In diesem Zusammenhang wird die Beschäftigung mit jenen Strategien, welche in den High Reliability Organizations ein weitgehend fehlerloses Funktionieren ermöglichen, vordringlich. Im Rahmen dieser Diplomarbeit wird deshalb ein Überblick über den Stand der High Reliability Organizations- Literatur geboten. Speziell wird auf die Strukturen und Prozesse dieser Organisationen eingegangen. High Reliability Organizations sind Organisationen, in welchen Fehler zu katastrophalen Folgen führen können, welche jedoch über lange Perioden relativ fehlerfrei funktionieren und sehr zuverlässige Resultate produzieren. Beispiele sind: atombetriebene Flugzeugträger, Atomkraftwerke etc. Im Verlauf der Arbeit werden die Entstehungsgeschichte der High Reliability Theorie sowie ihrer Vorläufer und parallel entstandenen Theorien vorgestellt. In Zukunft sollen die Ergebnisse der High Reliability Theorie gewinnbringend in anderen Systemen verwertet werden. Eine Reihe von Arbeiten haben sich die Aufgabe gestellt, die Ergebnisse der Anwendung dieser Theorien z.B. in Krankenhäusern und Schulen, zu untersuchen. In einer qualitativen Inhaltsanalyse werden die Ergebnisse verschiedener Autoren, die sich mit der Frage von High Reliability Organisationsstrukturen und -Prozessen beschäftigen, untersucht. Dabei zeigt sich, dass fast alle Autoren auf die ursprünglichen drei untersuchten Organisationen (Flugsicherung, Kriegsmarine, Energieversorgung) zurückkommen. Das grundlegende Werk von Weick und Sutcliffe Das Unerwartete managen- Wie Unternehmen aus Extremsituationen lernen bietet den umfassendsten Überblick. Bei der Anwendung auf neue Gebiete wie Krankenhäuser und Schulen zeigt sich, dass die Umsetzung auf große Schwierigkeiten stößt, die vor allem im menschlichen Faktor begründet sind.*****In connection with the recent catastrophe in Fukushima (Japan) it has become even more important to analyse those strategies which in High Reliability Organizations make it possible to avoid errors to a very high degree. In the course of this thesis a general overview regarding the present state of High Reliability Literature is provided and special focus is laid on the structures and processes of these organizations. A High Reliability Organization is an organization in which error could lead to catastrophes, which, however, seems able to produce operations that are free of error to a high degree over long periods with satisfactory results. Examples are: nuclear- powered aircraft carriers, nuclear power stations etc. In the course of this thesis the history of the development of the High Reliability Theory and its predecessors will be shown. In future the results of the High Reliability Theory are to be applied profitably to other systems, such as hospitals and schools. A qualitative content analysis examines the results found by various authors, who deal with the subject of organizational structure and processes. Nearly all authors concentrate on the originally examined three organizations (air traffic control systems, nuclear- powered aircraft carriers, nuclear power stations). The best summary of the theme is provided by the book by Weick und Sutcliffe Managing the unexpected- Assuring high performance in an age of complexity. It is shown that the greatest stumbling block to the application of the theory to hospitals and schools is the human factor.

In more mundane settings, however, where there may not be a dominant type of catastrophic failure, the meaning attributed to reliability is less likely to be unambiguous and consensual. It is more likely to be explicitly relational: a quality of the relationship between an entity that is being relied on and an entity that is relying on it. This draws attention to the importance of the relying process in contributing to how a system performs and whether it meets expectations. A field study was carried out in a highway construction and maintenance organization to analyse the various understandings of reliability that organizational members had in different contexts. It found that there were multiple understandings - involving a capacity not only to achieve particular outcomes but also comply with norms, fit behaviour to situations, and communicate about what could and could not be achieved. It also found that reliability problems were not solved in some simple sense. Instead they were transformed into other reliability problems that then had to be managed by further effort or by other organizations. We suggest that recognizing the multiple meanings of reliability, the importance of relying, and the way in which reliability problems are transformed from one form to another all have important practical implications.
