Book excerpt: Urban water services are building blocks for healthy cities, and they require complex and expensive infrastructure systems. Most of the infrastructure is out of sight and tends to be taken for granted, but an infrastructure financing crisis looms in the United States because the systems are aging and falling behind on maintenance. A road map for public works and utility professionals, Water, Wastewater, and Stormwater Infrastructure Management, Second Edition provides clear and practical guidance for life-cycle management of water infrastructure systems. Grounded in solid engineering and business principles, the book explains how to plan, budget, design, construct, and manage the physical infrastructure of urban water systems. It blends knowledge from management fields such as facilities, finance, and maintenance with information about the unique technical attributes of water, wastewater, and stormwater systems. Addresses how to make a business case for infrastructure funding Demonstrates how to apply up-to-date methods for capital improvement planning and budgeting Outlines the latest developments in infrastructure asset management Identifies cutting-edge developments in information technology applied to infrastructure management Presents a realistic view of how risk management is applied to urban water infrastructure settings Explains the latest maintenance and operations methods for water, wastewater, and stormwater systems The author describes current thinking on best management practices and topics such as asset management, vulnerability assessment, and total quality management of infrastructure systems. Available in PDF, EPUB and Kindle. Book excerpt: The 20th century's automobile-inspired land use changes brought about tremendous transformations in how stormwater moves across the modern urban land-scape. Streets and parking areas in the average urban family's neighborhood now exceed the amount of land devoted to living space. Add parking, office and commercial space, and it's easy to understand how modern cities have experienced a three-fold increase in impervious areas. Traditional wet weather collection systems removed stormwater from urban areas as quickly as possible, often transferring problems downstream. Innovative Urban WetWeather Flow Management Systems does two things: It considers the physical, chemical, and biological characteristics of urban runoff; then describes innovative methods for improving wet weather flow (WWF) management systems. The result of extensive research, Innovative Urban Wet-Weather Flow Manage-ment Systems looks most at how to handle runoff in developments of the 21st century: the confl icting objectives of providing drainage while decreasing stormwater pollutant discharges; the impact of urban WWF on surface and groundwater, such as smaller urban stream channels scoured by high peak flows; sediment transport and the toxic effects of WWF on aquatic organisms; the effectiveness of WWF controls-including design guidelines and source and downstream controls-are an important issue. Innovative Urban Wet-Weather Flow Management Systems looks at how source controls like biofi ltration, created through simple grading, may work in newly developing areas, while critical source areas like an auto service facilities, may need more extensive treatment strategies. Focusing WWF treatment on intensively used areas, such as the 20 percent of streets that handle the bulk of the traffic, and under utilized parking areas is also considered. Developing a more integrated water supply system-collecting, treating, and disposing of wastewater, and handling urban WWF-requires innovative methods, such as a neighborhood-scale system that would recycle treated wastewater and storm water for lawn watering and toilet flushing, or use treated roof runoff for potable purposes.

Assuming a knowledge of the basics of public management, James M. Bourey provides real-world recommendations for issues managers are facing this decade and beyond. Relying on experience from his long career in local government in chief executive positions in city, county and regional council management in locations throughout the United States, Bourey outlines the best approaches to the most critical issues for local governments. The book is comprehensive in its breadth of subject matter yet targeted in the recommendations that focus on the most critical issues. Social equity, environmental protection and global warming, good fiscal management, adequate public infrastructure and active citizen engagement are important themes throughout. Merely being an administrative caretaker is not sufficient; managers must have the knowledge of ways to improve their communities and take the initiative to enhance the quality of life of its residents. Making a difference is both the reason for the job and its reward. This book helps provide a roadmap for the journey.

This book was released on 2004-09-12 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: Provides a general overview of the current practices and procedures that should be considered for financing and establishing rates and charges for wastewater collection and treatment systems. It updates the 1984 Edition of Financing and Charges for Wastewater Systems co-published by (American Society of Civil Engineers (ASCE) and (American Public Health Association (APHA), then in its second edition, and serves as a guide to wastewater utility managers, municipal officials, engineers, accountants, and rate analysts. Because the material was updated using a more rigorous peer-review process, the publication is now classified as a Manual of Practice. This manual is not intended to provide a simplistic “cook book” or universal approach to cost allocation and rate making. Rather, it is meant to illustrate the various ways of analyzing and allocating the operating and capital costs associated with collecting and treating wastewater and developing rates and charges that reasonably and equitably reflect the cost of service. The manual stresses the complexity of the integrated considerations involved in developing wastewater system cost allocation and rates for services.

Book excerpt: This is the only impact fee book you'll need for the next decade or longer! This comprehensive reference book updates the popular, pioneering works on impact fees by introducing new methodologies, concepts, applications, and theories. The authors contend that it's time to go beyond narrowly defined impact fees to proportionate-share development fees broadly applied to publicly provided facilities and services and their operation. Impact fees are one-time charges applied to new development to generate revenue for the construction or expansion of capital facilities outside the boundaries of the new development for system improvements engendered by the new development. At least that was the traditional use of impact fees. A generation ago, they were generally not used legally for the operation, maintenance, repair, alteration, or replacement of capital facilities; for social purposes such as affordable housing and daycare; or for "green" purposes such as habitat preservation. This book updates impact fee law, practice, and applications, and breaks new ground by showing how the impact fee logic of proportionate share can be used for these and other purposes. Through actual ordinances, summaries of technical reports, numerous case studies, and model ordinances and codes, readers will learn how to design and implement a proportionate-share development fee program. This is essential reading for anyone interested in impact fees.
