Book excerpt: On 6 December 2010, the Government published Disability Living Allowance reform (Cm 7984, ISBN 9780101798426) which set out its reform proposals and sought people's views. This document outlines the responses received, from both individuals and organisations, and provides further information regarding the replacement of DLA and the introduction of Personal Independence Payment for people of working age (16-64) from 2013/14. The Government will ensure that the new Personal Independence Payment remains a non-mean-tested and non-taxable cash benefit which people can spend in a way that best suits them. The aim, through the introduction of Personal Independence Payment, is to make the benefit fairer, more straightforward to administer, and for it to be easier and clearer to understand. There will be two components of Personal Independence Payment; a daily living component and a mobility component, each with a standard and enhanced rate. The Government is developing the assessment for Personal Independence Payment in collaboration with a group of independent specialists and will consider an individual's ability to carry out key everyday activities. The greatest priority in awarding the benefit will be that it goes to those individuals who are least able to carry them out. The application and administration process will be made as straightforward as possible. The Personal Independence Payment will not be extended to new or existing claims for children from 2013/14. And the proposal to withdraw the DLA mobility component from people in residential care will not now be implemented.

Book excerpt: In July of this year the Department published 21st Century welfare (Cm. 7913, ISBN 9780101791328), a consultative paper that laid out the problems of poor work incentives and complexity in the benefits and tax credits systems. One of the main proposals in the paper was for a universal credit, which would incorporate out-of-work benefits, in-work support and appropriate amounts for housing, disability and families for people of working age. The aim of the universal credit would be to ensure that anyone on benefits who starts work will better of than they would have been on benefits. This report outlines responses to the consultation on these proposals. The overall themes of responses were: agreement that fundamental reform was necessary and support of the basic tenets of the proposals; of the five options for reform suggested there was widespread agreement with the universal credit proposal; overwhelming support for simplifying and streamlining both the benefit structure & the delivery process; a strong belief that people should be clearly better off in work than on benefits; and the need for more details before full endorsement of the proposals could be given

Book excerpt: In its report of last year on the Communities and Local Government's Departmental Annual Report 2007 (HC 170, session 2007-08, ISBN 9780215037978) the Committee commented on the particular nature of the Department's work: on its unusual reliance for the achievement of the goals Government has set it on a plethora of other Departments, agencies, non-departmental bodies, local authorities and other stakeholders; on the long, devolved delivery chains by which those goals therefore have to be delivered; and on the skills of influence, brokering and negotiation which are required to achieve them. In this Report the Committee assesses the progress made since last. The most recent Cabinet Office Capability Review concludes that there has been a positive "direction of travel" for CLG in that period, but the Committee concludes that there is still some way to go before CLG can be said to be performing at the highest achievable level of effectiveness. The Department's overall performance against its Public Service Agreement targets is likewise moving in the right direction but still short of full effectiveness. Achievement of efficiency targets is applauded. Finally, the report considers examples of particular policies which highlight some of the Department's strengths and weaknesses, and follow up some issues in earlier inquiries. These issues include: eco-towns; the Decent Homes programme; Home Information Packs; Fire Service response times; Firebuy; the FiReControl programme. The report also considers the Department's response to the serious flooding of summer 2007, and to the reviews which followed; and the mismanagement of European Regional Development Fund monies.

An online consultation on nuclear power and the role of the private sector: www.direct.gov.uk/nuclearpower2007 was produced at the same time. This White Paper sets out the Government's decision taken in response to the consultation. The Government believes it is in the public interest that new nuclear power stations should have a role to play in the country's future energy mix alongside other low-carbon sources; that energy companies should have the option of investing in them; and that the Government should take active steps to open up the way to the construction of new nuclear power stations. It will be for the energy companies to fund, develop and build the new stations, including meeting the full costs of decommissioning and their full share of waste management costs. Section 1 summarises the consultation process. Section 2 addresses the key issues that arose from the consultation and how they have been taken into account in shaping policy and reaching conclusions. Section 3 outlines the facilitative actions the Government will take to reduce the regulatory and planning risks associated with investing in new nuclear power stations. Finally there are three annexes: alternatives to nuclear power; justification and strategic siting assessment processes; regulatory and advisory structure for nuclear power.

It also launches a consultation on the details of policy implementation stemming from draft regulations which will underpin charging, and what will happen in existing cases under the Child Support Agency (CSA) during the closure process. In 2011/12 the Department for Work and Pensions spent almost £6 billion on providing help to 600,000 single parents through income-related benefits including Income Support, Housing Benefit, and Council Tax Benefit. Offsetting the cost of providing benefits to lone parents was a key objective of the original 1993 statutory child maintenance scheme. The Government's view is that too many parents come to see the CSA as the default option for arranging maintenance, and believes a better a way to secure effective maintenance arrangement, including financial maintenance is to support parents in reaching their own arrangements wherever possible. The publication is divided into eight chapters, with three annexes.

Book excerpt: This Government is proposing to introduce a system of automatic pensions transfers to help people to better keep track of their workplace pension savings. The majority of people being automatically enrolled are likely to join the default fund in defined contribution (DC) schemes. It is, therefore, important to ensure that these schemes deliver the best possible value for money. The impact of the charges levied on people's pensions savings over their lifetime can be significant - seemingly small variations in charges can result in a considerable difference in people's final retirement savings. A number of voluntary industry initiatives seeking to improve disclosure of charges information to scheme members and employers have been launched in an effort to reduce the complexity of the product. The Government welcomes these initiatives, but is interested in views on whether further action is required. There are a number of potential options: mandating disclosure to members by widening the disclosure requirements, to include information about charges; standardising disclosure to employers; or disclosure of transaction costs - require disclosure to members, employers, as well as trustees, and independent governance committees (as recommended by the OFT). The Government is also interested in hearing views on whether: a cap on pension scheme charges should be introduced; differential charging between active and deferred members should be banned in DC qualifying schemes; the ban on consultancy charges should be extended from AE schemes to all qualifying DC schemes; adviser commissions set up prior to the introduction of the Retail Distribution Review should be banned in qualifying schemes
