Book excerpt: Though the rise in college student debt often has been blamed on rising tuition, a radical shift in student financial aid--from a system relying primarily on need-based grants to one dominated by loans--has been equally important. Numerous reports have highlighted the burdens faced by students who borrow large sums, but less is known about students who are averse to borrowing. For these students, the increasing prominence of loans could actually narrow their options and decrease their chances of attending and completing college. Given the increasingly important role of student loans in financial aid packages, perceptions about debt influence the ability of loan programs to achieve their goal of equalizing opportunity for students at all income levels. Based on interviews with students, counselors, outreach professionals, and financial aid directors, as well as a review of relevant research, this discussion paper offers an initial gauge of the debt dilemma and recommends four broad strategies: (1) making more grant money available for low-income and first-generation students, (2) making loan programs more attractive and efficient through income-based repayment strategies, (3) better integrating financial aid awareness into high school counseling, and (4) providing more pathways for students who prefer to attend part-time. Loans are likely to remain a mainstay of federal financial aid programs, so as interest rates begin to rise for the first time in years, foreshadowing higher future payments, the problems faced by students who borrow as well as the barriers confronted by those who are averse to borrowing are only liable to increase. The participants included 58 students from the convocation and through a private social media group. The findings revealed statistical significances between students participating in the convocation versus those who did not attend and first-generation college students versus non first-generation in their financial aid literacy. The quantitative and qualitative data showed the necessity and impact of students receiving adequate financial aid information to make prudent educational cost decisions.

Tuition and fees at public colleges and universities consistently have risen twice or even three times as fast as comparable increases in the Consumer Price Index in recent years. Since 2000 these costs have even grown 60 percent faster than health care costs. The results have been rapidly rising student debt (now $1.4 trillion nationally), rising delinquencies in debt repayment, and a dysfunctional stratification of public college student bodies on the basis of family incomes. This is a broken, unsustainable model for the majority of public colleges. Why has this occurred? The multiple causes include declining state support, the avaricious behavior of individual institutions, their reluctance to adopt productivity-increasing innovations, their cost-increasing competition for higher U.S. News ratings, and misdirected federal student financial aid policies. The key actors are the 50,000 members of the governing boards of public colleges, who too often forget that their primary responsibility is to citizens, taxpayers, and the 15 million students. Unless these debt slaves somehow find a way to produce an exceptionally high income, they'll never be able to create the levels of upward social mobility seen before in previous generations. Parents know it, kids know it, college has turned into a scam. Unless you want to be a doctor, lawyer, engineer, accountant, nurse, or something that needs a degree, you're better off not signing the dotted line on a 6-figure loan. Increased student debt burdens are adversely impacting family formation, quality of life, and opportunity in our society.Proposals offered by the Trump Administration would worsen this situation. Recent administrative actions have already weakened consumer protections for many student borrowers.Solutions offered by Secretary Clinton in her 2016 campaign were highly unrealistic, expensive, and burdensome to state governments and universities. The paper offers 12 practical policy proposals designed to reduce student debt burdens. The proposals utilize 4 policy levers - (I) additional targeted financial assistance, (2) debt relief, (3) improvements in information about college outcomes and costs, and (4) policies to improve on-time graduation rates. Several of the proposed policies offered here are notably different from current programs and policies under active consideration.The primary proposal for expanding financial assistance presented here involves expanded aid to first-year students. Most previous proposals spread all additional assistance over the entire undergraduate population.The proposals for assisting overextended borrowers involve modifications to basic student loan contracts and changes in bankruptcy law. The current policy discussion revolves around modifications to Income Contingent Loan programs.One proposal presented here attempts to partially insulate future students from automatic increases in costs stemming from higher market interest rates. By contrast, recent discussions in Congress focused on immediate reductions in student loan interest rates for students in the current low-interest rate environment.The work recognizes improvements in college assistance and debt relief programs will not resolve student debt problems incurred by students who enroll in a subpar academic program or fail to graduate in a timely manner. Several proposals seek to improve consumer information on school quality and improve on-time graduation rates.The growth of student debt is resulting in an increase in wealth inequality because the growth in student debt is reducing the ability of many students to save for other goals, including retirement savings and house ownership. Moreover, tax preferences for 401(k) contributions and mortgage payments persuade many people to delay repayment of student loans. Failure to adopt policies that would lower student debt burdens may eventually result in reconsideration of current tax incentives. The student debt proposals presented here attempt to target assistance towards people who might not otherwise attend college or are highly likely to default without some help. I hope this analysis demonstrates economic efficiency need not be the enemy of progressive policy.
