Book excerpt: Pursuant to a congressional request, GAO reviewed weaknesses in the Army's efforts to develop segments of its Tactical Command and Control System, focusing on the: (1) All Source Analysis System; (2) Maneuver Control System; and (3) Common Hardware and Software. GAO found that: (1) the Army plans to develop a limited All Source Analysis System with the minimum set of features that users need and add features as it develops other versions; (2) the reduced Soviet threat and the availability of existing capabilities similar to the All Source Analysis System have eliminated the need for further procurement of the limited system; (3) although All Source Analysis System equipment can be used to help refine software and system requirements, the Army's unapproved test plan calls for software that does not meet user requirements; (4) the Army spent $155 million to acquire Maneuver Control System equipment that does not meet its requirements; (5) the Army is rushing the Maneuver Control System's development and acquisition process to make a production decision and acquire equipment at the end of fiscal year 1992, even though the revised test and evaluation master plan is not approved and the operational test criteria are not adequately defined; and (6) although the Army cited several reasons to justify acquiring larger, transportable Common Hardware and Software computers and requiring many users that only need the less expensive, portable versions to buy the larger units, the disparity between the $340 million increase in acquisition costs and the logistical and hardware savings, as well as other benefits, does not support the Army's position.

The analysis was designed to determine and compare the various MFA proponent automation alternatives in order to identify each Operational Facility (OPFAC) where the addition of an automated device would substantially enhance the unit's capability to perform its mission. The results of this analysis will be used to formally document MFA specific hardware and software needs as an extension of the Maneuver Control System (MCS). Danger, exertion, uncertainty, and chance are battlefield conditions under which the Commander must operate. While technology has increased battlefield speed and lethality, improvements in command, control, and decision making have not kept pace. The study first reviews command and control and decision making from theoretical and historical perspectives and then from the perspective of current and emerging doctrine to identify the requirements for decision making. It then analyzes tactical decision making tasks and conditions to identify the criteria an effective system should meet. The study applies these criteria to manual and automated systems to identify their relative advantages and disadvantages to determine if automation can facilitate decision making and, if it can, what the proper mix of automated and manual systems should be. The author concludes that automation can facilitate battalion-level tactical decision making. To support the battalion Commander's requirements during battle, his command and control system should be based on a manual system to support the intuitive, leadership, and human elements of command and control. Automated systems should support the Commander's decision making capability and battlefield control by improving his situational awareness.

GAO noted that the Army began developing Advanced Field Artillery Tactical Data Systems (AFATDS) for both light and heavy divisions because its Tactical Fire Direction System was becoming obsolete. GAO found that: (1) the AFATDS program encountered problems that will delay deployment to light divisions by 3 years and to heavy divisions by 5 years; (2) the contractor and the Army took actions to reduce the risk of further program delays; (3) the Light Field Artillery Tactical Data System (LFATDS) met design requirements in the initial operational test and evaluation and was accepted as a combat-ready system; (4) although LFATDS does not meet some recently identified critical requirements, it meets more of these requirements than the AFATDS Concept Evaluation Phase (CEP) version and could meet as many as the AFATDS version the Army expects to field in fiscal year (FY) 1992; and (5) although the Army plans to use the Fire Support Team Digital Message Device to upgrade light division fire support C2 capabilities, the system does not meet any critical effectiveness requirements. GAO also found that the Army: (1) does not plan to use $25.5 million in FY 1986 funds Congress earmarked to upgrade light division near-term fire support C2 capabilities; and (2) is complying with the funding limit on the AFATDS CEP contract. GAO noted that, due to delays in AFATDS development, Congress may wish to consider reducing the Army's FY 1988 research, development, test and evaluation and procurement appropriations request by $29.2 million and $77.7 million, respectively.
