Book excerpt: This paper assesses the issues of government involvement in international trade finance stemming from the recent changes in global financial markets. This study is based on discussions with representatives of export credit agencies during the period from October 2003 to May 2004. A survey of 27 agencies provided valuable insights. Financial flows facilitated by official export credit agencies are large in comparison with official development assistance and gross lending by international financial institutions to developing countries. However, the importance of officially supported trade finance has been declining relative to the rapid expansion of world trade and total capital flows to developing countries. The study highlights the key challenges facing official export credit agencies, including complementing the private sector, facilitating financing to low-income countries while helping maintain these countries’ debt sustainability, and playing a positive role in the area of trade finance in international efforts to address emerging market financial crises.

Book excerpt: This study uses estimates of Soviet Bloc import elasticities and of the value of credit subsidies on Western loans to the Bloc in 1981 to simulate the impact on OECD exports, if these subsidies had been eliminated in that year. The elasticity estimates indicate that price changes have little bearing on the amount of hard currency spent on a particular commodity by the Soviet Bloc; own price elasticities were close to negative one, cross price elasticities were not significantly difference from zero. The pattern of income or expenditure elasticities is somewhat surprising. The expenditure elasticities for food and raw materials appear to be at least as large as for machinery and other manufactured products. If subsidies had been eliminated in 1981, the total decline in OECD exports to the Bloc would have been less than 9 percent. Exports of intermediate and consumer goods, followed by machinery, would have been reduced most in absolute terms (roughly $600 million in each category), but decreases in exports of food and raw materials would have been or roughly the same magnitude. If reductions in imports of each commodity group had been distributed proportionally among OECD suppliers, no country or country group would have experienced more than a 6 percent decline in total exports and none less than 2 percent. Focusing on the direct loan program for large credits with maturities of more than five years, the authors evaluate the broad criteria employed by the Bank in its decision-making process and the resulting allocation of Bank resources. They also examine the distribution of Bank loans and subsidies across industries and relate this to key industry characteristics such as comparative advantage and export dependence. The problems faced by the Eximbank in recent years—high borrowing costs, intensified export credit competition, limited resources, increased risks, conflicting mandates to be competitive yet self-sustaining -—have given tremendous importance to the careful articulation of policy and administration of programs. The authors find Bank policies to be broadly supportive of the U.S. trade policy goals, but also identify several areas of inconsistency and lack of definition and offer alternative means of specifying criteria to overcome these problems.
