Book excerpt: Increased international labour migration was one important dimension of structural change and globalisation in East Asia from the mid 1980s. Large international movements of mainly unskilled contract labour occurred in response to widening wage gaps between more and less developed countries in the region as the former experienced rapid structural change. Labour importing countries increasingly relied on unskilled migrant workers in less preferred jobs, in both export-oriented and non-tradable goods industries. The Asian economic crisis dramatically influenced the context in which international labour mobility had occurred in the pre-crisis period. Important issues included a possible reversal in role of international migration in structural change, both among unskilled contract workers and more skilled migrants, and replacement of migrants by unemployed local workers. The paper argues that the Asian economic crisis did not reverse the fundamental trend toward greater reliance on unskilled migrant workers in agriculture, manufacturing and service industries. Business and professional migration remained significant and even rose in some countries during the crisis. However, several countries were forced to develop a more coherent policy towards migrant workers, in light of the social impact of the crisis.

The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. The aging of the population in many East Asian countries will create significant labor shortages leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia with important implications for the Bank’s mission of poverty reduction and supporting sustainable economic development in the region. In this context , this study analyzes the impact of migration on development of the region and how international migration should be managed in East Asia in a way that supports development goals while simultaneously protecting the rights of migrants. The study covers: trends in international migration in East Asia and overarching regional issues such as the links between macroeconomic management and remittances and the role of demographic trends in migration; the economic impact of migration and remittances on labor-sending countries and labor-receiving countries; the migration industry; and the policies and institutions that govern migration.

Book excerpt: This study's objective is to examine the factors that have driven structural transformation (ST) in the Southeast Asian (SEA) economies and the policies supporting the process. It sets the stage by evaluating the ST in each country, quantifying the contribution of “within sector” and “structural change” to overall productivity growth and estimating the turning points (TPs) to gauge the prospects of income convergence. Eight SEA countries, undergoing a steady rate of economic growth -- Cambodia, Lao PDR, Myanmar, Viet Nam, Philippines, Malaysia, Indonesia, and Thailand (CLMVPMIT) are chosen for analysis. We find their progress on ST to be consistent with the theory and historical patterns experienced in several developed and developing countries. However, progress is diverse across these countries and lags behind developed countries, indicating that labor is not exiting agriculture as fast as agriculture's share of value added has been declining. The ST has decreased from 49 percent in Thailand to almost 3 percent each in Cambodia and Malaysia during 1991 to 2016. Further, the contribution of within change to productivity, which was pivotal during the 1990s in each country is rather subdued during the 2000s, thereby giving comparative primacy to structural change. A relatively higher -- 57 to 80 percent -- contribution of structural change in Cambodia and Lao PDR, together with productivity growth, may be explained by increasing migration and trade in nonagriculture products. We also find that while Lao PDR, Thailand, and Indonesia have reached their TPs, other nations, especially the poorer ones such as Viet Nam, Myanmar, and Philippines are predicted to take at least a decade towards this goal. Empirical analysis suggests ST in CLMVPMIT is positively driven by agricultural productivity, terms of trade, and public investments in infrastructure, with little role for rural to urban migration and market integration. Large inter-sectoral productivity differentials across SEA countries, other than in Cambodia and Malaysia, necessitates to accelerate agricultural disproportionate share of the labor force in agriculture through higher productivity.

This report shows that in labor-sending countries remittances help reduce poverty significantly by increasing income for migrants’ families. At the country level, remittances have a significant role in helping finance trade deficits and in bolstering reserves, not only in the small Pacific Island economies but also in large economies such as Vietnam and the Philippines. For labor-receiving countries, such as Malaysia, Singapore, and Hong Kong SAR, China, migrant workers form a significant part of the workforce, especially in labor-intensive manufacturing, construction, plantation agriculture, fishing, and household services. Migrant workers thus help relieve labor shortages, boost output, and maintain competitiveness. The role of migrant workers will become more important in the future given the rapid population aging in many labor-receiving East Asian countries. Given these factors, the key question concerning international migration in East Asia and the Pacific is not whether it is desirable but how it should be managed in the future. International Migration and Development in East Asia and the Pacific discusses a range of policy options in both labor-sending and labor-receiving countries to address this question.
