Available in PDF, EPUB and Kindle. Book excerpt: The pre-1990 Swedish tax system strongly disfavored younger, smaller and less capital-intensive firms and sectors and discouraged entrepreneurship and family ownership of businesses in favor of institutional ownership. Credit market regulations, the national pension system, employment security laws and centralized wage setting in Sweden reinforced the distortionary impact of the tax system. We describe the relevant Swedish policies and institutional arrangements, and we explain why the attendant distortions are likely to have hampered the efficient allocation of resources, reduced productivity, and retarded economic growth and recovery. We also develop evidence on the consequences of these distortions for the size structure and industrial distribution of employment. Taking the U.S. industrial distribution as a benchmark that reflects a comparatively neutral set of policies and institutions, Sweden's employment distribution is sharply tilted away from lower wage industries, less capital-intensive industries, and industries characterized by greater employment shares for smaller firms and establishments. Compared to other OECD economies, Sweden has the lowest rate of self employment, a dominant role for larger firms, and highly concentrated ownership and control of private-sector economic activity.

Book excerpt: About 3% of GNP is spent on government labor market programs in Sweden, compared to 2 % in Germany and less than 0.5% in the U.S. In Sweden these programs include extensive job training, mobility bonuses and unemployment benefits. Reviews of previous literature suggest that job training programs have small effects on wages and re-employment in Sweden, but precise inferences are difficult because of small sample sizes. The authors also investigate alternative reasons for the stability of the Beveridge Curve in Sweden, and compare regional evolutions of employment and unemployment in Sweden and the U.S. Lastly a cross-country analysis is presented showing that the extent of a country's active labor market program is positively associated with the national unemployment rate.

Available in PDF, EPUB and Kindle. Book excerpt: Over the course of the twentieth century, Sweden carried out one of the most ambitious experiments by a capitalist market economy in developing a large and active welfare state. Sweden's generous social programs and the economic equality they fostered became an example for other countries to emulate. Of late, Sweden has also been much discussed as a model of how to deal with financial and economic crisis, due to the country's recovery from a banking crisis in the mid-1990s. At that time economists heatedly debated whether the welfare state caused Sweden's crisis and should be reformed—a debate with clear parallels to current concerns over capitalism. Bringing together leading economists, Reforming the Welfare State examines Sweden's policies in response to the mid-1990s crisis and the implications for the subsequent recovery. Among the issues investigated are the way changes in the labor market, tax and benefit policies, local government policy, industrial structure, and international trade affected Sweden's recovery. The way that Sweden addressed its economic challenges provides valuable insight into the viability of large welfare states, and more broadly, into the way modern economies deal with crisis.

Available in PDF, EPUB and Kindle. Book excerpt: Once heralded in the 1950s and 1960s as a model welfare state, Sweden is now in transition and in trouble since its economic plunge in the early 1990s. This volume presents ten essays that examine Sweden's economic problems from a U.S. perspective. Exploring such diverse topics as income equalization and efficiency, welfare and tax policy, wage determination and unemployment, and international competitiveness and growth, they consider how Sweden's welfare state succeeded in eliminating poverty and became a role model for other countries. They then reflect on Sweden's past economic problems, such as the increase in government spending and the fall in industrial productivity, warning of problems to come. Finally they review the consequences of the collapse of Sweden's economy in the early 1990s, exploring the implications of its efforts to reform its welfare state and reestablish a healthy economy. This volume will be of interest to policymakers and analysts, social scientists, and economists interested in welfare states.

Book excerpt: Seminar paper from the year 2009 in the subject Politics - Miscellaneous, grade: 1,3, Berlin School of Economics and Law, course: Public Management and Governance in the EU, language: English, abstract: Why does a comparison of different social security systems with in the European Union(EU) make sense? Social security systems have to change because the underlying conditions are changing: globalisation, technological innovation, the disappearance of borders in Europe and demographic development are challenges the social systems must respond to. Social systems have to adapt. But how and in what direction should they evolve: public administration or private insurance; financed through taxes or through voluntary contributions; large amount of benefit in order to ensure social peace and to streng then the consumer or low benefit to save money and to encourage selfactivity? Inorder to answer these and other questions it may be rewarding to examine the different social systems and to learn from the most successful ones.
