The meaning and nature of structural reform in the context of local government amalgamation is investigated in this paper. Examples of overseas experience of local government amalgamation as a preferred structural reform mechanism used by governments to reduce council numbers are considered. Local government reform experience in the Anglosphere nations of the United Kingdom, United States of America (USA), Canada and New Zealand and OECD countries Germany, France, Italy and Spain is examined. Amalgamation of local government units occurred in most of these countries for largely the same reason; to improve the operational efficiency of local government. Despite the very large numbers of local government units in some jurisdictions, strong community attachment to locality and the virtues of localism had meant that, in recent decades, higher spheres of government had not been prepared to attempt to impose local government mergers.

Book excerpt: Explaining local government, available at last in paperback, uniquely presents a history of local government in Britain from 1800 until the present day. The study explains how the institution evolved from a structure that appeared to be relatively free from central government interference to, as John Prescott observes, 'one of the most centralised systems of government in the Western world'. The book is accessible to A level and undergraduate students as an introduction to the development of local government in Britain but also balances values and political practice to provide a unique explanation, using primary research, of the evolution of the system.

Book excerpt: When we look at local government practice across the advanced nations we observe a very heterogeneous picture since countries have arranged their local public sector in different ways. Over the last two decades the majority of such countries have introduced intense structural reform. This is due to the increasing number of functions, responsibilities and objectives assigned to local governments as implication of new and more modern models and principles of local governance (for example, a significant challenge is represented by the fiscal federalism and new public management). To draw out 'stylized facts' to link the diversity and differences which characterizes these local government experiences is not an easy attempt but it deserves attention. Discerning regularities among alternative patterns of local government development can help to improve the understanding of how different dimensions of local government interact with existing institutional setting in order to achieve better performance (i.e, economic efficiency, accountability, democracy, etc) at the lower level of government. Finally, this exercise can be useful to policy makers seeking informed policy options when design optimal intergovernmental relations and structural reforms.

This book was released on 1979-09-20 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume was first published in 1979, just a few years after the Local Government Act of 1972 redrew the map of British local government. Local authorities were also encouraged to change their organization and methods of work; anxiety was expressed about finance, councillor 'calibre' and the credibility of the whole system itself; and neighbourhood councils and public participation in planning were introduced. John Dearlove's aim is to make sense of these changes and the discussion they generated. He does this by showing that both the official case for reorganization and the academic discussion of it have hindered their own understanding by uncritically accepting superficial traditional wisdoms which fail to reveal the concealed ideological positions behind reorganization. Thus, he aims to develop a truly political perspective on reorganisation which is rounded out and given greater depth by the insertion at appropriate points of comparative material drawn from American experience and studies.

Available in PDF, EPUB and Kindle. Book excerpt: Western democracies have retained political legitimacy since 1945 by a continuous process of adaptation to changing socio-political circumstances. Most states have changed their institutional arrangements, and reorganized their systems of local government to some degree. This book explains local government change within the wider context of institutional change. It links theories of legitimacy and institutional change to the extensive empirical and historical literature on local government reorganization. It also differentiates between institutional change and reform. Structural or historical variables are shown to play a major role in explaining why and how both reform and change take place. In particular, the rise and decline of the welfare state - and the political and policy changes associated with this - is one of the most important points of departure in the analysis. The ideas shared by the policy community explain the roles played by actors involved in shaping local government change and reform. This provides the link between the macro (structural) dimension and empirical observation.

Book excerpt: 'Structural reform has been one of the most important, and yet one of the most neglected, aspects of modern local government. This book represents the first attempt, since the early seventies, at providing a comprehensive account of both the theory and practice of structural reform in local government in developed countries. Using recent policy experience from seven different countries, the authors present seminal theoretical perspectives on structural reforms in local governance and the policy implications deriving from them. Written by well-known scholars of local government from around the world, this volume is a "must-read" for all academics, practitioners, students and policymakers.' - Giorgio Brosio, University of Turin, Italy

Book excerpt: Local government can be defined as a public entity acting as the sub-unit of a state or of a region, charged with the task of enforcing public policies. There have been many reforms of local government in recent years from the grassroots-led movement that took root in the 90’s to the overarching effects of globalization and decentralization. Local governments must adapt their practices in order to most effectively provide for their constituents. Theoretical Foundations and Discussions on the Reformation Process in Local Government addresses the effects of recent reforms in the political-administrative system of local governments and politics as well as future outlooks. It reviews the challenges, innovations, and lessons from local governments while providing theoretical perspectives on methods for positive reform. This book is a critical reference source for policy makers, government organizations, professionals, and actors in both local and international politics.
