Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

Book excerpt: Low-intensity conflict (LIC) often has been viewed as the wrong kind of warfare for the American military, dating back to the war in Vietnam and extending to the present conflicts in Iraq and Afghanistan. From the American perspective, LIC occurs when the U.S. military must seek limited aims with a relatively modest number of available regular forces, as opposed to the larger commitments that bring into play the full panoply of advanced technology and massive commitments of troops. Yet despite the conventional view, U.S. forces have achieved success in LIC, albeit "under the radar" and with credit largely assigned to allied forces, in a number of counterguerrilla wars in the 1960s."Scenes from an Unfinished War: Low-Intensity Conflict in Korea, 1966-1969" focuses on what the author calls the Second Korean conflict, which flared up in November 1966 and sputtered to an ill-defined halt more than three years later. During that time, North Korean special operations teams had challenged the U.S. and its South Korean allies in every category of low-intensity conflict - small-scale skirmishes along the Demilitarized Zone between the two Koreas, spectacular terrorist strikes, attempts to foment a viable insurgency in the South, and even the seizure of the USS Pueblo - and failed. This book offers a case study in how an operational-level commander, General Charles H. Bonesteel III, met the challenge of LIC. He and his Korean subordinates crafted a series of shrewd, pragmatic measures that defanged North Korea's aggressive campaign. According to the convincing argument made by "Scenes from an Unfinished War," because the U.S. successfully fought the "wrong kind" of war, it likely blocked another kind of wrong war - a land war in Asia. The Second Korean Conflict serves as a corrective to assumptions about the American military's abilities to formulate and execute a winning counterinsurgency strategy. Available in PDF, EPUB and Kindle. Book excerpt: Selected as a 2017 CHOICE Outstanding Academic Title Bayonets in Paradise recounts the extraordinary story of how the army imposed rigid and absolute control on the total population of Hawaii during World War II. Declared immediately after the Pearl Harbor attack, martial law was all-inclusive, bringing under army rule every aspect of the Territory of Hawaii's laws and governmental institutions. Even the judiciary was placed under direct subservience to the military authorities. The result was a protracted crisis in civil liberties, as the army subjected more than 400,000 civilians—citizens and alien residents alike—to sweeping, intrusive social and economic regulations and to enforcement of army orders in provost courts with no semblance of due process. In addition, the army enforced special regulations against Hawaii's large population of Japanese ancestry; thousands of Japanese Americans were investigated, hundreds were arrested, and some 2,000 were incarcerated. In marked contrast to the well-known policy of the mass removals on the West Coast, however, Hawaii's policy was one of "selective," albeit preventive, detention. Army rule in Hawaii lasted until late 1944—making it the longest period in which an American civilian population has ever been governed under martial law. The army brass invoked the imperatives of security and "military necessity" to perpetuate its regime of censorship, curfews, forced work assignments, and arbitrary "justice" in the military courts. Broadly accepted at first, these policies led in time to dramatic clashes over the wisdom and constitutionality of martial law, involving the president, his top Cabinet officials, and the military. The authors also provide a rich analysis of the legal challenges to martial law that culminated in Duncan v. Kahanamoku, a remarkable case in which the U.S. Supreme Court finally heard argument on the martial law regime—and ruled in 1946 that provost court justice and the military's usurpation of the civilian government had been illegal. Based largely on archival sources, this comprehensive, authoritative study places the long-neglected and largely unknown history of martial law in Hawaii in the larger context of America's ongoing struggle between the defense of constitutional liberties and the exercise of emergency powers.

Book excerpt: The conflicts in Iraq and Afghanistan have generated intense interest in counterinsurgency within the U.S. armed forces, the intelligence community, the State Department, and the Department of Defense. However, subversion-a critical part of the repertoire of many insurgent groups-remains a neglected subject. This paper presents a set of case studies to explore the elements of subversion in-depth. It discusses preliminary ideas for combating subversive activities in the context of the "long war" against violent Islamist extremism and concludes with a discussion of how American support for countersubversion within authoritarian regimes can conflict with other important U.S. foreign policy objectives, such as the promotion of human rights.

Book excerpt: Very little has been written about America's own history of anti-Semitism. In this shocking book, the first documented examination of anti-Semitism in an American governmental institution, Joseph Bendersky shows that such racism permeated the highest ranks of the U.S. military throughout the past century, having a very real effect on policy decisions. Through ten years of research in more than thirty-five archives, the author uncovered irrefutable evidence of endemic and virulent anti-Semitism throughout the Army Corps from the turn of the century right up to the 1970s. This fully developed and clearly articulated perspective had a direct effect on policy discussions and decisions, affecting such matters as immigration, refugees, military strategy, and the establishment of Israel. Written with novelistic intensity and attention to intriguing detail, The "Jewish Threat" forces us to revise some of our cherished notions about our country and its most revered leaders.

Available in PDF, EPUB and Kindle. Book excerpt: American Military History provides the United States Army-in particular, its young officers, NCOs, and cadets-with a comprehensive but brief account of its past. The Center of Military History first published this work in 1956 as a textbook for senior ROTC courses. Since then it has gone through a number of updates and revisions, but the primary intent has remained the same. Support for military history education has always been a principal mission of the Center, and this new edition of an invaluable history furthers that purpose. The history of an active organization tends to expand rapidly as the organization grows larger and more complex. The period since the Vietnam War, at which point the most recent edition ended, has been a significant one for the Army, a busy period of expanding roles and missions and of fundamental organizational changes. In particular, the explosion of missions and deployments since 11 September 2001 has necessitated the creation of additional, open-ended chapters in the story of the U.S. Army in action. This first volume covers the Army's history from its birth in 1775 to the eve of World War I. By 1917, the United States was already a world power. The Army had sent large expeditionary forces beyond the American hemisphere, and at the beginning of the new century Secretary of War Elihu Root had proposed changes and reforms that within a generation would shape the Army of the future. But world war-global war-was still to come. The second volume of this new edition will take up that story and extend it into the twenty-first century and the early years of the war on terrorism and includes an analysis of the wars in Afghanistan and Iraq up to January 2009.

Book excerpt: The New York Times Bestseller and Winner of the 2015 Army Historical Foundation Distinguished Writing Award for Unit History. Since the attacks of September 11, one organization has been at the forefront of America's military response. Its efforts turned the tide against al-Qaida in Iraq, killed Bin Laden and Zarqawi, rescued Captain Phillips and captured Saddam Hussein. Its commander can direct cruise missile strikes from nuclear submarines and conduct special operations raids anywhere in the world. Relentless Strike tells the inside story of Joint Special Operations Command, the secret military organization that during the past decade has revolutionized counterterrorism, seamlessly fusing intelligence and operational skills to conduct missions that hit the headlines, and those that have remained in the shadows-until now. Because JSOC includes the military's most storied special operations units-Delta Force, SEAL Team 6, the 75th Ranger Regiment-as well as America's most secret aviation and intelligence units, this is their story, too. Relentless Strike reveals tension-drenched meetings in war rooms from the Pentagon to Iraq and special operations battles from the cabin of an MH-60 Black Hawk to the driver's seat of Delta Force's Pinzgauer vehicles as they approach their targets. Through exclusive interviews, reporter Sean Naylor uses his unique access to reveal how an organization designed in the 1980s for a very limited mission set transformed itself after 9/11 to become the military's premier weapon in the war against terrorism and how it continues to evolve today.
