The letter of invitation was so framed as to convey to me the impression that you desired a statement of the essential vital facts concerning your school system rather than a technical analysis of the situation. I gathered that you wished this statement to be made in such simple terms as could be readily understood by the laymen. In educational affairs, rather than in the technical terms Of the profession of pedagogy. With this suggestion I have endeavored to comply. I have tried to present a report which can be used in helping to improve the schools and conditions about them rather than one which will be ad mired for the exhaustiveness of its investigations or the pedagogical learning displayed in it. I have tried to write a report which will be helpful rather than one which will be admired. It may as well be stated frankly also that the subject in hand has been approached in a sympathetic manner. It is assumed that your honorable body is not so obviously unfair as to desire a report on your school system which would include all the bad things Which might be said about it and exclude all the good things. A fair re port should include both. A school survey which degenerates into a near effort at systematic fault finding cannot claim to be impartial. Bobbitt of the School of Education of the University of Chicago, January, 1915 Before entering upon findings and recommendations, I wish to anticipate two or three objections that are sure to arise upon the reading of my report. One is that things are often recom mended which are clearly impossible. It is quite true that many things are recommended that can not be accomplished suddenly. A ship sailing from Galveston for Australia can not arrive in one day, nor even in one week; but because it can not arrive suddenly is no reason why it should not set out. In one day it can be expected to cover only one day's journey, and in one week only one week's journey but it can rightly steer the first or any successive day's journey only as its far - distant destina tion is held in mind by captain and helmsman. And so it is with educational progress along most lines. The journey ahead of our profession by way of modernizing our labors, making them efficient, and making them serve twentieth century needs is yet along one. The various ends in view can usually be attained only after many years of continuous labors toward those ends. Next year's moderate progress can be rightly accomplished, how ever, .only as it keeps the more distant ends in view. Educational progress to be solid and substantial must generally be reasonably slow. This does not mean, however, that it should be blind; nor even that it should be near-sighted, looking only to those things that can be quickly and easily reached. This was as early as the rural schools could be reached by automobile. At this time only about half of the schools were in session. With the exception of two all of those in session were visited. The purpose of the survey was simply to set forth conditions as they were found in the schools with the idea that the more the people know about their schools the more interested they are in doing all they can for better schools. The report was prepared for the people in the county and is not intended as a scientific study in any sense. Mrs. Noland and Mr. Wheatley were of the greatest service in gathering data and making possible visits to the schools, but the entire report is the work of the writer and he alone should be held responsible for the imperfections of judgment to be found herein. While conditions in the schools of the county are far from ideal, the brave people who are struggling to found homes there in a new and rough country have no need to be discouraged. They do need to make sure that the difficulties of and consequent interest in the material things of their lives do not blind them to the vital importance of good schools for their children. It is hoped that this report will be examined with care, and that just as far as possible its suggestions will be followed, at least in spirit. It is not necessary to argue the value of a good education for children with the people in Archuleta County. If the report succeeds in creating a little keener interest in good schools, and an even greater willingness on the part of the people to support their schools than has obtained in the past, then its mission will have been fulfilled. It is with this faith and with the best interests of the fathers and mothers and the boys and girls in Archuleta County in mind that the survey has been conducted.
