Available in PDF, EPUB and Kindle. Book excerpt: The fisheries sector is in crisis. Inappropriate subsidies to the fishing industry are a key factor responsible for worldwide fisheries depletion, overcapitalization and ecosystem degradation. There is an urgent need for an international mechanism to promote the appropriate restructuring of fisheries subsidies in order to create a more sustainable industry. In recent years the leading international forum charged with providing such a mechanism has been the World Trade Organization (WTO).This book explains why and how the reform of fisheries subsidies has become one of the most concrete and potentially successful international efforts to achieve global environmental, economic and developmental policy coherence. It describes the history and current status of the discussions at the WTO, drawing on UNEP's key documents and reflecting on the major issues. Accompanying the book are downloadable resources containing full-text versions of the most important source material used in the publication. The book is aimed at a broad stakeholder audience, including policymakers in the fields of trade, fisheries, environmental economics and international environmental governance, as well as academics and others looking for an overview of the fisheries subsidies issue and an introduction to its technical components.Published with the United Nations Environment Programme (UNEP)

However, these remained outside the spotlight of the international community until the turn of this century when the negative effects that fisheries subsidies have on international trade, the environment and sustainable development became increasingly clear. As a result the Doha Round Negotiations set the parameters for an effective fisheries subsidies regime. WTO Members thus embarked in intensive negotiations with the collaboration of various international organizations. These negotiations culminated with publication of the legal text of the Chairman of the Negotiating Group on Rules in 2007 which reflects to a large extent the mandates of the Ministerial Conferences and reconciles the diverse interests of the negotiators. The EU as a major WTO Member and with its own Common Fisheries Policy which has been in effect for a number of years can serve as the basis for comparison and improvement of the proposed regulations.

Available in PDF, EPUB and Kindle. Book excerpt: Taking a social science approach, this book explores the governance of sustainable seafood, which is fundamental to food and nutrition security as well as being an important source of income and employment in many regions. Due to the importance of protein and other fishery and aquaculture by-products, many wild fisheries are coming under pressure, and this increasing demand has created a strong driver to expand aquaculture. As a result, the social and environmental sustainability of these production systems have come into question. The authors of the book explore the governance of sustainable seafood, taking into account the rise of social movements through environmental non-governmental organisations, the nature and perceived limits of government regulation within and beyond the state, and the promise of market-based approaches to governance such as ecolabelling. The book focuses on how concern over sustainable seafood has been translated into different current forms of governance. It then assesses what alternative governance approaches are starting to emerge that combine movements, states and markets for sustainable seafood production and consumption, and their effects. The book concludes with a vision for the future through key principles for evaluating the collective impact of governing sustainable seafood. This timely volume will be key reading for researchers interested in fisheries and aquaculture governance, as well as coastal and marine policies and sustainable food movements more broadly. It will also be of interest to practitioners and policymakers engaged in creating fishery policies and sustainable fishery development.

Available in PDF, EPUB and Kindle. Book excerpt: A proposal for a new global approach for fisheries focused on reducing fishing capacity and providing incentives for long-term sustainability. The Earth's oceans are overfished, despite more than fifty years of cooperation among the world's fishing nations. There are too many boats chasing too few fish. In Saving Global Fisheries, J. Samuel Barkin and Elizabeth DeSombre analyze the problem of overfishing and offer a provocative proposal for a global regulatory and policy approach. Existing patterns of international fisheries management try to limit the number of fish that can be caught while governments simultaneously subsidize increased fishing capacity, focusing on fisheries as an industry to be developed rather than on fish as a resource to be conserved. Regionally based international management means that protection in one area simply shifts fishing efforts to other species or regions. Barkin and DeSombre argue that global rather than regional regulation is necessary for successful fisheries management and emphasize the need to reduce subsidies. They propose an international system of individual transferable quotas that would give holders of permits an interest in the long-term health of fish stocks and help create a sustainable level of fishing capacity globally.

Available in PDF, EPUB and Kindle. Book excerpt: The importance of small-scale fisheries for sustainable livelihoods and communities, food security, and poverty eradication is indisputable. With the endorsement of the ‘Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries’, FAO member states recognize that governments, civil society organizations, and research communities all have a role to play in helping small-scale fisheries achieve these goals. This book argues that policies targeting small-scale fisheries need to be based on a solid and holistic knowledge foundation, and support the building of governance capacity at local, national, and global levels. The book provides rich illustrations from around the world of why such knowledge production needs to be transdisciplinary, drawing from multiple disciplinary perspectives and the knowledge that small-scale fisheries actors have, in order to identify problems and explore innovative solutions. Transdisciplinarity for Small-Scale Fisheries Governance: Analysis and Practice, edited by Ratana Chuenpagdee and Svein Jentoft, successfully demonstrates how small-scale fisheries are important and what social and political conditions are conducive to their wellbeing. The volume contributes tremendously to building capacity of fisheries communities and policy-makers to make the ideals of small-scale fisheries a reality. It establishes the ecological, social, and economic sense behind small-scale fisheries. A milestone reference for all those who believe in small-scale fisheries and are keen to defend them with quality evidence! — Sebastian Mathew, Executive Director, International Collective in Support of Fishworkers (ICSF) The Small-Scale Fisheries Guidelines guiding principles call for holistic and integrated approaches for their implementation. This book will help a new generation of scientists, policy-makers, and small-scale fisheries actors make the fundamental connections between different disciplines in science, traditional knowledge, and policy to guide a collective process towards sustainable small-scale fisheries. The book contains an inspiring collection of practical cases from around the world, complemented by deep dives into dimensions of small-scale fisheries, like food security, stewardship, climate change, and gender, which all call for transdisciplinary approaches. — Nicole Franz, Fisheries and Aquaculture Department, Food and Agriculture Organization of the United Nations (FAO) Rome, Italy
