Chapters within explore how Chinese interpreters were trained and deployed as an important military and political asset by competing domestic and international powers, including the Chinese Nationalist Government (Kuomingtang), the Chinese Communist Party and Japanese forces. Drawing from a wide range of sources, including archives in mainland China and Taiwan, memoirs and interviews with former military interpreters, it discusses how the interpreting profession was affected by shifts of foreign policy and how interpreters’ professional habitus was formed through their training and interaction with other social agents and institutions. By investigating individual interpreters’ career development and border-crossing strategies, it questions the assumption of interpreting as an exclusive profession and highlights interpreters’ active position-taking as a strategy of self-protection, a route to power, or just a chance of a better life.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Korostelina address these questions through a systematic study of civilian devastation in violent conflicts. Pushing aside the simplistic definition of war as a guns-and-blood battle between two militant groups, the authors investigate the identity politics underlying conflicts of many types. During a conflict, all those on the opposite side are perceived as the enemy, with little distinction between soldiers and civilians. As a result, random atrocities and systematic violence against civilian populations become acceptable. Rothbart and Korostelina devote the first half of the book to case studies: deportation of the Crimean Tatars from the Ukraine, genocide in Rwanda, the Lebanon War, and the war in Iraq. With the second half, they present new methodological tools for understanding different types of violent conflict and discuss the implications of these tools for conflict resolution.

In an age of asymmetric warfare and highly ambiguous profiles of combat, the veterans’ position is changing and is less clear than in the past. Veterans are either marginalized or considered a social and political precarity; their self-perception and identity are often burdened with uncertain return into their societies. This volume brings together experts on veteran studies from various academic disciplines. Their views present a variety of sociological, anthropological, and military aspects on the lives and environments of contemporary veteran cultures. Based on findings from the first contemporary congress on returnees from diverse wars and interventions held in Germany in July 2016, the contributions here compare the situations of veterans and their perception by society in different countries. The main focus falls on the so far under-researched German “particular path” into the normalcy of producing and then having veterans who, as a new, emerging social group, start to build up their own associations and culture, and gain political and socio-cultural power of interpretation. This process forms a contrast to those veteran cultures that can build on long and seemingly less broken traditions.

How can we tell when a country is likely to remain stuck in a cycle of violence? What factors suggest it might be "ripe" for stabilizing and peace building? The authors studied four cases: Chad is stuck in a cycle of violence, while El Salvador, Laos, and Mozambique have had different results in their transitions from violence to stability to peace. Conflicts without internal cohesion of combatants or pressure from foreign patrons to stop fighting are probably not ripe for stabilizing. Where there are subnational or regional actors committed to violence, post-conflict peace building is not likely to succeed without enforcement capacity to contain violence or demonstrated commitments to increasing political inclusion and making material improvements in the lives of residents.
