Book excerpt: "South Korea has been held out as an economic miracle—as a country that successfully completed the transition from underdeveloped to developed country status—and as an example of how a middle-income country can continue to move up the technology ladder into the production and export of more sophisticated goods and services. But with these successes have come challenges, among them poverty, inequality, long work hours, financial instability, and complaints about the economic and political power of the country’s large corporate conglomerates, or chaebol. The Korean Economy provides an overview of Korean economic experience since the 1950s, with a focus on the period since democratization in 1987. Successive chapters analyze the Korean experience from the perspectives of political economy, the growth record, industrial organization and corporate governance, financial development and instability, labor and employment, inequality and social policy, and Korea’s place in the world economy. A concluding chapter describes the country’s economic challenges going forward and how they can best be met.The volume also serves to summarize the findings of companion volumes in the Harvard–Korean Development Institute series on the Korean economy, also published by the Harvard University Asia Center."

Book excerpt: During recent decades, Korea has been one of only a handful of countries that have made the successful transformation to become a developed nation by simultaneously achieving persistent economic growth combined with a democratic political system. Experts and political leaders worldwide have attributed this achievement to investments in people or, in other words, the power of education. Whilst numerous books have highlighted the role of industrial policies, technological growth, and international trade in Korea’s development process, this is one of the first to focus on the role of human capital. It shows how the accumulation of human capital aided transformation and helps explain the policies, strategies and challenges that Korea faces now and in the future.

Book excerpt: The increased uncertainty that has rocked the global trading environment in the aftermath of the global financial crisis has emerged as a significant threat for the Korean economy and its high trade dependence. While advanced countries have found themselves confronted by the possibility of low growth caused by the financial instability and economic slowdown with the delicate financial situation, developing countries have taken active measures at the policy to curb inflation. In addition, they have engaged in efforts to maintain high growth through the advent of stimulus packages designed to promote domestic demand. The ability of Korean exports to rapidly recover has been the result of the steady growth of developing countries such as China, and the increased price competitiveness occasioned by the rapid devaluation of the Korean won in the aftermath of the global financial crisis. However, as Korea is still at risk of being negatively impacted by the uncertainty plaguing foreign economies, efforts should be made to achieve sustainable export growth and establish stable export conditions. From this standpoint, it becomes necessary to conduct an active review of export diversification as part of the strategy to ensure sustainable export growth and increase export stability. Export diversification refers to the strategy of diversifying export products and regions which have been actively used by developing countries as a means to promote export activities during the economic development process. Therefore, export diversification very effective method of ensuring sustainable export growth and export stability at any stage of economic development. This study analyzes the current state of export diversification within the Korean manufacturing industry from the standpoint of product and regional diversification. This assessment is based on the measurement of inequality using Theil index. Furthermore, this study will also analyze export diversification patterns from the standpoint of the relationship between export diversification and market share. Lastly, the implications of the findings will be addressed.

Available in PDF, EPUB and Kindle. Book excerpt: Agriculture in Korea is under increasing pressure to meet changing domestic demand, improve its productivity to keep up with the country's competitive manufacturing sector, and become more competitive at the international level. To date, the government has offered extensive support to farm income via price support, direct payments, preferential tax treatment, and reduced input prices. However, a more comprehensive policy approach is required to address the low-income problem in agriculture, and a more comprehensive rural development policy is also required to create employment opportunities for the younger generation. Korea should explore its potential to export niche agricultural products and processed food that reflect its rich and unique food culture. To unleash the sector’s potential, agricultural policy should focus on improving the productivity and sustainability of commercial enterprises and develop the food processing sector. The country's agricultural innovation system should become more integrated and collaborative, benefiting from its strong competitive advantage in Information and Communication Technology (ICT).

However, Japan continues to struggle with gender inequality and traffic congestion. Poverty and inequality have remained challenges since the 1990s. Similarly, South Korea is continuing to improve its environment, as well as its health care system, but struggles with gender inequality, poverty, and inequality. The countries can benefit from better social policies, as well as from a partnership in improving energy self-sufficiency, including enhancement of renewable energy technologies.

Book excerpt: Korea's manufacturing sector, the third most competitive in the world, has helped it weather the COVID-19 pandemic. While the global economy shrank 3.3 percent in 2020, its worst slowdown since the 2008 global financial crisis, the Korean economy contracted by just one percent thanks to its manufacturing sector.Korea's success in stabilizing its economy faster than other major economies stemmed from its highly competitive manufacturing industry, which is the world's third most competitive per the United Nations Industrial Development Organization's (UNIDO) Competitive Industrial Performance (CIP) index.Despite this, the country's industrial innovation strategy is in need of an upgrade for the post-pandemic era. This paper explores sustainable, resilient upgrade paths for the Korean economy amid intensifying innovation competition in the post-pandemic era and the battle for technological hegemony between the US and China.

It has reached the status of a Newly Advanced Economy, with challenges increasingly mirroring those faced by other advanced economies. These include the necessary upgrading of the labor force, the frictions of switching to a national system of innovation adapted to leadership in R&D, market-based economic policies that reflect the government’s difficulties in foreseeing future technological developments, and the consequences of social change for the innovation system and policy-making. In the forthcoming book the parallel challenges for innovation and technology for the Republic of Korea and other advanced economies will be analyzed more thoroughly with an international perspective in mind. This comparison and international benchmarking will allow policy makers and scholars to better appreciate how much the country has already moved into the circle of globally leading economies and what can be done to consolidate and strengthen its position.

The contributors’ empirical assessment of these studies identifies the structural conditions required for economic growth to be compatible with environmental sustainability and how the transition to a new economic paradigm should be managed. A crucial addition to the debate now beginning in earnest around the world, this volume attempts to understand how we can nurture a new-born model of sustainable growth and help it evolve to maturity.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book analyses the development problems of sub-Sahara Africa (SSA) from the eyes of a Korean diplomat with knowledge of the economic growth Korea has experienced in recent decades. The author argues that Africa's development challenges are not due to a lack of resources but a lack of management, presenting an alternative to the traditional view that Africa's problems are caused by a lack of leadership. In exploring an approach based on mind-set and nation-building, rather than unity – which tends to promote individual or party interests rather than the broader country or national interests – the author suggests new solutions for SSA's economic growth, inspired by Korea's successful economic growth model much of which is focused on industrialisation. This book will be of interest to researchers, policymakers, NGOs and governmental bodies in economics, development and politics studying Africa's economic development, and Korea's economic growth model.

Productivity growth has been on a trend decline amid demographic headwinds, while the societal demand for inclusive growth has been on a steep rise. Furthermore, the government-led unbalanced growth model—which served Korea well in the past—has become less effective and politically palatable in recent years. As such, Korea needs a major paradigm shift to embark on a new sustainable and inclusive growth path. But policy response has been modest at best with no major reforms being implemented over the past two decades. We propose a paradigm shift in Korea’s economic framework, involving a simultaneous big push for greater economic freedom and stronger social protection within the parameters set by long-run fiscal sustainability. We also provide a detailed account of structural reforms to boost economic freedom and sustainable funding plans for stronger social protection.
