To assist this population in reaching their academic goals, many colleges and universities have created campus-based support programs. These programs are designed to assist former foster youth through an array of services, which range from financial aid to mentorship. However, little is known about how these programs are designed or implemented, or how effectively they are meeting the needs of this population. This dissertation sought to build upon previous research that examined the barriers faced by former foster children who are pursuing a college degree. Additionally, it sought to contextualize previous literature on the effectiveness of support programs in promoting academic success. This exploratory study employed a mixed-methods design that primarily focused on qualitative data, gathered through in-depth interviews with both former foster youth pursuing a degree and with administrators of campus-based support programs. In addition to qualitative data, this study elicited quantitative data in the form of survey responses from foster youth. The survey questions focused on the protective and resiliency factors used by this population to succeed, along with data on academic success in the form of grade point averages. The qualitative data in this study found that campus-based support was considered accessible and utilized by students, but it was not the only resource that foster care alumni relied on to succeed. The qualitative data also confirmed the importance of having a program specifically designed to meet the needs of former foster youth. Both the student participants and the program administrators spoke of the effectiveness of engagement in campus-based support; however, the quantitative data gathered in this study did not show that the utilization of campus-based support or community based support had a significant influence on academic performance.

Book excerpt: Abstract: The purpose of this thesis project was to write a grant and explore funding sources that would facilitate the development and implementation of an educational support program for foster youth. An extensive review of the literature was conducted to investigate the needs and educational barriers of youth in the foster care system and discern how best to address these needs. A program was designed which utilized interagency communication, advocacy, and a support class to reduce disciplinary involvement and truancy as well as increase academic success among participating foster youth. The Stuart Foundation was selected as a funder because of the foundation's specified dedication to child welfare and educational issues, which synergized with the goals of the proposed project. A grant was written to support the generating of a three-year pilot program for foster youth at two selected junior high schools in San Luis Obispo County in California. Submission and funding of this grant were not requirements for successful completion of this project.

Book excerpt: Despite increased Federal, state, and local efforts in the United States to improve outcomes among young adults who emancipate from foster care, low educational achievement and attainment continue to characterize this vulnerable subpopulation. Approximately 50% of foster children do not obtain a high school diploma or a general equivalency diploma (GED). Only about 20% of former foster children enroll in college, compared to 60% of youth not in foster care. The purpose of this study was to explore, describe and explain the perceptions of college students who had lived in foster care regarding the external and internal influences that impacted their academic achievement and attainment. Interviews with a purposefully selected sample of 24 Florida college students were conducted; transcripts were coded and analyzed thematically. Findings included that participants experienced a particular set of external and internal influences at school, in foster care settings, and in the community. External influences include interactions with (a) multiple non-relative guardians and case workers, (b) relatives, especially siblings, (c) mentors, (d) teachers and school administrators, and (e) school counselors. Internal influences include the barriers of anger and bad behavior and a newly identified set of internal characteristics, called success strengths by the researcher, that promote academic achievement and college attainment. Implications are as follows: (a) Future theory on academic achievement concerning foster youth should reflect the importance of the affective aspect of school interactions. (b) Policy should mandate awareness training for educators, social workers, and other adults who work with former foster youth to increase professionals' awareness of the barriers, supports and success strengths that impact the academic lives of children and youth in foster care. (c) Adult educators and human resource development professionals should develop and implement appropriate new education and training materials and interventions. Future research may include a similar interview with former foster youth who graduated from college and with foster youth who leave school before graduating. Finally, a study with a nationally representative sample of college enrolled former foster children should be conducted to determine the relative importance of the barriers, supports and success strengths identified in this study.

It has been documented that foster youth have significant challenges during secondary education (Conger & Rebeck, 2001; Geenen & Powers, 2006). Due to these challenges, foster youth attend and graduate higher education at a lower rate than their peers. The perspectives of foster youth currently enrolled in higher education is critical to determining which factors and programs have helped with their educational success. Five participants completed semi-structured interviews about their secondary education, transition to college, and adjustment during college. The findings from these interviews show the importance of having a mentor to assist foster youth with the process of transitioning to college and general life skills. This study also showed the benefits of exposing foster youth to workshops, conferences, and classes to help with expectations for college and that transition. Social concerns are one of the biggest challenges for foster youth and programs are needed to help with the adjustment to college and help foster youth create and maintain support systems.

Book excerpt: Research demonstrates the disproportionate challenges faced by foster youth as they emancipate from foster care. However, postsecondary outcomes of college students who are foster youth remain a concern, and research examining the experiences of foster youth who graduate from college is scant. The extant body of literature on foster youth is primarily problem-focused and suggests that an examination of the experiences of college graduate foster youth is needed to inform and evaluate the effectiveness of policy and practice aimed at increasing their college success. A constructivist, grounded theory methodology took an appreciative inquiry approach to engage the voice of foster youth college graduates in research on their postsecondary educational success to illuminate their experiences. The research generated four emergent themes: (a) education for survival, (b) authentic care, (c) holistic support, and (d) foster youth identity, and from these themes a model of foster youth college success was developed. This research demonstrated that foster youth experienced their degree attainment dichotomously: seeing “college success” as both their only option for a future that defies the odds, while also expressing a sense of awe or disbelief of their achievement. Relationships with adults who demonstrated authentic care for them, together with programs and support services designed to meet their unique needs, were viewed as integral to their achievement of educational goals. Finally, the participants expressed that accepting their foster youth identity was critical to their success, and to finding community and belonging..

Book excerpt: Inconsistencies in the educational system and difficult life conditions make foster youth less likely than their peers in the general population to attend college and obtain a degree. Studies have estimated that between 2%-11% of all foster youth in the United States graduate with a four-year degree (Casey Family Programs, 2010; Pecora, 2012; Wolanin, 2005) compared to 33% of the general population (Ryan & Bauman, 2016). This research illustrates factors that assist former foster youth on their pathway to higher education. In doing so, the research uncovers important themes that contribute knowledge to the literature on higher education for marginalized populations, more specifically foster youth. The purpose of this research is to provide individuals working with foster youth information that can be used to assist students as they move into and through higher education. The study is based on 14 semi-structured interviews with students in the Guardian Scholars Program (GSP) at California State University, Sacramento (CSUS) and University of California, Davis (UCD), the Guardian Professions Program (GPP) at UC Davis, and the three program directors from each campus program. The research utilizes the concept of resiliency as a framework to analyze the findings. This study found that all 14 students interviewed shared two factors: resiliency, as well as having had an important supportive relationship with an adult who helped them further their education. Findings also show the biological family plays a large role in the students’ motivation to pursue education, as they either want to make them proud or use their family’s situation as motivation to succeed. The majority of students find campus support programs contribute to their success in higher education. Students interviewed for this study felt graduate school seemed more attainable once they had knowledge of support services for alumni of care students who wish to pursue graduate school. Participants recommend providing outreach about support services at college campuses to foster youth as early as middle school and no later than high school to create higher expectations and provide students with knowledge of their options beyond high school. Recommendations include extending the age limit of support programs and grants, provide more training to administration in educational institutions about foster youth students,include foster youth and their unique needs into training programs for future teachers, and look for ways to increase students’ resiliency.

Book excerpt: There are multiple challenges associated with being in the foster care system that inhibit academic success among this student population. As a result, an achievement gap has developed between foster youth and their peers in California's K-12 system, placing foster youth among the lowest performing students in the state (Barrat & Berliner, 2013). In recognition of the distinct challenges foster students face, California recently became the first state in the nation to identify them as a distinct student group for the purposes of K-12 funding and accountability. Under the Local Control Funding Formula, implemented in 2013, the state provides school districts supplemental funds for students with greater educational needs, including foster youth (EdSource, n.d.). However, the educational supports that foster youth need are not yet well known, and many districts are struggling to create appropriate services, teaching strategies or interventions that will help improve the academic performance of this particularly vulnerable student group. This exploratory research was developed to help inform the conversation about foster youth success, by assessing possible factors that helped former foster youth achieve an important benchmark: enrolling in college. In this study, 33 former foster youth at two Northern California State University (CSU) institutions were surveyed about the factors they believe helped them beat the odds and successfully matriculate into higher education. These factors include social support, participation in the community and noncognitive strengths, such as perseverance. The results of the survey indicate that these youth rely on a number of supports to help them matriculate into higher education. Of the assessed factors, respondents identified their 'personal strength' as the most important in helping them succeed at enrolling in college, indicating the key role that noncognitive factors may have for this population. Social support was also identified as important. In particular, students perceived social support as creating a 'college-going' culture where students saw higher education as a possibility and were provided the emotional social support that helped them enroll. These findings could help provide a foundation for further research among the academic and educational communities about which factors will best support the academic needs and noncognitive growth of foster youth in California.

In order to launch the proposed program, a search was conducted to locate a potential funder. The U.S. Department of Justice was chosen as the most suitable grant for the proposed educational mentorship program. The proposed program, Aim for Success, will provide mentorship, tutoring and other supportive services that will empower foster youth participants between the ages of 12-21. The primary goal of the program is to teach foster youth participants necessary life skills and provide them with a supportive atmosphere to achieve their full potential that will lead them on successful road post emancipation from the foster care system.
