Effectively addressing climate change impacts and managing disaster risks in fisheries and aquaculture sector are vitally important to building resilience of the sector for sustained and greater contribution to Sustainable Development Goals (SDGs) related to ending hunger, poverty eradication and sustainable use of natural resources. FAO member countries in the region have been making good effort and significant progress in addressing climate change impacts and related disaster risks with support of international communities. A FAO regional consultative workshop was convened to bring together a wide range of players including country governments, regional organizations and other partners to share their knowledge and good practices in addressing climate change implications for fisheries and aquaculture in the region, to assess the progress made in addressing issues with marine capture fisheries, inland capture fisheries, coastal aquaculture and inland aquaculture in the context of climate change adaptation and mitigation in implementing the national plan of actions for addressing climate change in fisheries and aquaculture, and to recommend strategies for addressing institutional and capacity gaps in building climate-resilience fisheries and aquaculture industry in the region. The publication is the compilation of the workshop executive report, background technical papers, extended summary of presentations by representatives from participating government and FAO partners, and the workshop conclusions and recommendations.

Book excerpt: In the Southern African Development Community (SADC) Region, it is estimated that around 100 million people eat fish and other aquatic foods (molluscs, crustacea) regularly. Aquatic foods are generally the most affordable source of dietary animal protein containing essential fatty acids and micronutrients, and are therefore of overwhelming importance for food and nutrition security, particularly for poorer segments of the population, and for sustaining livelihoods and driving economic development. However, per capita consumption of aquatic foods in SADC (2015) at 11.3 kg/yr is 79 percent lower than the global average of 20.2 kg/yr; moreover, the high consumption rates in some of the island and coastal states mask the very low consumption rates of around 5 kg/capita/yr in the rest of the region. With rapid population growth, the gap between supply and demand of aquatic foods in most SADC countries continues to increase. Taking only fish into account, it is predicted that SADC Member States will collectively have a supply deficit by the mid-2020s of around 570 000 MT per year.

Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each devoted to one of the 17 SDGs. This volume addresses SDG 2, namely "End hunger, achieve food security and improved nutrition and promote sustainable agriculture" and contains the description of a range of related terms, to allow for a better understanding and foster knowledge. Our planet produces enough food to feed everyone. Malnutrition and hunger are the result of inappropriate food production processes, bad governance and injustice. SDG 2 seeks to guarantee quality and nutritious food to ensure healthy life by adopting a holistic approach that involves various actions targeting different actors, technologies, policies and programs. It is only recently, that, motivated by the sector's contribution to economic development, food security and the balance of payments, some governments have been pro-active, deliberately promoting the sector with such incentives.

The evaluation aims to answer two essential questions: whether FAO is doing what is needed and whether it is making a difference. This evaluation recommends that FAO support the green and blue (land and sea) preparedness and adaptation plans, as well as early warning systems. The evaluation further recommends that FAO ramp up its support for a national decision support system that adopts a food systems approach to provide policymakers with the best analytical evidence and data available to guide new public policies and regulations. Many of the conclusions and recommendations call for policy and regulatory reform. The evaluation recommends that FAO work with Indonesia to establish innovative data management systems, new analysis methods, and analytical tools on agriculture including fisheries and forestry.

The Sub-Committee further encouraged Members to contribute to the GSA by sharing their experiences in series of regional consultations. The first regional consultation was held for Africa, and this was the second regional consultation for Asia. Participants to regional consultations: (i) shared current policies and practices related to aquaculture in the region; (ii) reviewed existing regional and national governance instruments for sustainable aquaculture; (iii) developed a list of priority thematic modules, including regional and national strengths and challenges; (iv) discussed regional case study concepts, and; (v) identified regional priority areas to be included in the GSA. The Consultation for Asia occurred from 30 November to 2 December 2020.
