Gage, Governor of the State of California; The Honorable the Board of Trustees of the State Mining Bureau; and Hon. A. S. Cooper, State Mineralogist: Gentlemen: I have the honor to submit to you my report on work done as prescribed under Chapter XCV, Statutes of California, 1899, in that portion of the section relative to the State Mining Bureau, which provides "that twenty thousand dollars shall be expended in making a practical and scientific examination of the Mother Lode and other mineral districts of California, including the oil-districts, and preparing a brief and accurate history of such districts and the development, product, resources, methods of working, and future possibilities of the mining and oil industries of California, such examinations to be made by competent experts experienced in California mining, and assistants; all of whom shall be appointed and their compensation fixed by the Governor." In accordance with the tenor of the enactment cited, the work was divided under three heads, namely: The Mother Lode Region, The Oil and Gas Yielding Formations, and Other Mineral Districts of California. The last-mentioned division of the work included a general reconnaissance of the State, in order that a record might be made showing the present status of the mining industry of California, which had not been reported on since 1896, except in our annual statistical bulletins. The Mother Lode region was investigated by Mr. W. H. Storms, who prepared a bulletin on the subject. The oil-districts were investigated by Mr. W. L. Watts, the writer of this report, who prepared a bulletin on "The Oil and Gas Yielding Formations of California." Although both the time and the means available were very limited, a general reconnaissance was made of every county in the State, and a report was prepared showing in as detailed a manner as time and circumstances would permit the condition of the mining and mineral industry. The mill at the Argonaut lost about two months time. The South Eureka was closed early in 1918 because of impoverish ment of ore, increased costs and unwillingness of stockholders to spend more money at present for sinking and exploration. The old Eureka has so far made no production. The Central Eureka is now Operating at depths of from 3500 to 3700 feet, and have an ore body which shows considerable free gold. Here again persistence has won and the company reports show the mine in the best condition for over ten years: The full plant of forty stamps with a capacity of 5000 tons a month has recently resumed Operation, and operations for October show a net profit in spite of the fact that the closing of the South Eureka makes it necessary for the \central Eureka Company to pump the water from both mines. The ore in the new shoot is comparable in grade to that found at the Morgan mine, although of course geological conditions are different. Ross Browne, under which he performed this service in the States and Territories west of the Rocky mountains. To Mr. James W. Taylor the duty of collecting similar statistics east of the Rocky mountains was assigned. The position held by Mr. Browne having become vacant, and it being in the opinion of the department important that the work should be continued, you have this day been appointed a special commissioner for the collection of statistics in the western division above specified. A copy of the instructions under which Mr. Browne performed his duties is herewith enclosed. Inasmuch as his preliminary report, printed by Congress in 1867, and his subsequent report for 1868, now in the hands of the public printer, cover the material points embraced in the instructions, it will be unnecessary for you to enter into similar investigations in detail, except in cases where omissions may have occurred, or where the information obtained may appear to be erroneous or imperfect. The most important subjects for inquiry at present seem to be - First. As to the different processes of treating the ores, their chemical combinations, and the system demonstrated by practical experience to be the most successful. Second. The relative merits of the various inventions, machines, and mechanical contrivances now in use or projected for the reduction of the precious metals, and for all other purposes connected with the business of mining and metallurgy. Third. The special needs of the great mining interest, how it can be encouraged and rendered most productive, how far individual enterprise should be left untrammelled by legislative action, and to what extent and in what instances government might properly lend its aid to facilitate the development of the mines and thus arrest the present annual decrease in the production of bullion. Fourth. What has been the experience, of other countries, resulting from the establishment of national institutions for the education of miners, and how far would the systems prevailing in Europe be applicable to our people or appropriate under our government? General suggestions of this kind cannot of course always be implicitly carried out, but it is expected that your scientific and practical experience will enable you to furnish valuable information on the subjects indicated. It will be necessary, in the performance of the duties assigned to you, that you should visit in person the principal States and Territories embraced within your division.
