Book excerpt: Excerpt from Studies in Civil Government It will readily appear that pupils of the highest grade in a grammar school are already familiar, in a general way, with town, county, state, and nation; yet it is far easier, as well as more philosophical, for the pupil, at this stage, to begin his study of government with home matters, pertaining to the town or the county. After this he will be able to grasp and comprehend affairs of the state and nation. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from History and Civil Government of Iowa: And the Government of the United States Our book has grown out of the conviction that his tory and civics are correlative studies that the story of civic development constitutes civil history; and that the civil government of to-day is most interesting and most profitable when viewed in the light of those events by which the organization of the State is being moulded and perfected. While we have given considerable space to the his tory of Iowa, we have confined ourselves strictly to civil history, and have tried, by numerous cross references, to emphasize the fact that present civic conditions are the result of past experiences and not infrequently of past prejudices. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Elements of Civil Government The plan of this book is that of a gradual development from the known to the unknown, from the near to the distant, from the local to the general, from the concrete to the abstract. The plan is designed, furthermore, to tell only what cannot readily be observed, the purpose being to stimulate observation and inquiry. It is intended that a substantial basis of knowledge shall be gained before general reflections are indulged in. It will be seen, therefore, that the farther we go away from the home of the pupil, the greater the detail of information given him. The questions in the earlier chapters are intended to supply the place of text. The pupil is, accordingly, required by observation and inquiry to build up his own text. The questions in succeeding chapters are more in the nature of questions on the text. The teacher is, of course, expected to enlarge upon these questions indefinitely. It is assumed that the teacher will be progressively more exacting in the answers required of the pupils. The repetition of questions in the book will thus serve as a means both of review and of extending the knowledge of the subject-matter. Thus, on the topics of elections and suffrage, the pupil will get his first rudimentary knowledge from the election of school trustees; this knowledge will be enlarged and reinforced by successively studying the methods and conditions of elections in city, county, State, and nation. Similarly, again, in regard to taxation. These two topics, especially, are regarded as of fundamental importance, and should be insisted upon and developed with the utmost care, patience, and perseverance. Book excerpt: Excerpt from A d104 Book on Civil Government in the United States If all the laws Of the state are self-imposed, that is, if there is no power outside its body of peo ple which dictates to it in any way, the sovereignty state is said to be sovereign. This word does not admit of comparison: one state cannot be more sovereign than another; and a small state, in this respect, stands on an equality with a large one. The sovereignty of a state consists in the absolute right to control its own members, and in the absolute right to resist any inter ference in its affairs by any other state. The first of these rights constitutes its internal sovereignty; the second, its external sovereignty. From these state ments it will be seen that Boston is not a state, that Massachusetts is not a sovereign state. The United States is a sovereign state or nation. Great Britain and Russia are both sovereign states. Having now defined a state, we are prepared to define civil government as control by law exercised by the state over its members as such. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Civil Government People should be able to see for themselves and interpret the meaning of what is going on around them. For this reason there have been added to each chapter a few questions to be answered by the pupil himself after inquiry and observa tion. These are, of course, only in the. Nature of suggestions to the teacher. The information is not to be taken from books, but is to be oh tained through personal inquiry. The intelligent use of newspaper information, too, may be taught in this connection. Often these questions will be designed also to train the judgment in that they will call for a decision between two alterna tives. The study of political action offers a rare Opportunity for training the power of observa tion as well as the judgment. As in the natural sciences, a pupil must learn to observe accurately and to judge of what he sees. It is apparent that a republic is especially in need of citizens who are able to do their own thinking, and to see the real through the veil of outward appear anoes. Book excerpt: Excerpt from American History and Government: A d104-Book on the History and Civil Government of the United States It is safe to say that a very large proportion of our pupils leave school without becoming sufficiently familiar with our system of government. The curriculum of the high school is crowded. New subjects are constantly being introduced for one reason or another, and this tends to the undue crowding of the course of study and to bringing into the high school many subjects that properly belong to the college. The result is that time is not allowed for the thorough drilling and for the supplementary reading on those subjects in which some solid elementary knowledge should be expected of all the pupils in our public schools.
