Book excerpt: From Compliance to Learning: A System for Harnessing the Power of Data in the State of Maryland builds on a 2015 World Bank report that assessed Education Management Information Systems (EMISs) in the state of Maryland. That report uncovered a successful system, and this one expands on lessons learned and ways to apply them in practice. The goal of this study is to distill Maryland’s good practices in education data systems and share them in a way that is useful to education stakeholders interested in harnessing the power of data to strengthen learning outcomes. This study also examines the history of education data collection and use in the United States with a focus on Maryland, including a review of federal and state legislation that has helped to shape Maryland’s education data policies and systems. In the digital age, information is power. When information is effectively harnessed and aligned with student learning, it carries the potential to radically transform the delivery of education, as well as the sector as a whole. Increasingly, education systems are moving away from using education data narrowly for compliance purposes; instead, they are embracing data as a tool to drive systemwide innovation, professionalization, and, most importantly, learning. Whether to prioritize and optimize data and information systems around student learning is no longer an option; it is imperative for education systems that aim to excel and achieve strong learning outcomes. Over the past several decades, fundamental shifts have occurred in the way that education data are collected, managed, and used. Today real-time learning data inform classroom instruction; predictive analytics identify at-risk youth before they drop out of school; and data from preschool to workforce are linked to help guide education reforms. These represent just a few of the innovative ways that schools and other stakeholders across the United States are harnessing data to improve education. The state’s success in establishing an enabling environment for education data systems and data utilization has built a strong foundation. Maryland effectively aligned a complex, statewide data system to deliver value. Prioritization of integration and alignment was key. The state then launched a longitudinal data system center that would drive an adaptive education system with insights that track students from pre-kindergarten to entry in the workforce. Data across the state are high quality and follow strict rules to preserve privacy and enhance security. Maryland’s utilization of data also offers valuable lessons. The statewide data system supports policy makers and decision makers in planning and management, as well as teachers, students, and families in instruction and learning. Consistent across Maryland’s structuring and use of data systems were a strong vision and a road map to execute that vision. Maryland’s journey offers many lessons, not only for countries with advanced data systems but also for those in less developed stages. While the technology and information exist to achieve data for learning, harnessing data within the right information system and ensuring utilization are challenging endeavors. An array of factors must align—leadership, policies, processes, and resources, to name a few—to effectively harness data to support and drive strong learning outcomes.

Book excerpt: In Australia, reforms which aim to increase accountability in education are associated with language around transparency, school autonomy, data and evidence-driven reform, top-down and bottom-up accountability. The concept of accountability in education - and how this is understood and constituted - has fundamentally shifted within Australian policy-making since the 1970s. In earlier policy reform, such as the 1973 Karmel Report, accountability in education is framed through the notion of equity and quality schooling for the public (see, Australian Government 1973). Herein, the role of education is regarded as a public, civic good. From the 1990s onwards, top-down and bottom-up modes of accountability positions schools and teachers as accountable and liable to the market, framed through inputs, outputs and quality assurance processes (e.g. Australian Government Productivity Commission 2016, Australian Government 2015b). Within contemporary policy reforms in Australia, the role of education is more so regarded through frames of global economic competitiveness and productivity. The report will first outline a brief country profile, as relevant to schooling in Australia; an explanation surrounding the education system, including decentralization of schools, and education challenges. The report will discuss actors within education, and how this relates to accountability, including an explanation around top-down and bottom-up accountability; followed by a case study regarding school funding and penalty payments. Book excerpt: This case study focuses on the My School website, managed by the Australian Curriculum Assessment and Reporting Authority (ACARA), and is the platform for the countryâs âschool report cardsâ. The approach taken was to generate new knowledge regarding My School and to utilize existing data based on two recent relevant reports on My School, namely the Review of My School website: Final report to the Australian government Department of Education and the market research report, Perspectives on the My School website. New data were acquired from three main groups of actors: a sample of school actors (principals or, in some cases, assistants, deputy principals, or other school leaders), parent and community actors (representatives from peak parent organizations and community stakeholder organizations), and policy actors who work at a jurisdictional level in the analysis and reporting of school performance data. The mixed-method research methodology applied to this study involved an examination of key source documents (including the two recent reports on My School), the analysis of data obtained from the semi-structured interviews with the policy, parent, and community actors, and data obtained from the written survey of school actors. Analysis of the source material and survey data were coded and categorized to identify patterns, similarities, and differences through a process of comparative analysis. Nine key themes were developed from this process: Usage; Purpose; Usefulness; Limitations; Enhancements (proposed by ACARA); Enhancements (proposed by actors); Transparency; Accountability; Risks. Australian students should receive a world-class school education, tailored to individual learning needs, and relevant to a fast-changing world. They should be challenged and supported to progress and excel in learning in every year of school, appropriate to each studentâs starting point and capabilities. Schooling should enrich studentsâ lives, leaving them inspired to pursue new ideas and set ambitious goals throughout life. Australia has a strong educational heritage and committed educators. Since 2000, however, academic performance has declined when compared to other Organisation for Economic Co-operation and Development (OECD) countries, suggesting that Australian students and schools are not improving at the same rate and are falling short of achieving the full learning potential of which they are capable. As a nation, we need to act now to raise our aspirations and make a renewed effort to improve school education outcomes. Recognising excellence in education as a national priority, the Australian Government established the Review to Achieve Educational Excellence in Australian Schools (the Review) in July 2017. Mr David Gonski AC chaired the Review, supported by an independent panel of experts drawn from different states, school systems and sectors. The Review Panel was asked to recommend ways that Australia could improve student outcomes, return to being one of the top education systems in the world, and ensure that school systems and schools truly prepare Australiaâs young people for an ever-changing world. The Review has focused on identifying impactful and practical reforms that build on existing improvement efforts. Its recommendations and findings reflect extensive and valuable contributions to the Review from stakeholders and experts, through consultations and nearly 300 submissions. These stakeholders included teachers, principals, professional associations, teacher unions, parents and carers, school systems, state and territory governments, researchers, universities, community organisations and business and industry. Critically, the key reforms recommended in the Report featured strongly in the proposals put forward by these groups. Nationally, there is a very strong mandate and desire for change.
