Book excerpt: The potential for urban combat grows more plausible and probable as the world's population migrates toward cities and adversaries attempt to minimize the technological advantage of the U.S. military. Both emerging doctrine and the development of a full spectrum medium weight force known as the Interim Brigade Combat Team (IBCT) provide ample evidence that the U.S. Army acknowledges this increased potential for military operations in urban terrain (MOUT). Mobility and the dismounted infantry assault are the IBCT s two key operational capabilities. Since the IBCT provides an early entry combat force capable of decisive action to the war-fighting CINC, it must be capable of conducting immediate decisive, shaping and sustaining operations in urban terrain with its organic assets and capabilities. Both decisive and shaping operations require maneuver an element of combat power, however without mobility, the IBCT cannot maneuver. The IBCT s ability to conduct mobility operations tasks is directly linked to its mobility, ability to maneuver and capability to conduct decisive operations in urban terrain. This leads to the question: Does the IBCT have the capability to conduct the tactical mobility operations required to meet the demands of decisive offensive operations in urban terrain? This monograph reviews emerging U.S. Army doctrine, existing and emerging mobility assets and tactics, techniques and procedures (TTP), and the IBCT organization and employment concept to determine the organic mobility capabilities of the IBCT. A review of recent MOUT operations, lesson learned, and the emerging urban environment provide visibility of the mobility requirements of the IBCT and the environmental restrictions urban terrain places on a force. Next, the monograph analyzes the IBCT s organic mobility capabilities to determine their applicability to urban environment.

Four specific operations/battles are examined, including Stalingrad in World War II on the eastern front, Belfast in Northern Ireland from 1968 to the present, Beirut in Lebanon in 1982, and an illustrative future model in Seoul in Korea in 2012. The historical examples are compared to the U.S. scenario in Seoul, Korea, in 2012 to determine similarities and differences. Future lessons learned are extrapolated from these similarities and differences. The study concludes that the U.S. Army has weaknesses in doctrine, training, organization, and equipment in war and military operations other than war at the tactical and operational levels. This study recommends an updated, integrated doctrine, a training facility and training plans at the unit level, a more flexible organization, and procurement of new equipment.

The proponents are developing doctrinal concepts that break current paradigms of multiple battlefield operating systems at the tactical level. The expectation is that technology will simplify and eliminate the need for engineers, air defense, and other forces at the tactical level. The infantryman will assume the responsibility for tasks such as mobility. However, many experts predict the future battlefields will consist of complex urban terrain where much of the world population is occupying. The complexity of the terrain will nullify or reduce a number of the technological capabilities of the future infantryman to accomplish his mission. This monograph explores the lessons learned in current operations in complex urban terrain by two major technological powers, the United States in Somalia and Russia in Chechnya. The monograph identifies the distinct role of the infantryman and the engineer in the urban milieu. The analysis examines the expectations of previous urban conflicts and if the future technologies address the needs for the infantryman to accomplish them. The analysis examines the feasibility of the infantryman performing his mission using three leadership criteria. The criteria include maintaining proficiency, physical stamina and each soldier's cognitive abilities. The principle research question is "Will technology be the critical enabler that optimizes the urban warrior's performance or are there associated engineer tasks that can be better performed by a specialized engineer enabler to optimize the urban warrior in a complex urban environment?" The conclusions are that the infantryman can accomplish the common mobility tasks in a complex urban terrain with risk. The risks do not consider requirements for innovative solutions and the need for specialist as newer technologies such as robotics develop."--Abstract

Field manual (FM) 3-07 is the source manual for stability doctrine and addresses BCT considerations for conducting stability UO. FM 3-07.1 is the primary source for BCT and below considerations for interaction and support to host nation (HN) security forces. This material is not repeated in ATTP 3-06.11. This publication applies to the Active Army, the Army National Guard (ARNG)/Army National Guard of the United States (ARNGUS), and the United States Army Reserve (USAR) unless otherwise stated. The proponent for this publication is the U.S. Army Training and Doctrine Command (TRADOC). The preparing agency is the U.S. Army Maneuver Center of Excellence (MCoE). Urban operations are among the most difficult and challenging missions a BCT can undertake. Most UO are planned and controlled at division or corps level but executed by BCTs. The unified action environment of UO enables and enhances the capabilities of the BCT to plan, prepare, and execute offensive, defensive, and stability operations. Urban operations are Infantry-centric combined arms operations that capitalize on the adaptive and innovative leaders at the squad, platoon, and company level. Combined arms is the synchronized and simultaneous application of the elements of combat power to achieve an effect greater than if each element of combat power was used separately or sequentially. The eight elements of combat power are leadership, information, movement and maneuver, intelligence, fires, sustainment, mission command, and protection. Leadership and information are applied through, and multiply the effects of, the other six elements of combat power. These six-movement and maneuver, intelligence, fires, sustainment, mission command, and protection-are collectively described as the warfighting functions. (See FM 3-0 for details.) The BCT is the Army's largest fixed combined arms organization and the primary close combat force. A key component in UO is the inherent ability of the BCT to tailor its force to meet the requirements of the urban environment.
