Book excerpt: Excerpt from Survey of the Hospitals of Greece, 1919 The view that the Greek hospitals did not need our help has cost much suffering and many lives, and is a good example of the disaster which may follow when the opinions of responsible persons, based on insufficient data, are given currency. The same argument made against aiding Greek hos pitals would have applied equally well in France. These countries were not appealing to the American Red Cross as paupers and suppliants, but as our Allies engaged in the greatest struggle of history against the most desper ate and unscrupulous combination of enemies ever met by the soldiers of peace-loving nations. It was just as much our duty to aid brave little Greece as brave big France. Both were prosperous and rich, and in normal times able to meet their civic obligations. There was one difference: France had had many years of peace in which to develop her resources, while Greece had been almost constantly at war since 1912, and in addition had been torn asunder by internal dissension and revolution, result ing from the disagreements of a pro-german king and a pro-ally people. This struggle between the Venizelists and the Royalists was as much a part of the whole struggle of'the Allies with Germany as the battle of the Marne. Book excerpt: Over the past three decades, the exploding number of new technologies and applications introduced in medical practice, often powered by advances in biosignal processing and biomedical imaging, created an amazing account of new possibilities for diagnosis and therapy, but also raised major questions of appropriateness and safety. The accelerated development in this field, alongside with the promotion of electronic health care solutions, is often on the basis of an uncontrolled diffusion and use of medical technology. The emergence and use of medical devices is multiplied rapidly and today there exist more than one million different products available on the world market. Despite the fact that the rising cost of health care, partly resulting from the new emerging technological applications, forms the most serious and urgent problem for many governments today, another important concern is that of patient safety and user protection, issues that should never be compromised and expelled from the Biomedical Engineering research practice agenda.

Book excerpt: Data science, informatics and technology have inspired health professionals and informaticians to improve healthcare for the benefit of all patients, and the field of biomedical and health informatics is one which has become increasingly important in recent years. This volume presents the papers delivered at ICIMTH 2022, the 20th International Conference on Informatics, Management, and Technology in Healthcare, held in Athens, Greece, from 1-3 July 2022. The ICIMTH Conference is an annual scientific event attended by scientists from around the world working in the field of biomedical and health informatics. This year, thanks to the improvement in the situation as regards the COVID-19 pandemic and the consequent lifting of restrictions, the conference was once again a live event, but virtual sessions by means of teleconferencing were also enabled for those unable to travel due to local restrictions. The field of biomedical and health informatics was examined from a very broad perspective, with participants presenting the research and application outcomes of informatics from cell to populations, including several technologies such as imaging, sensors, biomedical equipment, and management and organizational aspects, including legal and social issues. More than 230 submissions were received, with a total of 130 accepted as full papers and 19 as short communication and poster papers after review. As expected, a significant number of papers were related to the COVID-19 pandemic. Providing a state-of-the-art overview of biomedical and health informatics, the book will be of interest to all those working in the field of healthcare, researchers and practitioners alike

Available in PDF, EPUB and Kindle. Book excerpt: Economic shocks pose a threat to health and health system performance by increasing people's need for health care and making access to care more difficult - a situation compounded by cuts in public spending on health and other social services. But these negative effects can be avoided by timely public policy action. While important public policy levers lie outside the health sector, in the hands of those responsible for fiscal policy and social protection, the health system response is critical. This book looks at how health systems in Europe reacted to pressure created by the financial and economic crisis that began in 2008. Drawing on the experience of over 45 countries, the authors:' analyse health system responses to the crisis in three policy areas: public funding for the health system; health coverage; and health service planning, purchasing and delivery 'assess the impact of these responses on health systems and population health' identify policies most likely to sustain the performance of health systems facing financial pressure' explore the political economy of implementing reforms in a crisisThe book is essential reading for anyone who wants to understand the choices available to policy-makers - and the implications of failing to protect health and health-system performance - in the face of economic and other forms of shock.--

Available in PDF, EPUB and Kindle. Book excerpt: MIE 2002 is the XVIIth international conference of the European Federation of Medical Informatics. Today, mankind builds up the information society, enabled by the underlying rapid development in computer technology. The significance of the spread of the internet is comparable to the significance of Gutenberg's invention. On one hand it both helps dissemination of data and knowledge and sharing of ideas. On the other hand the achievements may divide the society, as did non-literacy deprive many people from knowledge throughout centuries. Today millions of people are isolated from an incredibly large amount of information because of "computer non-literacy," and a new elite mastering the information society has appeared. However, the ease of production and dissemination of information may foster thoughtless communication, and has lead to a flood of information and disinformation. We have to learn how to behave in this new situation, in which the dissemination of information - at an international level - is totally uncontrolled. In the area of medical or health informatics these questions are more serious. Lack of information, false or inadequate information, as well as improper interpretation of accurate information may seriously harm patients. And the process may go out of control of the physician, i.e. patients can "treat" themselves just by visiting some health sites on the net. Everybody may throw a message in a bottle in information flood, and everybody may pick up messages at any time. Can we do anything to ensure that all messages are valid? Can we guarantee that our messages reach the intended audience? Can we secure that content has not changed on its way? Do we know that people getting our messages will interpret them correctly? Are we able to understand the intention of a sender, when we get a message totally out of context? These questions build up the framework of MIE2002.
