Book Synopsis Reforming Infrastructure by : Ioannis Nicolaos Kessides
Download or read book Reforming Infrastructure written by Ioannis Nicolaos Kessides and published by World Bank Publications. This book was released on 2004 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Book Synopsis Our Continent, Our Future by : P. Thandika Mkandawire
Download or read book Our Continent, Our Future written by P. Thandika Mkandawire and published by IDRC. This book was released on 2014-05-14 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: Our Continent, Our Future presents the emerging African perspective on this complex issue. The authors use as background their own extensive experience and a collection of 30 individual studies, 25 of which were from African economists, to summarize this African perspective and articulate a path for the future. They underscore the need to be sensitive to each country's unique history and current condition. They argue for a broader policy agenda and for a much more active role for the state within what is largely a market economy. Finally, they stress that Africa must, and can, compete in an increasingly globalized world and, perhaps most importantly, that Africans must assume the leading role in defining the continent's development agenda.

Book Synopsis Structural Reforms, Productivity and Technological Change in Latin America by : Jorge M. Katz
Download or read book Structural Reforms, Productivity and Technological Change in Latin America written by Jorge M. Katz and published by United Nations Publications. This book was released on 2001 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the last ten to fifteen years, profound structural reforms have moved Latin America and the Caribbean from closed, state-dominated economies to ones that are more market-oriented and open. Policymakers expected that these changes would speed up growth. This book is part of a multi-year project to determine whether these expectation have been fulfilled. Focusing on technological change, the impact of the reforms on the process of innovation is examined. It notes that the development process is proving to be highly heterogenous across industries, regions and firms and can be described as strongly inequitable. This differentiation that has emerged has implications for job creation, trade balance, and the role of small and medium sized firms. This ultimately suggests, amongst other things, the need for policies to better spread the use of new technologies.

Book Synopsis The Takeover of Social Policy by Financialization by : Lena Lavinas
Download or read book The Takeover of Social Policy by Financialization written by Lena Lavinas and published by Springer. This book was released on 2017-03-25 with total page 233 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book critically addresses the model of social inclusion that prevailed in Brazil under the rule of the Workers Party from the early 2000s until 2015. It examines how the emergence of a mass consumer society proved insufficient, not only to overcome underdevelopment, but also to consolidate the comprehensive social protection system inherited from Brazil’s 1988 Constitution. By juxtaposing different theoretical frameworks, this book scrutinizes how the current finance-dominated capitalism has reshaped the role of social policy, away from rights-based decommodified benefits and towards further commodification. This constitutes the Brazilian paradox: how a center-left government has promoted and boosted financialization through a market incorporation strategy using credit as a lever for expanding financial inclusion. In so doing, it has pushed the subjection of social policy further into the logic of financial markets.

Download or read book Regulatory Governance in Infrastructure Industries written by Bernardo Mueller and published by World Bank Publications. This book was released on 2006-01-01 with total page 94 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This paper assesses and measures regulatory governance in 21 infrastructure regulators in Brazil. Regulatory Governance is decomposed into four main attributes: autonomy; decision-rules; means and tools; and accountability. A ranking is proposed and the main areas for improvement identified. A comparison of the proposed regulatory governance index and other indexes internationally available is performed. Section 2 sets up the analytical framework for the report, identifying key components of regulatory governance, namely, autonomy (political and financial), procedures for decision-making, tools and means (including personnel), and accountability. Section 3 assesses each of these components in practice, reporting the results of a survey with 21 regulatory agencies in Brazil, which was designed and implemented in 2005. Section 4 measures regulatory governance based on three related indexes, ranks the Brazilian regulators among themselves, and compares the proposed indexes with other two indicators available in the literature. Section 5 presents the conclusions."
Book Synopsis Structural Change in Transportation and Communications in the Knowledge Society by : Kiyoshi Kobayashi
Download or read book Structural Change in Transportation and Communications in the Knowledge Society written by Kiyoshi Kobayashi and published by Edward Elgar Publishing. This book was released on 2006-12-21 with total page 430 pages. Available in PDF, EPUB and Kindle. Book excerpt: The transformation of the world economy from a system of nations trading materials-intensive goods to a system of seamless global networks for information-intensive goods and services has created the need for a comprehensive restructuring of transportation and communications activities. The contributors transportation and communications analysts from Japan and the United States address this restructuring from a variety of perspectives ranging from theoretical treatments of the role of information in the economy to applications of communications technologies for the collection of travel data. The authors transcend traditional methods of transportation and communication analysis in order to address emerging issues that are not well represented by the prevailing cost benefit framework. Many draw from advances in social sciences, such as game theory, that recognize the interdependence of human decision making. New ways of assessing the economic benefit of infrastructure and the evolving role of institutions in the information economy are demonstrated, along with novel approaches to analyzing human mobility and interaction in a knowledge-rich environment. By moving beyond traditional forms of analysis that were better suited to an earlier time, the chapters in this book provide a wealth of insights for policy formulation in the globalized knowledge economy. This comprehensive volume will be of great value to regional scientists and economic geographers, as well as civil engineers, economists, and analysts interested in transportation and communications.
