The manual is designed to provide only the core material for courses on urban financial management and should be supplemented with material relating to the specific conditions of the countries of the participants. This manual is divided into four chapters. Chapter one provides an overview of key issues in urban finance and introduces a framework for urban financial analysis; chapter 2 focuses on revenues and addresses the questions of how and from where government authorities can mobilize the resources required to finance the provision of urban services and the development and maintenance of urban infrastructure; chapter 3 examines expenditure analysis and addresses the question of how to spend more wisely; and chapter 4 discusses private participation in the delivery of urban services, forms of private sector involvement, and the role of nongovernment organizations and community groups. The report closes with a case study on private participation in public services and functions (solid waste disposal) in Malaysia.

Book Synopsis The Challenge of Urban Government by : Mila Freire
Download or read book The Challenge of Urban Government written by Mila Freire and published by World Bank Publications. This book was released on 2001-01-01 with total page 488 pages. Available in PDF, EPUB and Kindle. Book excerpt: Cities and towns are vital for the development of economic systems and social organisations. However, cities face tremendous challenges. They have to simultaneously attract business, provide a good livelihood for their inhabitants, generate enough resources to finance infrastructure and social needs, and take care of their poor. The Challenge of Urban Government: Policies and Practices looks at the consequences of globalisation on city management. This book focuses on the complex of issues generated in urban areas, such as the dynamics of metropolitan spaces, and the need to define strategic territory for operational and policy purposes. Some urgent challenges include how to handle spillovers across municipalities and the need to create a new city structure over an existing city to give the suburbs some elements of centrality. It examines the dynamics of governance and how to get stakeholders' participation in the government process.
Book Synopsis Cities Transformed by : Mark R. Montgomery
Download or read book Cities Transformed written by Mark R. Montgomery and published by Routledge. This book was released on 2013-10-31 with total page 553 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the next 20 years, most low-income countries will, for the first time, become more urban than rural. Understanding demographic trends in the cities of the developing world is critical to those countries - their societies, economies, and environments. The benefits from urbanization cannot be overlooked, but the speed and sheer scale of this transformation presents many challenges. In this uniquely thorough and authoritative volume, 16 of the world's leading scholars on urban population and development have worked together to produce the most comprehensive and detailed analysis of the changes taking place in cities and their implications and impacts. They focus on population dynamics, social and economic differentiation, fertility and reproductive health, mortality and morbidity, labor force, and urban governance. As many national governments decentralize and devolve their functions, the nature of urban management and governance is undergoing fundamental transformation, with programs in poverty alleviation, health, education, and public services increasingly being deposited in the hands of untested municipal and regional governments. Cities Transformed identifies a new class of policy maker emerging to take up the growing responsibilities. Drawing from a wide variety of data sources, many of them previously inaccessible, this essential text will become the benchmark for all involved in city-level research, policy, planning, and investment decisions. The National Research Council is a private, non-profit institution based in Washington, DC, providing services to the US government, the public, and the scientific and engineering communities. The editors are members of the Council's Panel on Urban Population Dynamics.

Book Synopsis Innovative Infrastructure Finance by : Can Chen
Download or read book Innovative Infrastructure Finance written by Can Chen and published by Palgrave Macmillan. This book was released on 2022-03-09 with total page 182 pages. Available in PDF, EPUB and Kindle. Book excerpt: Infrastructure is the foundation of modern economies. A robust, efficient, and well-maintained infrastructure system is critical to support the nation’s economy, improve quality of life, and strengthen global competitiveness. The serious infrastructure deficit in the U.S. is well-known. State and local governments are struggling to finance the needed expansion, upgrades, and repairs. Meeting the infrastructure financing challenge has emerged as one of the most urgent issues facing the country. Despite the growing number of innovations in state and local infrastructure financing, current information on innovative infrastructure financing is scattered and time-consuming to find. Until now, there was no detailed, comprehensive assessment of current knowledge and practice in innovative infrastructure financing. This book fills that gap and offers policy suggestions for state and local government managers who are considering the adoption and implementation of innovative infrastructure financing. It provides detailed case studies and rich examples that describe innovative approaches to fund state and local infrastructure development. These experiences and lessons in applying these innovations will be particularly useful for state and local government practitioners, professors, applied policy analysts, and students in public administration, policy, and public finance.
