A mixed methodology is applied to survey students, faculty, staff and administrators on the effectiveness of the Student Success Program to generate future policy recommendations.

Book excerpt: Using a social justice and equity perspective, this qualitative research study focused on the California community college Puente project as a best practice and its influence's related to transfer for Mexican-American students. The Puente project founded in 1981 by Patricia McGrath and Felix Galaviz is a three-component intervention consisting of writing, counseling, and mentoring. The two-semester long Puente program, supplemented by concurrent enrollments in career and transfer courses uses Latino cultural literature as class readings, as well as a team of Latino role models to help students persist and transfer. Puente programs are provided in 62 out of 112 California community colleges (CCC) (Puente, 2013). A policy report indicated that over a million future jobs with a minimum of a bachelor's degree will need to be filled in California (Johnson & Sengupta, 2009). This fact, coupled with a forecasted demographic growth that the Latino population will reach 43% by the year 2025 (Johnson & Sengupta, 2009). These predictions are magnified by the majority of Latino high school graduates choosing to enter community college as their first choice of a higher education pathway at 69.4% (College Campaign for Opportunity, 2013). Latinos are the ethnic majority at 38.9% in California community colleges in 2014 (CCLC, 2014). The crisis is that Latinos are also among the lowest academic performers in key milestones for transfer and degree completion success (Moore & Shulock, 2010). The research on Puente provided a best practice needed to aid in CCC reform to help Latinos persist, transfer and complete their degrees. The purpose of this research was that it studied how the Puente project influenced Mexican-American students in their acquisition of "college capital" used to persist in community college, successfully transfer to a four-year university, and complete their bachelor's degrees. The study further researched how Puente helped Mexican-American students to both balance and navigate between the cultural crossroads of two worlds: the academic world and their home communities. The research used theoretical frameworks of critical race theory (CRT) (Delgado & Stefancic, 2012) and Latino critical race theory (LatCrit) (Solórzano & Delgado Bernal, 2001), funds of knowledge (Moll, Amanti, Neff & González, 1992), and community cultural wealths (Yosso, 2005). This unique research study provided Mexican-American students who were success stories and had completed the year-long Puente program, transferred to a four-year university and earned their bachelor's degrees. This research was unique because for every 100 Mexican-Americans entering schooling only 8 reached the level of a bachelor's degree completion (Yosso & Solórzano, 2006). A phenomenological method of one to one interviews was utilized so that this research could provide reflective narratives of six Mexican-American Puente project alumni. The students were from a diverse urban, metropolitan community college in the Sacramento, California area. The findings from the research showed how the Puente program through its comprehensive services served as an entry point for campus resources and services. Puente also provided Latino role models, cultural pedagogy, a home/family setting, high standards for writing, road maps for transfer and degree requirements, and an element of care for these participants. Another layer of findings showed how the Puente interviewees brought with them to the community college experience inner motivations fueled by lifelong messages from their parents and funds of knowledge (Moll, Amanti, Neff & González, 1992). Puente, by capitalizing on these two layers, structured a schooling environment that promoted cultural validation and a sense of belonging (Rendón, 2000). This structuring helped the Puente students to become empowered and persist, while gaining the self-confidence and motivations (college capital) to transfer and complete their bachelor's degrees. These findings resulted in the researcher's creation of a college capital model, and policy and recommendations regarding individual, institutional and future research were included.

To achieve equity—a social and economic imperative—community colleges have sought to adopt equity minded approaches to changing practitioner beliefs and redesigning existing structures to match the diversity of experiences of today’s community college students. This qualitative study explored the implementation of equity in eleven community colleges in California. Semistructured interviews with current equity coordinators at these campuses were conducted to examine challenges and opportunities for equity efforts from their perspective. While this study views equity as a shared responsibility of the entire institution, equity coordinators have a unique lens for the good, the bad, and the ugly about their institutions’ readiness to commit to a mission of equity. Transcripts from these eleven interviews were analyzed for major themes. The findings revealed institutional barriers and opportunities within six domains: (a) policies and practices, (b) attitudes and dispositions, (c) politics and power dynamics, (d) structure, (e) institutional culture, and (f) data practices. Adopting equity as a standard of practice in community colleges benefits racially minoritized students and society as a whole. Recommendations for policy and practice include embracing an equity minded approach to inquiry, planning, and implementation. Further, institutions must be willing to embrace innovation and perseverance as they work through the pains and discomforts of resistance to change and accountability.

Book excerpt: This study examined the impact on student success of district structure, organization and other institutional characteristics in California Community Colleges (CCCs). Controlling for institutional characteristics related to demographics of the student body, urbanicity, and institutional size, the study asked if the structure of the district (in which CCCs operate) accounts for variation in institutional student success measures. The study further asked whether student success significantly correlates with the proportion of a college's expenditures related to student instruction, the percentage of full-time faculty, or the ratio of faculty to administrators. Using Mintzberg's (1979) organizational structures as a theoretical framework, the study contrasted sing single-college districts (SCDs) and multi-college districts (MCDs). The research used data gathered from both California Community College Chancellor's Office (CCCCO) DataMart, as well as from the Department of Education's Integrated Postsecondary Education Data System (IPEDS). The data was examined quantitatively using regression analysis, bi-variate correlation analysis, t-tests, and F-tests. The study found a significant association between the type of district that a college belongs to and several measures of student success. The study also found a significant association between the percent of full-time faculty at the college and student success, and a significant association between the percent of the budget spent on instruction and student success. Outside of the research questions, the study also found a significant positive association between college size, as measured by full-time equivalent students (FTES), and student success and a significant negative association between the percent of students on BOG (Board of Governor's) waiver and student success.

However, the academic achievement of Latino students trails behind that of White students, creating an achievement gap. The number of Latina/o trustees is also on the rise with voting demographics. However, the number of Latina/o CEO/presidential leadership is in decline. Latino policy makers can be instrumental in the creation of a diverse campus climate and growing the number of Latina/o CEOs. Diversity and role models are linked to improving educational outcomes for all students, particularly for Latino students. This quantitative study examined the impact of demographic and political factors on the perceptions of problems and priorities of California Community College Trustees. The dependent variable was the likelihood that trustees would agree that it was their role to promote the growth of Latina/o leadership. The demographic variable of interest was ethnicity and the study examined the differences in responses among Latina/o, White and other trustees. This study explored factors that may contribute to the steady decline of Latina/o CEO leadership and those that might aid in the growth of Latina/o leadership. This study confirmed that there are significant differences in the perceptions and priorities of Latina/o and White trustees. It was found that all trustees believed that the Latino achievement gap was a concern; however, while Latina/o and White trustees believed the gap persisted because of the growing number of remedial students and budget cuts, Latina/o trustees also believed that the gap persisted because of limited Latina/o representation and role models. The perceptions and priorities of Latina/o trustees are shaped by culture expectations and minority status, which influence their interests to help Latino students and increase the number of Latina/o leaders. White trustees do not share the same experiences but do share the interest to help Latino students because their role is to serve all students. This study confirmed that Latino trustees were more likely than White trustees to agree that it was their role to promote the growth of Latina/o CEO leadership. However, the perceptions and priorities of White trustees have a significant impact on the role of Latina/o trustees in growing Latina/o leadership.
