Book excerpt: Over the past 20 years, the LEADER approach (1) to community-led local development (CLLD) - based on the experience of an initiative financed by EU Structural Funds, designed to help rural actors consider the long-term potential of their local region, has proven an effective and efficient tool in the delivery of development policies. The European Commission has promoted this delivery method through other Community Initiatives also, such as URBAN (2) and EQUAL (3). In the case of LEADER, for which continuous EU support has been provided since 1991, it has become an important element of rural development policy with a high level of acceptance all over Europe. Since 2007, local development has also been a policy delivery tool in the European fisheries sector. The draft regulation (Articles 28-31) (4) for future CLLD are based on the LEADER approach and concern all the Funds covered by the Common Strategic Framework (European Regional Development Fund, European Social Fund, European Agricultural Fund for Regional Development, European Maritime and Fisheries Fund and Cohesion Fund) in the 2014-2020 programming period (the CSF Funds). CLLD is a specific tool for use at sub-regional level, which is complementary to other development support at local level. CLLD can mobilise and involve local communities and organisations to contribute to achieving the Europe 2020 Strategy goals of smart, sustainable and inclusive growth, fostering territorial cohesion and reaching specific policy objectives. This factsheet is one in a series highlighting key elements of the future approach.

Book excerpt: The Community-Led Local Development (CLLD) is a new area-based instrument launched for the 2014-2020 ECP Programming Period of the European Cohesion Policy (ECP). It is intended to be a powerful instrument to address, at sub-regional level, crisis-related and other externally-induced issues, as well as to contribute achieving the smart, sustainable and inclusive growth objectives of the Europe 2020 Strategy. Nevertheless, concerns emerged with respect to the openness and accessibility of the CLLD's local governance framework, the scope and goals that would be targeted by local partnerships, and the suitability and effectiveness of the CLLD's area-based approach in tackling local deprivation.With my contribution I address such concerns from an evidence-based perspective, in order to draw from the practice compelling insights for the improvement of the CLLD instrument. To do so, my paper brings a critical analysis of a recent ERDF co-financed local development programme, namely the Körnerpark Neighbourhood Management in Berlin, whose principles and features are strongly comparable with the approach underlying the CLLD, and which has indeed been taken as a model practice by EU policy-makers. Relying on several interviews to key actors at different governance levels, socio-economic data, documents analysis, and field observations, I conduct an assessment of the case-study focussing on the inclusiveness of its governance framework as well as on its capability to enhance residents' living conditions. From this assessment, I then infer a number of crucial issues that are likely to be a common challenge for any initiative implemented under the new framework. In particular, I argue that two main lessons can be learned from my case-study. On the one hand participatory decision-making bodies at local level might not be effectively representative of the socio-economic composition of the target community, but rather risk to be dominated by local elites or powerful groups. On the other hand, fostering local development bears the risk that the most disadvantaged population of the target community might not be fully supported by the initiative but rather, to a certain extent, even penalised. On these grounds, then, my contribution aims at stimulating the debate among European policy-makers towards the fine-tuning of the instrument as a means to effectively tackle poverty and marginality in lagging areas and foster their sustainable development.

The GoR should carefully weigh potential benefits and risks of applying the CLLD approach and put in place an adequate implementation framework with sufficient risk mitigating measures before pursuing CLLD. The World Bank undertook this advisory activity to help the GoR put in place an implementation framework for CLLD in Romania, should it want to go ahead with this approach. It includes a proposed definition of urban marginalized communities, the population group that the GoR wants to target by CLLD. The definition is based on a review of the Romanian literature on (urban) marginalization and on qualitative research in ten cities. It also includes guidelines for CLLD implementation based on EC guidance, extensive field work, and an assessment of lessons learned of similar programs in Romania and elsewhere. Moreover, detailed maps of urban marginalized areas across Romania are presented. These are based on a set of indicators, for which data are available in the 2011 Population and Housing Census dataset. Six conceptual pilots have been prepared that are based on simulated CLLD processes and can serve as examples for municipalities/NGOs that could be applying for EU funding through the CLLD approach, during the 2014-2020 programming period. Its seven key operational features are centred around a 'bottom up', community-led and integrated approach, mobilising local actors in a specific territory to design and deliver a Local Development Strategy (LDS). Public authorities, private enterprises and community groups work together in partnership to animate and support projects and activities designed to meet local development needs, promoting innovative solutions and multi-sectoral actions, networking and cooperation. LEADER at local level is led by Local Action Groups (LAGs), supported by Managing Authorities (MAs) and Paying Agencies (PAs) for the relevant EU programmes and funds. In the programme period 2014-2020, LEADER under the Common Agricultural Policy (CAP) European Agricultural Fund for Rural Development (EAFRD) supported 2 784 LAGs across 28 Member States (MS), covering between 49 and 100 per cent of the total rural population in at least 22 Member States. LEADER's planned budget was EUR 7.01 billion, representing around seven per cent of the EAFRD3 (up to April 2021). By 2021, LEADER across the EU-28 had spent 49% of this. This study concerns an evaluation of the impact of LEADER on balanced territorial development in the 2014-2020 period. The study was undertaken between October 2020 and October 2021. The aim of the evaluation was to assess how and how far LEADER Measure 19 within the EAFRD and the LEADER approach of Community-Led Local Development (CLLD) contributed to the CAP strategic goal of Balanced Territorial Development. Measures and instruments covered by the evaluation include those in the Rural Development Regulation (EU) 1305/2013 and the approach set out in the Common Provisions Regulation (EU) 1303/2013). Links with other European Structural Investment (ESI) funds and CAP instruments were also considered. The evaluation examined the performance of LEADER across 28 Member States. It considered to what extent LEADER contributed to Balanced Territorial Development, and made recommendations to enhance its future performance. Fourteen Evaluation Study Questions were defined, covering the following aspects: 1. Relevance - is LEADER well-targeted and designed to meet needs for economic, social, environmental and balanced territorial development, in rural Europe? 2. Effectiveness - is LEADER achieving its objectives? Is it stimulating positive local economic, social and environmental outcomes? What is its impact on local governance and capacity? How well does it leverage resources to achieve goals? Do the seven features of the LEADER approach influence its performance and in what ways? 3. Efficiency is LEADER working in an efficient and cost-effective way? Could it achieve more with the same resources, or achieve the same at lower cost? What are the main administrative burdens and how might they be reduced? 4. Causal analysis - how does LEADER operate? How do its design and implementation affect its performance? 5. Coherence - does LEADER work well alongside other CAP measures and other EU funds? How coherent is it with relevant national and regional policies? How does LEADER funded through EAFRD alone, compare to CLLD where multi-funded? 6. What is the EU added-value of LEADER?
