Book excerpt: This book is an outcome of a research project on "Sustainable Forestry and the Environment in Developing Countries". The project has been run by Metsantutki muslaitos METLA -the Finnish Forest Research Institute since 1987 and will be completed this year. A major output by this project has so far been a report in three volumes on "Deforestation or development in the Third World?" The purpose of our multidisciplinary research project is to generate new knowl edge about the causes of deforestation, its scenarios and consequences. More knowledge is needed for more effective, efficient and equitable public policy, both at the national and intemationallevels in supporting sustainable forestry in develop ing countries. Our project has specifically focused on 90 tropical countries as one group and on three subgroups by continents, as well as the three case study countries, the Philippines, Ethiopia and Chile. The University of Joensuu has been our active partner in the Philippine study. We have complemented the three cases by the analyzes of Brazil and Indonesia, the two largest tropical forest-owning countries. Some other interesting country studies were annexed to complement our book both by geography and expertise. The United Nations University, World Institute for Development Economics Research, UNUIWIDER in Helsinki Finland has also been partly engaged. Most of the results from its project on "The Forest in the South and North in Context of Global Warming" will, however, be published later in a separate book.

In 1991, the World Bank responded to global concerns and to criticism by nongovernmental organizations by forming a conservation-oriented forest strategy. Managing a Global Resource is an outgrowth of the independent evaluation conducted by the World Bank's Operations Evaluation Department and discusses how effectively that strategy was implemented. In this detailed investigation, Uma J. Lele explores why the loss of forests and biodiversity has been so rapid in some developing countries (Brazil, Indonesia, and Cameroon) and not in others (China, India, and Costa Rica). She assesses future prospects for conservation in these six countries by critically examining their policies, institutional arrangements, and emerging national and international instruments to conserve forests and biodiversity. Together these six countries account for 25 percent of the world's forest cover and 44 percent of the world's population. Managing a Global Resource presents case studies of the forest sectors of each country in the context of overall development policies, interest groups, and governance issues. Lele's investigation finds a fundamental divergence in forest-rich countries between the global objectives of conservation and the local objectives of development and private profit. Book excerpt: How to finance sustainable forest management (SFM) has been a question of perennial interest and concern for the forestry community. It has been estimated that the required funding for SFM is in the order of US$70-160 billion per year globally. At present, official development assistance disbursements to forestry cover about 1 percent of the estimated total financing needs for SFM, and other available public sector financing sources barely double that amount. To scale up SFM, to create value-added economic growth and employment and protect forests from competing unsustainable land uses, domestic and foreign private financing and investments need to increase significantly.Despite the importance of the private sector, information on private forest financing is scarce and inadequate at all levels. Studies related to finance flows in the private sector have begun to emerge in recent years, and data of varying quality--especially on international private investments in wood processing--have become available in selected public statistics. However, there is no coordinated and systematic effort to collect and synthesize information on private investment flows in the forest sector. Also, none of the ad hoc studies have tried to provide a comprehensive, global picture of these flows. The objective of the study is to provide updated, comprehensive information to inform global dialogue on the role of private financing for SFM, including forest plantation development, and to the production of forest products. This report (i) reviews what private forest sector financing data are available, (ii) provides a snapshot of different financing flows in the forest sector, (iii) improves our understanding of challenges related to forest financing, and (iv) presents a roadmap for better information and improved access to finance. The scope of the report is forestry and forest industry investments in developing and emerging countries, with more focus on foreign direct investment than on domestic investments, mainly due to data constraints. The target audience includes the national governments in developing countries, donor agencies, international finance institutions with particular reference to the World Bank Group, other stakeholders of the United Nations Forum on Forests, and other forest finance practitioners.
