On the opposite end, there is the poorest continent - namely, Africa - with the least developed international structure and with the highest number of armed conflicts in the world.The aim of this book is to examine the historic development of security structures on these two diverse continents, as well as their similarities and differences. The first part of the text focuses on the historic development of Europe and Africa and their interrelations. The second part describes the European and African security structures. The last part covers the similarities and differences between the two security systems.The text shows the economic and political interdependence of European states that was mainly established through the foundation of several supranational institutions after the Second World War in order to ensure sustainable peace and economic prosperity. By contrast, Africa still has serious security problems, and the development of international acting institutions that may help to support stability and peace is still in its infancy.The contemporary development in Europe will bring the continent even closer together and further boost consolidation among European nations. Due to the absence of a functioning multilateral structure and a basic network of collective security in Africa, states there will have to rely on regional arrangements to balance existing power differences. Nevertheless, in order to obtain economic growth and promote general welfare, a network of multilateral operating institutions is unavoidable.

The lead role of ECOMOG - the ECOWAS peacekeeping force - in search of peaceful solutions to civil wars in Liberia, Sierra Leone, Guinea Bissau and Cote d'Ivoire has yielded a mix of successes and failures. In this book, the authors take a candid look at the role that ECOWAS has played and show how the sub-regional organisation has stabilised and created new conditions conducive to nation building in a number of cases. Conversely, the book shows that ECOWAS has aggravated, if not created, new tensions in yet other cases. Book excerpt: Situations of serious or massive violations of human rights are no longer purely of domestic concern, and sovereignty can no longer be an absolute shield for repressive governments in such circumstances. Based on this realization, the international community has recognized a responsibility to protect individuals in states where their governments are unable or unwilling to provide protection against the most serious violations. However, so far, only one intergovernmental organization, the African Union (AU), has explicitly made the right to intervene in a Member State part of its foundational text in Article 4(h) of its Constitutive Act. Although there have been cases of Article 4(h)-type interventions in Africa, the AU Assembly has not yet invoked Article 4(h) explicitly. This book brings together experts in the field to explore the potential application of Article 4(h), and the complexities that may explain its non-invocation so far. Although Article 4(h) is noble in purpose, its implementation faces several legal and policy challenges given that the use of force penetrates the principles of state sovereignty and non-intervention – the very cornerstones upon which the AU is founded. This book considers these issues, as well as the need to reconcile Article 4(h), in so far as it allows the AU to exercise military intervention to protect populations at risk of mass atrocities, with the provisions of the Charter of the United Nations.
