Available in PDF, EPUB and Kindle. Book excerpt: This open access book honors the work of Michael Cernea, who was the World Bank’s first professional sociologist, by taking on and extending his arguments for "putting people first.” Cernea led a community of social scientists in formulating and promoting a comprehensive set of innovative and original social policies on development issues, which the World Bank adopted and implemented. This book includes globally significant work on urban and rural development, the epistemology of using social science knowledge in national and international development, methodologies for using social organization for more effective poverty reduction, and the experience of crafting social policies to become normative frameworks for purposive collective social action. And by including contributions from senior policy makers in the World Bank who helped shepherd social science's entry into development policy and practice, it provides a unique look at how organizational change can happen.

Available in PDF, EPUB and Kindle. Book excerpt: This paper reports on a wide-ranging review of the literature on partnerships and other closely related forms of collaboration. It aims to contribute to knowledge of the actual and potential roles of partnership in international agricultural research for development. The paper summarizes conclusions and insights from four distinct professional literatures: research studies; professional evaluation literature; practitioner-oriented reviews, guidelines and assessment tools; and CGIARrelated reviews, evaluations and policy documents. It identifies and analyzes key cross-cutting themes and success factors, highlights gaps in current knowledge, and identifies high-potential areas for further study. A wide range of research-based publications is reviewed, including studies in such fields as management and organizational development, public administration, economics and international development. Work in these fields covers such diverse topics as the role of inter-organizational collaboration in strategic management, public–private and cross-sector partnerships, North–South partnerships, roles of partnership in linking research with action, networking and transactions costs. The different literatures talk little to each other and are highly self-referential. Nevertheless, some common patterns, themes and concerns emerge related to definitions, partnership drivers and dynamics, trust and mutuality, power asymmetries and inequities, and success factors. It is noteworthy that empirical studies of partnerships are rare, particularly in-depth case studies. Theoretical pieces seldom present empirical tests of hypotheses, and practical guidelines are seldom grounded in theory. There is a clear need for more systematic and in-depth empirical research on partnership experiences. Although partnership is now considered an essential way of working in many fields, several authors caution that the costs of working in partnership may often exceed the benefits. Before establishing a partnership, one should identify a clear value-added proposition. Many reports on partnership prepared for the CGIAR are available only in grey literature, leading to difficulties in accessing them and risking a loss of knowledge. Gaps in knowledge are identified at the level of individual partnerships, the level of the organizations that participate in or manage portfolios of partnerships, and the level of research or innovation domains that are characterized by networks of partnerships

Book excerpt: This volume draws together leading experts from academia, think-tanks and donor agencies, to examine the impact of transnational knowledge networks in the formulation of local, national and global policy in the field of international development and transition studies. These leading contributors pay particular attention to the global reach of research and the manner in which knowledge is incorporated into, and shapes, transnational policy domains. They show how the 'knowledge agenda' has become a central part of the discourse of both developing societies and advanced economies. Governments and international organizations devote considerable financial resources to both in-house and contracted research. This volume will be of great interest to students, researchers and policy makers concerned with global policy, global governance and development.

Book excerpt: In December 1993, ISNAR, in collaboration with International Consortium for Application of Systems Approaches, organized a three-day workshop on systems approaches and modelling for agricultural development. Sponsored by the Dutch Ministry for Development Cooperation, the workshop was attended by participants from 12 national agricultural research systems (NARS), nine international agricul tural research centers (lARCs), and five advanced research organizations (AROs). Although application of systems approaches in agricultural research and resource management is a rather new field, there is already increasing demand for implemen tation of these approaches. This will require a critical mass of specialists in the NARS and IARCs. Before this critical mass can be obtained, however, the experience that has been gained in this area needs to be evaluated, further possibilities need to be explored, and new objectives and targets need to be set. This book, which contains the papers presented at the workshop, assesses the state of the art of systems approaches in agricultural research, resource management, and rural planning. It also gives an impression of the evolution of this interdisciplinary field and its use in national and international research centers. Another, less tangible, outcome of the workshop was its contribution toward strengthening the network of NARS, lARCs, and AROs. It gave participants and organizers a chance to develop contacts, and provided an opportunity to make the first proposals for collaborative programs. Special thanks are due to Peter Goldsworthy and Luc Boerboom for their crucial role in making the workshop a success in this regard.

Book excerpt: This book presents perspectives by eminent economists, social scientists and policy makers, exploring in depth the post-reform developments in India, including issues pertaining to growth and equity, issues which have been at the core of life-time work of Prof. R. Radhakrishna. The book brings out how some public policy instruments created to promote growth have turned out to be regressive, promoting inequalities and creating a highly asymmetric federalism in India. It examines the efficacy of fiscal and monetary reforms and also emphasises the need for strengthening the institutions of governance, particularly judiciary and police, in order to boost investors’ confidence. It presents exercises in econometric modelling for explaining factors in growth and vetting policies, and explores the issue of governance and institutions. The book provides insights into the working of an emerging economy and a large democracy which has to strive for public acceptability of the tensions of its negotiations between equity and growth. With its depth of academic excellence and breadth of topics covered, it is a ‘must read’ for researchers, policy makers, industry watchers, think tanks, and NGOs.
