Book excerpt: Urbanization in Asia is expected to reach 55% by 2030 and 64% by 2050 to constitute 53% of the world's urban population and contribute half the world's gross domestic product. But as cities swell, they also struggle with environmental degradation, traffic congestion, inadequate urban infrastructure, and lack of basic civic services. This manual prepared by Urban Sector Group of the Asian Development Bank (ADB) provides guidelines for conducting rapid urban assessments. It is guided by the Urban Operational Plan 2012-2020 which outlines ADB's support to its members in developing their urban economies through the 3E approach (Economy, Environment, and Equity). It presents a framework providing a context for the city-level 3E tool kits (Tool Kit for Rapid Economic Assessment, Planning, and Development of Cities in Asia; Green City Development Tool Kit; and Enabling Inclusive Cities: Tool Kit for Inclusive Urban Development).

Book excerpt: Uzbekistan has achieved sustained growth through its gradual transition to a market-based economy through cautious economic policy reforms. Despite its gradual approach to development challenges, the country experienced the smallest output decline among former Soviet economies and enjoyed high rates of economic growth from 2004 to 2015, largely driven by the high prices of its major export commodities. However, the drop in the global prices of many key commodities in recent years have severely impacted Uzbekistan's economy. Under these circumstances, the new government introduced major reforms. The pace of reform is unprecedented. The government has formulated its long-term economic strategy in its Vision 2030, which aims to double the country's gross domestic product by 2030 through a program of economic diversification. This book analyzes how Uzbekistan can boost sustainable economic growth to create more and better jobs. It considers how the country can consolidate achievements from recent policy reforms and maintain reform efforts to accelerate sustainable growth. Policy recommendations cover fostering macroeconomic stability, increasing investment in physical infrastructure, enhancing human capital, improving firms' access to finance, and lowering barriers to international trade and foreign investment inflows.

Book excerpt: The COVID-19 pandemic and related containment measures have put severe strains on the economy. The economic policy response has been strong and generally appropriate, helping counter the negative effects of the pandemic. Nevertheless, as the international borders remain shut, the economic contraction is likely to deepen in FY2021. A slow recovery is expected for FY2022 driven by a gradual border reopening. The FSM is facing significant medium-term uncertainty, owing to the possible expiration of grants and other assistance provided under the Compact Agreement with the United States. The FSM is also highly vulnerable to climate change-induced natural disasters.

Book excerpt: UNDP’s Private Sector and Foundations Strategy for the Sustainable Development Goals 2016–2020 defines how UNDP plans to engage with – and work on – sustainable development issues with the private sector and philanthropic foundations. The goal is to enable these actors to become transformative partners in implementing all Sustainable Development Goals (SDGs) in order to achieve UNDP’s vision of poverty eradication and a reduction in inequalities. The strategy aims to position UNDP as a partner of choice for the private sector and foundations in SDG implementation, while maximizing the impact of the private sector and philanthropy on sustainable development. The target audience for this strategy includes our partners in the private sector and philanthropy as well as UNDP Headquarters units, regional bureaux, regional hubs and country offices that work with the private sector and foundations on development issues. It explains UNDP’s programmatic approach in working directly with the private sector and foundations as well as with other partners involved in development. By engaging the private sector and foundations through this strategy, UNDP can support governments to establish an enabling environment for aligning these stakeholders’ core operations with the SDGs. This strategy is complementary to UNDP’s Green Commodities and Trade Guidance Note, UNDP Guidance Note on Jobs and Livelihoods, UNDP’s Strategy for Supporting Sustainable and Equitable Management of the Extractive Sector for Human Development, International Financial Institutions Partnership Strategy 2016-2020, the Recovery Strategy, UNDP support to the implementation of the 2030 Agenda for Sustainable Development Policy and Programme brief and the Mainstreaming, Acceleration, Policy Support Approach (MAPS) enabling responsive, coherent and inclusive support to the implementation of the 2030 Agenda for Sustainable Development.

Book excerpt: Structural policies have become a prominent feature of today’s macroeconomic policy discussion. For many countries, lackluster economic growth and high unemployment cloud the outlook. With fewer traditional policy options, policymakers are increasingly focused on the complementary role of structural policies in promoting more durable job-rich growth. In particular, the G20 has emphasized the essential role of structural reforms in ensuring strong, sustainable and balanced growth. Against this backdrop, the 2014 Triennial Surveillance Review (TSR) called for further work to enhance the Fund’s ability to selectively provide more expert analysis and advice on structural issues, particularly where there is broad interest among member countries. The purpose of this paper is to engage the Board on staff’s post-TSR work toward strengthening the Fund’s capacity to analyze and, where relevant, offer policy advice on macro-relevant structural issues.

Book excerpt: The economy showed resilience through the pandemic, but the war in Ukraine has clouded the outlook, heightened uncertainty, and increased downside risks. With policy support, growth rebounded in 2021 despite the lingering COVID-19 crisis and protracted political uncertainty that hampered investment. Inflation accelerated significantly, pushed by global factors and strong domestic consumption. GDP growth is projected to slow below 3 percent and average inflation to exceed 12 percent in 2022. In this context, policies must navigate difficult trade-offs as they need to support activity, meet needs from the war, and contain inflation, while raising living standards, reducing inequalities, and supporting the green transition.

Book excerpt: Tajikistan’s economic performance remains favorable as remittance inflows and public investment continue to support domestic demand but there is uncertainty over the outlook in the context of heightened geopolitical tensions. Public debt is sustainable but sizeable investment needs constrain fiscal space, and the risk of debt distress remains high due to upcoming Eurobond repayments. Adherence to a deficit target of 2.5 percent of GDP is essential to anchor debt sustainability, while advancing reforms to increase space for priority social and development spending. The authorities have requested a twenty-two-month arrangement under the Policy Coordination Instrument (PCI) to anchor macroeconomic policies and foster inclusive growth. Staff supports the request for the new arrangement. The Letter of Intent and Program Statement set out policies to support the program’s objectives.

Available in PDF, EPUB and Kindle. Book excerpt: Private firms are at the forefront of the development process, providing more than 90 percent of jobs, supplying goods and services, and representing a significant source of tax revenues. Their ability to grow, create jobs, and reduce poverty depends critically on a well-functioning investment climate--defined as the policy, legal, and institutional arrangements underpinning the functioning of markets and the level of transaction costs and risks associated with starting, operating, and closing a business. The World Bank Group has provided extensive support to investment climate reforms. This evaluation by the Independent Evaluation Group (IEG) assesses the relevance, effectiveness, and social value of World Bank Group support to investment climate reforms as it relates to concerns for inclusion and shared prosperity. IEG finds that the World Bank Group has supported a comprehensive menu of investment climate reforms and has improved investment climate in countries, as measured by number of laws enacted, streamlining of processes and time, or simple cost savings for private firms. However, the impact on investment, jobs, business formation, and growth is not straightforward. Regulatory reforms need to be designed and implemented with both economic and social costs and benefits in mind; IEG found that, in practice, World Bank Group support focuses predominantly on reducing costs to businesses. In supporting investment climate reforms, the World Bank and the International Finance Corporation use two distinct but complementary business models. Despite the fact that investment climate is the most integrated business unit in the World Bank Group, coordination is mostly informal, relying mainly on personal contacts. IEG recommends that the World Bank Group expand its range of diagnostic tools and integrate them in the areas of the business environment not yet covered by existing tools; develop an approach to identify the social effects of regulatory reforms on all groups expected to be affected by them beyond the business community; and exploit synergies by ensuring that World Bank and IFC staff improve their understanding of each other's work and business models.

Book excerpt: This book presents specific case studies of climate finance in the Arctic and examines how the green revolution could be a game changer in this sensitive region. Bringing together contributions from a range of experts in the field, Climate Change Adaptation and Green Finance assesses the costs of inaction versus the costs of action based on case study examples of climate finance and sustainable investment in the Arctic region. The authors draw on data from the Sixth Assessment Report published by the Intergovernmental Panel on Climate Change and respond with a solutions-based framework. This is developed around the notion of a new, carbon-neutral economy in the Arctic and presents methods for unlocking carbon finance and long-term climate investment in the region, such as finance for Arctic entrepreneurs and resilient sustainable investment structures. This volume also looks at the role of finance in meeting the United Nations Sustainable Development Goals and the ways in which innovation in investment will help shape the future of the Arctic. Climate Change Adaptation and Green Finance will be of great interest to students and scholars of climate change, sustainable finance, and sustainable business.

Book excerpt: Significant progress has been made in Haiti to safeguard macroeconomic stability after the January 2010 earthquake. However, the pace of the reconstruction has been slow and the business environment remains unattractive. Further development and strengthening social safety nets are essential. The monetary policy stance is appropriate and continuing commitment to exchange rate flexibility is appreciated. Improving the business environment is important to raise productivity, enhance competitiveness, and achieve higher and more inclusive growth.
