Book excerpt: With about 300 operational satellites in orbit and more than half of them on military missions, the Members States are advocating greater transparency and confidence-building measures to prevent an arms race in outer space. This study considers the current uses of outer space and emerging trends with special emphasis on the technical problems involved. Global and bilateral agreements concerning both military and peaceful aspects of outer space are also dealt with. Most importantly, it covers the over-all question of confidence-building and the political, legal, technological and scientific considerations of its implementation.

Available in PDF, EPUB and Kindle. Book excerpt: This book is based on the findings, conclusions and recommendations of the Global Space Governance study commissioned by the 2014 Montreal Declaration that called upon civil society, academics, governments, the private sector, and other stakeholders to undertake an international interdisciplinary study. The study took three years to complete. It examines the drivers of space regulations and standards, key regulatory problems, and especially addresses possible improvements in global space governance. The world's leading experts led the drafting of chapters, with input from academics and knowledgeable professionals in the public and private sectors, intergovernmental organizations, and nongovernmental organizations from all the regions of the world with over 80 total participants. This book and areas identified for priority action are to be presented to the UN Committee on the Peaceful Uses of Outer Space and it is hoped will be considered directly or indirectly at the UNISPACE+50 event in Vienna, Austria, in 2018. The report, a collective work of all the contributors, includes objective analysis and frank statements expressed without pressure of political, national, and occupational concerns or interest. It is peer-reviewed and carefully edited to ensure its accuracy, preciseness, and readability. It is expected that the study and derivative recommendations will form the basis for deliberations and decisions at international conferences and meetings around the world on the theme of global space governance. This will hopefully include future discussion at the UN Committee on the Peaceful Uses of Outer Space.

Available in PDF, EPUB and Kindle. Book excerpt: This book gives insights by providing a glimpse into the past, while it connects with the present and delivers perspectives on the future dimensions of India’s space programme. The chapters cover a broad range– Commercial & NewSpace, Space Policy, Space Security, International Cooperation, and Space Sustainability & Global Governance—and they deliver educated suggestions and opinions to policymakers of the country to review their strategies on these issues. Understanding expert opinions in these areas shall bestow the emerging managers of the space programme with holistic insights. This work is a unique collection of thoughts and analyses on matters relevant to space policy and governance, a good account of accomplishments, and thought-provoking puzzles on future possibilities. The authors are national and international experts in different disciplines, both veteran and young scholars, and thus will be an invaluable resource for policymakers, academic researchers, and the public at large. This work can also be a concrete step for continuing discourse on varied subjects or issues of importance, which demand an interactive and evolutionary approach to progress on policy. While there could be some differences in the positions taken by writers with reference to the views of some stakeholders in policymaking, the academic yet non-formal nature of the content in this book will hopefully create enough spaces for reflecting on a cohesive and harmonious framework of policy and its continued dynamism in a field where India can make significant contributions to national and global developments.

Book excerpt: Outer space is subject to a legal framework; there is a set of rules specifically dedicated to outer space and to the activities carried out there. These rules have developed since 1957, the year the first artificial satellite was launched. Major changes have also affected the technology used and the actors involved, as well as the domains concerned by the exploration and use of outer space. Space Law will lay out the progressive densification of the legal framework that is applicable to outer space and the activities that are carried out there. Without claiming to be exhaustive, the aim of this book is to present the main primary sources of space law, its main principles, the diversity of its fields of application and the challenges and issues that the development of space activities inevitably raises.

Book excerpt: With its comprehensive coverage of political and security matters, human rights issues, economic and social questions, legal issues, and administrative and budgetary matters, the Yearbook of the United Nations stands as the authoritative reference work on the annual activities and concerns of the Organization. Fully indexed, the Yearbook includes all major General Assembly, Security Council and Economic and Social Council resolutions and decisions, uniquely placing them in a narrative context of United Nations consideration, deliberation and action. This sixty-eighth volume presents the work of the United Nations in dealing with recurring conflicts with severe humanitarian consequences including in the Syrian Arab Republic, where more than 12 million people were in need of basic food, clothing and shelter. The volume also highlights the Organization’s rapid response to an escalatory global health emergency—the Ebola virus disease outbreak across West Africa. It documents the Organization’s coordination of policy discussions to finalize a global sustainable development agenda, with the security of future generations as the core concern; and its efforts to rebuild societies emerging from conflict while keeping the fragile peace in other places. It further details the entry into force of the landmark Arms Trade Treaty, the missile downing of a passenger airliner in the midst of a geopolitical crisis in eastern Ukraine, and securing international human rights and humanitarian law and prosecuting abusers.

Civil and commercial space actors that engage in international endeavors must comply with space technology export controls. In the general discourse, members of the civil and commercial space community have an understanding of their domestic export control regime. However, a careful reading of the literature on space technology export controls reveals that certain questions relevant to international engagements have not been identified or answered. What is the legal-political origin of space technology export controls? How do they relate to the current international legal structure? What steps can be taken to evolve our current unilateral paradigm of space technology within the context of peaceful exploration and use of outer space? In this book, these and other relevant questions on space technology export controls are identified and assessed through an insightful case-study of the U.S. commercial communication export control regime. The findings of this case-study are used in an international legal-political analysis of international space law, public international law, and international cooperation. Breaking new ground in international legal theory, a self-justified security dilemma that is manifest in international law is identified and explained as the origin for the current paradigm of space technology export controls.

Available in PDF, EPUB and Kindle. Book excerpt: a. The set generallySince the publication of its first edition in 1950, the Annual Review of United Nations Affairs has stood as the authoritative resource for scholars, students, and practitioners researching the latest developments of that august body. From the insightful introduction, prepared each year by adistinguished expert on UN affairs, to the full-text presentation of reports and resolutions and the helpful subject index, ARUNA provides a practical tour of each year''s U.N. actions and debates. The expert selection of documents by Joachim Muller and Karl Sauvant and the topic-based organizationof those documents make any researcher''s task much easier than the vast searching, sorting, and pruning required by the U.N.''s website. The series'' topic-based organization of the materials and subject index lend invaluable guidance to all researchers.ARUNA presents comprehensive documentation of the work of the UN on an annual basis, starting in September of each year with the beginning of the regular sessions of the General Assembly. Coverage of the UN''s key organs is provided, including the General Assembly, the Security Council, the Economicand Social Council (ECOSOC), the International Court of Justice, and the UN Secretariat. In addition, selected reports of intergovernmental bodies and expert groups are included. Solely official UN documentation is used. ARUNA occupies a special place in the publications on the work of the UN, as itallows readers to obtain an overview of the principal developments in its key organs. This makes it an important reference source for policy-makers and academic researchers.b. The 2009-2010 volumesThis year''s edition continues to focus on the world financial crisis and the reaction of the United Nations and the international financial system to that crisis. The Overview to this year''s edition, written by Joachim Muller and Karl Sauvant, examines the changing role of the United Nations andexplores ways in which the management of the financial crisis has impacted that role. The Introduction to this year''s edition also examines the effects of this crisis; this Introduction is drawn from the "Report of the Commission of Experts of the President of the United Nations General Assembly on Reforms of the International Monetary and Financial System," as well as a slightlyedited version of a Preface to that report written by Professor Joseph E. Stiglitz. The Introduction discusses the findings of the Commission and proposes the creation of a new institution, a Global Economic Coordination Council, which would be supported by an International Panel of Experts with ageographically diverse membership that would represent the interests of emerging and developing countries as well as those of developed countries.Dr. Joseph E. Stiglitz, who served as Chairman of the Commission and wrote the Preface to the Commission''s Report, holds joint professorships at Columbia University''s Economics Department and its Business School. He is also Co-founder and Co-President of the Initiative for Policy Dialogue. From 1997to 2000 he was the World Bank''s Senior Vice President for Development Economics and Chief Economist. From 1995 to 1997 he served as Chairman of the U.S. Council of Economic Advisers and as a member of President Clinton''s cabinet. From 1993 to 1995 he was a member of the Council of Economic Advisers. He was previously a professor of economics at Stanford, Princeton, Yale, and All Souls College. Dr. Stiglitz is also a leading scholar of the economics of the public sector and was awarded the Nobel Prize in Economics in 2001 in addition to the American Economic Association''s biennial John BatesClark Award in 1979. His recent publications include Freefall: America, Free Markets, and the Sinking of the World Economy (2010), Making Globalization Work (2006), Fair Trade for All (2005), and Globalization and its Discontents (2002).The 2009-2010 volumes of ARUNA therefore also devote considerable attention to the financial crisis as well as other international crises. Among the documents in the 2009-2010 volumes are the complete General Assembly resolutions, as well as the Report and Resolutions of the Security Council and theEconomic and Social Council (ECOSOC). Annual Reports of note include reports of the United Nations Children''s Fund (UNICEF), the UN Development Programme and UN Population Fund, the UN High Commissioner for Human Rights, the UN High Commissioner for Refugees, the UN Relief and Works Agency forPalestine Refugees in the Near East, and the World Food Programme. Mr. Muller and Dr. Sauvant have also selected progress reports on key peacekeeping, peace-building, and political missions, including those for Afghanistan, the Democratic Republic of the Congo, Haiti, Iraq, the Middle East, Sudan, and West Africa.c. Together with an overview provided by the editors, this introduction is intended to facilitate access to the material and, above all, tomake it easer for users of ARUNA to "see the forest for the trees." This year''s ARUNA includes excerpts from the "Report of the Commission of Experts of the President of the United Nations General Assembly on Reforms of the International Monetary and Financial System" (21 Sept. 2009), and from aslightly edited version of a Preface to that report written by Professor Joseph E. Sachs is Director of the Earth Institute at Columbia University and Special Advisor to the Secretary-General of the UN on the Millennium Development Goals. Professor Sachs''s introduction to ARUNA 2007/2008 was titled "Towards a New Global Protocol on Climate Change," in which heargued that solving the climate change problem will demand four steps: scientific consensus, public awareness, the development of alternative technologies, and a global framework for action. He dealt, in particular, with the science underpinning the negotiations for a new global protocol on climatechange, as a successor to the Kyoto Protocol. Professor Sachs argued that climate change crises can only be solved through the goals, leadership, and treaty mechanisms of the UN.Edward C. Luck: ARUNA 2006/2007 editionProfessor Edward C. Luck is UN Special Advisor on the Responsibility to Protect and Vice President and Director of Studies at the International Peace Academy. From 1984 to 1994, he served as President and Chief Executive Officer of the UN Association of the USA (UNA-USA). Book excerpt: On the occasion of the 25th anniversary of the United Nations Register of Conventional Arms, the Office for Disarmament Affairs is publishing this special edition of the Disarmament Study Series. This volume contains a newly written overview of the Register for reference by governments and the interested public, original material to guide national points of contact in preparing and submitting reports for the Register, and the report of the 2016 Group of Governmental Experts on the continuing operation of the Register. The United Nations Register of Conventional Arms is an annual reporting mechanism through which governments can share information on weapons they transferred the previous year. Member States reporting to it provide information on the build-up and volume of the conventional arsenals which it deems essential to maintain a credible defence and perform effective peacekeeping tasks.
