Available in PDF, EPUB and Kindle. Book excerpt: Climate change is producing profound changes globally. Yet we still know little about how it affects real people in real places on a daily basis because most of our knowledge comes from scientific studies that try to estimate impacts and project future climate scenarios. This book is different, illustrating in vivid detail how people in the Andes have grappled with the effects of climate change and ensuing natural disasters for more than half a century. In Peru's Cordillera Blanca mountain range, global climate change has generated the world's most deadly glacial lake outburst floods and glacier avalanches, killing 25,000 people since 1941. As survivors grieved, they formed community organizations to learn about precarious glacial lakes while they sent priests to the mountains, hoping that God could calm the increasingly hostile landscape. Meanwhile, Peruvian engineers working with miniscule budgets invented innovative strategies to drain dozens of the most unstable lakes that continue forming in the twenty first century. But adaptation to global climate change was never simply about engineering the Andes to eliminate environmental hazards. Local urban and rural populations, engineers, hydroelectric developers, irrigators, mountaineers, and policymakers all perceived and responded to glacier melting differently-based on their own view of an ideal Andean world. Disaster prevention projects involved debates about economic development, state authority, race relations, class divisions, cultural values, the evolution of science and technology, and shifting views of nature. Over time, the influx of new groups to manage the Andes helped transform glaciated mountains into commodities to consume. Locals lost power in the process and today comprise just one among many stakeholders in the high Andes-and perhaps the least powerful. Climate change transformed a region, triggering catastrophes while simultaneously jumpstarting modernization processes. This book's historical perspective illuminates these trends that would be ignored in any scientific projections about future climate scenarios.

Book excerpt: Understanding what and how students learn has emerged as a salient issue in Latin America, a region where the majority of children now have access to schools but few students learn the skills they need to succeed. 'Raising Student Learning in Latin America' examines recent advances in our understanding of the policies and programs that affect student learning and provides policy makers with effective options. This volume relies on indicators from national and international assessments of subject matter knowledge plus intermediate learning indicators, such as dropout and completion rates. The first part focuses on the central role of student learning in education. The second part reviews the evidence on factors and policies that affect student learning. The final part addresses policy optons on education quality assurance.

Available in PDF, EPUB and Kindle. Book excerpt: This landmark collection brings together a range of exciting new comparative work in the burgeoning field of hemispheric studies. Scholars working in the fields of Latin American studies, Asian American studies, American studies, American literature, African Diaspora studies, and comparative literature address the urgent question of how scholars might reframe disciplinary boundaries within the broad area of what is generally called American studies. The essays take as their starting points such questions as: What happens to American literary, political, historical, and cultural studies if we recognize the interdependency of nation-state developments throughout all the Americas? What happens if we recognize the nation as historically evolving and contingent rather than already formed? Finally, what happens if the "fixed" borders of a nation are recognized not only as historically produced political constructs but also as component parts of a deeper, more multilayered series of national and indigenous histories? With essays that examine stamps, cartoons, novels, film, art, music, travel documents, and governmental publications, Hemispheric American Studies seeks to excavate the complex cultural history of texts and discourses across the ever-changing and stratified geopolitical and cultural fields that collectively comprise the American hemisphere. This collection promises to chart new directions in American literary and cultural studies.

Book excerpt: Equality of opportunity is about leveling the playing field so that circumstances such as gender, ethnicity, place of birth, or family background do not influence a person s life chances. Success in life should depend on people s choices, effort and talents, not to their circumstances at birth. 'Measuring Inequality of Opportunities in Latin America and the Caribbean' introduces new methods for measuring inequality of opportunities and makes an assessment of its evolution in Latin America over a decade. An innovative Human Opportunity Index and other parametric and non-parametric techniques are presented for quantifying inequality based on circumstances exogenous to individual efforts. These methods are applied to gauge inequality of opportunities in access to basic services for children, learning achievement for youth, and income and consumption for adults.

Book excerpt: This twenty-third ICMI Study addresses for the first time mathematics teaching and learning in the primary school (and pre-school) setting, while also taking international perspectives, socio-cultural diversity and institutional constraints into account. One of the main challenges of designing the first ICMI primary school study of this kind is the complex nature of mathematics at the early level. Accordingly, a focus area that is central to the discussion was chosen, together with a number of related questions. The broad area of Whole Number Arithmetic (WNA), including operations and relations and arithmetic word problems, forms the core content of all primary mathematics curricula. The study of this core content area is often regarded as foundational for later mathematics learning. However, the principles and main goals of instruction on the foundational concepts and skills in WNA are far from universally agreed upon, and practice varies substantially from country to country. As such, this study presents a meta-level analysis and synthesis of what is currently known about WNA, providing a useful base from which to gauge gaps and shortcomings, as well as an opportunity to learn from the practices of different countries and contexts.
