Book excerpt: This program involved a technical, environmental, and economic assessment of the feasibility of utilizing small modular incinerator systems for solid waste disposal in municipal and industrial applications. The assessment was implemented by (1) overviewing the state-of-the-art, (2) selecting two operational sites (one municipal and one industrial) representative of the state-of-the-art, and (3) subjecting these two sites to a rigorous field evaluation. The two facilities selected for this study were a municipal incinerator plant with a Consumat system in North Little Rock, Arkansas, and the industrial incinerator facility with a Kelley system in the plant of the Truck Axle Division of the Rockwell International Corporation in Marysville, Ohio. This selection was the result of a nationwide survey to find those two facilities which best satisfied several criteria. The principal selection requirements were a solid waste processing module with heat recovery and a capacity of 50 tons or less per day and its being representative of current technology, designs, and operational procedures.

Book excerpt: This study constructed a model to determine the feasibility of building municipal solid waste (MSW) fired modular heat recovery incinerators (HRIs) on Air Force installations. The model consisted of three gates. Gate one identified current federal regulatory air emission requirements for various HRI pollutants. It also specified two air pollution control configurations with emission reduction efficiencies capable of achieving these requirements. Gate two presented a life-cycle cost (LCC) economic analysis methodology. Operational and cost data for existing modular HRIs located in the United States facilitated the development of regression equations that estimate capital and annual operating costs for a modular HRI. Actual cost and operational information from a central heating plant at Wright-Patterson AFB, along with cost data from the regression equations, provided the basis for an example LCC analysis involving modular HRIs Results of this hypothetical evaluation showed that the LCC for the modular HRI alternatives were both less than the LCC of replacing the existing boiler. Gate three presented a Likert-scale survey to evaluate the sociopolitical acceptability of the proposed HRI. The survey results indicate the level of effort to process the HRI proposal in accordance with the National Environmental Policy Act. Heat recovery, Incinerators, Waste management, Waste treatment.

This approach has been applied in Europe for a long period of time, and the motivating forces are similar in both areas: i.e., a shortage of suitable areas for landfilling, high energy costs, and the desire to more effectively manage resources. Past experiences with resource recovery at Navy shore-based facilities have shown deficiencies due to the relative newness and uniqueness of the technology. To repeat past successes while avoiding past mistakes, the Navy has embarked upon a comprehensive program to gather and analyze information on currently operating resource/energy recovery systems. As past of this program, SYSTECH Corporation was retained by the Naval Civil Engineering Laboratory of Port Hueneme, California, to gather detailed information on ten operating Heat Recovery Incinerators (HRIs) located in both the U.S. and foreign countries. The overall goal of the present study is to provide comprehensive design-related information on HRIs that have a throughput capacity of 50 tons per day (TPD) or less. As part of the program, SYSTECH Corp. visited and collected extensive information on operating HRI facilities using U.S. originated technology and foreign originated technology.

Book excerpt: The performance of the Heat Recovery Incinerator (HRI) at Naval Air Station (NAS) Jacksonville, Fla., was studied from June 1982 to May 1983. The study included RAM (reliability, availability, maintainability) analysis of hardware components and five functional missions: (1) processing and incinerating waste and producing steam; (2) processing and incinerating waste; (3) incinerating waste; (4) incinerating waste and producing steam; and (5) combusting fuel oil and producing steam. Eight operational variables were monitored that included: waste generation rate, processing rate, incineration rate, ash production, landfill reduction, energy parameters, processing time, and incineration time. The HRI performed only two of its five missions (2 and 3) during the test period because no steam was produced. Principal problems were failures of the hydraulic system, boiler water levels controls, and storage system. Dust contamination and waste jams necessitated a number of maintenance actions. The HRI was excessively labor intensive which caused the NAS Jacksonville Command to shut down the HRI following the study. The types of design, operation, and maintenance problems that occurred at the facility are discussed, and recommendations are made to correct these problems in future designs.

Based on the results of field testing, the combustion of municipal refuse at Southwest Brooklyn would be capable of generating 2.2 trillion Btu of energy annually. A detailed review of potential corrosion problems, and mitigating measures, as well as the expected waste heat boiler operational life, was undertaken to determine process modifications and equipment requirements to minimize the impact of corrosion on heat recovery operation. A market survey of potential energy users within a three-quarter mile radius of the incinerator was implemented to determine the available steam market.
