Statistics show clearly that children are not regular in their voluntary attendance, and are not absorbed in their student work. And the testimony of all persons who are familiar with the facts is practically unanimous upon the point that we have many teachers who are conspicuously unfit, intellectually, scholastically and professionally for the service they attempt to perform. Since all these things are true, and are known to be true by those who have given this matter careful attention, it is for the interest of everybody that the truth be told. The schools of Maine are of such quality that the people can afford to know all the facts concerning them. The old red schoolhouse of the Pine Tree State has furnished opportunities for the training of so large a number of men and women who have occupied distinguished positions in this and other states as to amply vindicate its influence, power and usefulness. The number of persons who are natives of this State and who have served with distinction as cabinet officers, members of congress, governors of other states, etc., is so large that no one should be sensitive about any criticisms which may be made upon our public schools. When we add to this notable list the multitude who have gone forth from their Maine homes to make for themselves honorable places in the professional, industrial, scientific and literary world, we are certainly justified in feeling proud of the institution which has prepared these people for their work and contributed so largely to their success. It is known to but few how large a concourse of persons have gone from this State and stand to-day in the front ranks of the progressive men and women of the different communities in which they have found their fields of labor. The large majority of these people received the best, and in many instances the most of their training in the common schools. The old academy, seminary and the colleges of Maine have done a work unparalleled in fitting those who came under their instruction for positions of distinguished usefulness. They have done this work so well that it is natural for many to regret that, with only a few conspicuous exceptions, the academy and seminary have passed out of existence; but they rejoice that the colleges remain, developed by years and strengthened by larger endowments and better equipments. People who are conscious of their weakness are peculiarly sensitive to an exposure of their frailties. People who are conscious of their strength welcome any revelation which helps them to a better knowledge of themselves and better means of development. Believing that the people of Maine are capable of establishing, maintaining and intelligently using the best schools of the age, an effort has been made to place before them, verbally and graphically the condition of the schools of the State. These studies have not been undertaken for the purpose of proving any theories, gratifying any personal ambitions, or placing the State before the country in an unenviable light. Because educators have become dissatisfied with the outcomes of this kind of supervision, many of them are seeking more effective ways of bringing about improvement in supervisory practices. Although the educators who participated in this study expressed many differences of opinion, most of them believe that good school supervision is a resource, consultant, and leadership service that schools use to help them provide better learning situations for children and adults in their communities. This publication reports the beliefs of many educators about supervision, the principles upon which there is most agreement, and some practices in rural school supervision that illustrate the principles. It also includes some reports on ways to appraise the effectiveness of supervision. Many educators in the United States have contributed to this bulletin: teachers, supervisors, principals, college teachers, State department consultants, county and rural area superintendents, deans of education, and specialists in the Office of Education. Through correspondence, work conferences, individual interviews, observing supervisors at work, research studies, and committee work they have answered the questions: What is good supervision? What are the guiding principles? What are some of the best supervisory practices in rural areas? How can the effectiveness of supervision be appraised? To begin this search, the author took advantage of many opportunities to learn what supervisors believed to be good supervision. After taking part in many discussions and serving as consultant in many work conferences she prepared some statements on supervision which appeared to be in harmony with the major beliefs of the educational leaders with whom she had been working. These statements were discussed with a number of educational leadership groups and are presented here in the appendix entitled "What is Good Supervision?" (Contains 16 footnotes.) Social workers located in 13 towns across rural Australia were interviewed by the researcher using in-depth interviewing techniques. They described all the social work positions they had held since graduation and had 52 experiences of supervision. The thesis explores the respondents' experiences of living and working in rural Australia and how this differs in comparison to the experiences of social workers in more urban areas. It appears that while in the main social workers in rural areas enjoy their work and the challenges they face, there are ongoing issues. These include concerns relating to a sense of belonging or not belonging, credibility, rural myths which often lead to communities hiding the problems, the tyranny of distance, blurring of public and private spaces, the need to be generalist social workers and the lack of professional support including access to supervision. While some respondents had experienced quality supervision, this was not a common theme. Most had experienced poor supervision at best and a significant number had experienced punitive and disempowering supervision. The thesis then concentrates on the respondents' thoughts of the ideal supervisor and supervision session and draws upon their practice wisdom to explore ways of offering supervision to meet their needs. Finally, the thesis proposes a model of supervision and recommendations as to how social workers might be better supported and how these might be operationalized so that they are helpful and constructive for human service organizations employing social workers in rural areas. The research also brings to light the resilience of social workers in continuing to offer services to people in rural communities despite the risks associated with rural practice. A number of the respondents in this study had developed workable strategies to manage the issues peculiar to rural practice. Most spoke of the importance of the need for personal and professional preventative safety practices as well as drawing upon their knowledge of the community.

No effort is made to set up principles. The object is to consider lessons from experience of the past decade, during which, for the first time, rural supervision has had a fair trial over a reasonable extent of territory; to suggest ways in which cooperating agencies have stimulated rural supervision and have in turn been stimulated by it to help further the cause of rural education; to give suggestions looking toward further improvement; and to consider obstacles to supervision in the hope of assisting eventually to overcome them. Finally, it is the conclusion that supervision of rural schools, especially of small rural schools, is both necessary and possible, and that there is much hope for the improvement of rural education through the extension and improvement of supervision. December 6 and 7, 1926. Abstracts were prepared from manuscripts submitted by the authors. The conference was attended by more than 100 rural educational workers, most of whom are engaged in State and county supervision. States represented were Alabama, Arkansas, Georgia, Florida, Kentucky, Louisiana, Maryland, New Jersey, New York, North Carolina, Oklahoma, South Carolina, Texas, Tennessee, and Virginia. The United States Bureau of Education was represented by two members of the staff of the division of rural education. The program presented at the conference was arranged to consider the four large problems indicated by the Roman numerals in the table of contents; under each of these at least one major paper or address was presented, followed by free discussion from the floor. The nature and content of the program bear witness to the fact that supervisors have recently made considerable progress in bridging the distance between modern educational theory and practice under actual schoolroom conditions. This progress, as recorded in the present bulletin, has been mainly in three directions: (1) Adapting supervision to group differences among teachers and to conditions in larger rural schools whose principals are beginning to share supervisory responsibilities; (2) identifying rural supervision actively with modern research movements; and (3) adjusting the curriculum in order to better fit the instruction offered in rural schools to the life and needs of rural children. Book excerpt: Supervision as understood in well-organized city systems has little resemblance to the annual visitation of schools as practiced by many county or other rural superintendents. The majority of these officers are fully conscious of the limitations imposed upon them by the conditions under which they work and they are active in their efforts to improve them. Popular election is still the prevailing method of selection (See p. 26). Short or uncertain tenure, long distances to travel in reaching isolated schools, the excessive number of teachers per supervisor, and executing administrative duties, all combine to make the officer more of a visitor, and less of a superintendent. The statutory provision that the "county superintendent shall visit each school at least once a year," very common among states, seems to indicate that the conditions mentioned are or have been in harmony with the popular conception of the duties of the office. Increasingly, each year, the convictions in rural communities is that the immediate hope for improvement of the schools in the open country is through professional supervision. The teaching force is made up in large part of unprepared, inexperienced, and immature teachers. There is little indication at present that this will change materially within the next five years. Even if adequate provisions for completely changing the situation were immediately initiated and steadily pursued, its accomplishment would require at least that time. Justice to the children now in school demands a more immediate remedy. Professional supervision is the best way employed to give teachers with little experience and preparation a professional outlook and some training in the principles and use of modern methods of classroom organization and teaching. It is generally conceded that no adequate provision for supervision has been made in the past nor is now being made in those States in which the administration and supervision of a large number of rural schools, widely separated, are entrusted to one officer. This officer is usually a county superintendent, or one whose duties correspond to those of such an officer. The administrative organization in vogue in the majority of the States, particularly in those organized on the small district unit basis neither provides for supervision definitely nor lends itself readily to such provision on the part of the school officers. It is also true that the difficulty does not end when supervisors are provided. The whole subject of methods of supervision in rural school systems, organization of small schools, courses of study adapted to rural life, as well as difficulties inherent in open-country conditions which supervisors must overcome, present new and unsolved problems. Successful methods of procedure, while established in many communities, are not generally understood or widely practiced. There are not enough supervisors with the preparation and experience necessary for success, to fill positions which are now becoming available. Information concerning effective methods followed by rural supervisors is therefore of equal interest to that concerning their appointment. Because of these facts it is believed that a description of plans followed in certain sections of the country where supervision is established will be suggestive and helpful. That children on the farms and in the open country have advantages of a school education in some measure at least equivalent to those now enjoyed by children in cities is a matter of justice which should not be overlooked. Since professional supervision is an effective means to that end; it is a matter of supreme concern to all those who are interested in improving rural schools. The table of contents divides this bulletin into two parts: Part 1, General Provisions Concerning Supervision, Superintendents, and Supervisors; and Part 2, Methods of Supervising Rural Schools as Practiced in Five States. There is a need for supervisory approaches that address the unique contextual challenges in rural and remote multidisciplinary service delivery, such as management approaches, isolation, and lack of support. This study focused on three areas linked to multidisciplinary mental health supervision: challenges and opportunities, role perception, and differences in approaches. This study also attempted to reconcile the core supervisory requirements with the contextual challenges. The few studies on rural remote supervision have primarily focused on general internal and external factors facing rural remote professionals. Despite its importance, knowledge of how multidisciplinary rural remote supervisors perceive and/or appreciate their roles is limited. This study was informed by social construction and symbolic interaction theories, and guided by three research questions: 1) What challenges and opportunities do mental health supervisors experience in northern British Columbia? 2) How do frontline workers, supervisors, and senior managers perceive the roles and activities of mental health supervisors in northern British Columbia? 3) How are supervisory approaches in various mental health disciplines different or similar in northern British Columbia? The research methodology was qualitative and the study design adopted an interpretive, social interactionist approach. Source triangulation enhanced both the credibility and transferability of the findings. The sources included three participant groups: frontline mental health workers, mental health supervisors, and senior mental health managers. Another triangulation source was the context and setting review of BC's complex mental health jurisdictions. Triangulation was also achieved by interviewing participants who worked in different settings, organizations, and geographic locations. Thematic analysis was used for data analysis resulting in 11 manifest themes and the following five latent themes: Difficult, overwhelming responsibilities; stressful, complicated decision making; the endless campaign for professional leadership support; mentorship in remote practice; and a struggle in collaborative plurality. Most of the participants expressed the wish for more support in their professional work. The findings from this study provide employers with new insights into multidisciplinary supervisory work and also emphasize the need for practical and specific ideas for much needed support for rural remote supervisors.
