Book excerpt: This book demonstrates that twentieth century social stratification and the distribution of political and economic power in Italy cannot be properly understood without carefully analyzing the historical dynamics of the development of Italian society. This analysis is also needed to explain the woeful economic, and governmental and administrative performance of the strata that finally reached the levers of power. The Italian society and social and political system are in a crisis: development is uneven and the bureaucratic structures are in shambles. The roots of this crisis lie in the endemic underdevelopment typical of the second half of the nineteenth century. Clearly, they cannot be attributed to the historic failures of Fascism, Democracy, Catholicism or Marxism in Italy, but they are the outcome of a long history of underdevelopment followed by extremely uneven regional evolution leading to tremendous cleavages between ultra-modern and utterly antiquated phenomena, the juxtaposition of flexibility and rigidity, of optimistic enthusiasm and hidebound traditionalism, of extreme wealth and abysmal poverty, of high and low levels of earnings, and of a maladjusted, ill-functioning, uneasy combination of agricultural, industrial, and post-industrial society. All this is aggravated by the crisis in the church and by the North-South situation in which many millions of people have migrated from the South to the North, and by the ensuing struggle between a mass of lumpen proletarians and proletarian immigrants from the South, who are exploited as a work force for the industrial development of the North.

Book excerpt: Austerity has become the new principle for public policy in Europe and the US as the financial crisis of 2008 has been converted into a public debt crisis. However, current austerity measures risk losing past progress towards gender equality by undermining important employment and social welfare protections and putting gender equality policy onto the back burner. This volume constitutes the first attempt to identify how the economic crisis and the subsequent austerity policies are affecting women in Europe and the US, tracing the consequences for gender equality in employment and welfare systems in nine case studies from countries facing the most severe adjustment problems. The contributions adopt a common framework to analyse women in recession, which takes into account changes in women’s position and current austerity conditions. The findings demonstrate that in the immediate aftermath of the financial crisis, employment gaps between women and men declined — but due only to a deterioration in men’s employment position rather than any improvements for women. Tables are set to be turned by the austerity policies which are already having a more negative impact on demand for female labour and on access to services which support working mothers. Women are nevertheless reinforcing their commitment to paid work, even at this time of increasing demands on their unpaid domestic labour. Future prospects are bleak. Current policy is reinforcing the same failed mechanisms that caused the crisis in the first place and is stalling or even reversing the long term growth in social investment in support for care. This book makes the case for gender equality to be placed at the centre of any progressive plan for a route out of the crisis.

In addition to the labour market perspective, this is also relevant in terms of social cohesion, which is one of the central objectives of the European Union and of its Member States. This work deals with the most relevant groups of disadvantaged workers, namely disabled workers, young workers, women living in depressed areas, migrants in the labour market and the long-term unemployed, and analyses the situation in the Italian, Spanish and some African labour markets. The determinants of disadvantage in the labour market are investigated, highlighting both the role of supply variables, including structural factors and the weakness on the demand side, the role of the economic crisis and the ineffectiveness of some labour policies. A complex framework emerges in which disadvantaged groups may share common problems, both in terms of integration into the labour market and in terms of working conditions, but often require group-specific policies, taking into account their intergroup heterogeneity.

Eloisa Betti’s monograph convincingly demonstrates on the example of Italy that even in the post-war phase of Keynesian stability and welfare state, precarious labor was an underlying feature of economic development. She examines how in this short period exceptional politics of labor stability prevailed. The volume then presents the processes whereby labor precarity regained momentum— under the name of flexibility— in the post-Fordist phase from the early 1980s, taking on new forms in the Craxi and Berlusconi eras. Multiple actors are addressed in the analysis. The book gives voice to intellectuals, scholars, politicians and trade unionists as they have framed the concept and debates on precarious work from the 1950s onwards. Views of labor law experts, politicians and public servants are investigated in regard to labor regulations. Positions of the very precarians are explored, ranging from rural women, industrial homeworkers and blue-collar workers to physicians, university researchers and trainees, unveiling the emergence of anti-precarity social movements. Infamous around the world for a campaign of assassinations, kidnappings, and bank robberies intended as a "concentrated strike against the heart of the State," the Red Brigades' most notorious crime was the kidnapping and murder of Italy's former prime minister Aldo Moro in 1978. In the late 1990s, a new group of violent anticapitalist terrorists revived the name Red Brigades and killed a number of professors and government officials. Like their German counterparts in the Baader-Meinhof Group and today's violent political and religious extremists, the Red Brigades and their actions raise a host of questions about the motivations, ideologies, and mind-sets of people who commit horrific acts of violence in the name of a utopia. In the first English edition of a book that has won critical acclaim and major prizes in Italy, Alessandro Orsini contends that the dominant logic of the Red Brigades was essentially eschatological, focused on purifying a corrupt world through violence. Only through revolutionary terror, Brigadists believed, could humanity be saved from the putrefying effects of capitalism and imperialism. Through a careful study of all existing documentation produced by the Red Brigades and of all existing scholarship on the Red Brigades, Orsini reconstructs a worldview that can be as seductive as it is horrifying. Orsini has devised a micro-sociological theory that allows him to reconstruct the group dynamics leading to political homicide in extreme-left and neonazi terrorist groups. This "subversive-revolutionary feedback theory" states that the willingness to mete out and suffer death depends, in the last analysis, on how far the terrorist has been incorporated into the revolutionary sect. Orsini makes clear that this political-religious concept of historical development is central to understanding all such self-styled "purifiers of the world." From Thomas Müntzer's theocratic dream to Pol Pot's Cambodian revolution, all the violent "purifiers" of the world have a clear goal: to build a perfect society in which there will no longer be any sin and unhappiness and in which no opposition can be allowed to upset the universal harmony. Orsini’s book reconstructs the origins and evolution of a revolutionary tradition brought into our own times by the Red Brigades.
