Book excerpt: As historian Gordon Craig has observed, "Americans are deeply ambivalent about history, choosing instead to follow the imperative of moral absolutes; they are uncomfortable with the idea of national interest as a guiding principle of policy, preferring motivations that are nobler." What does the national interest require? What does morality command? These issues bedevil us in Bosnia and Rwanda today as they did yesterday in the Persian Gulf and in Somalia. Such questions were fully played out in the era that led up to the dominant event of our century, the Second World War. The Avoidable War details how the war, its destruction, and its consequences could have been avoided. This original interpretation of history also provides insights into ways of preserving peace that can guide contemporary diplomacy. J. Kenneth Brody describes an incomparable galley of characters: a chief villain, Hitler; a thoughtful, conflicted, and human Mussolini; a fatuous Ramsey MacDonald; an uncharacteristically silent William Churchill; a smaller than life Stanley Baldwin. Above all, he rescues from undeserved obscurity the noble and inspiring figure of Lord Robert Cecil providing a thorough, controversial reappraisal and sympathetic portrait of Pierre Laval, his policy, and his character. Brody is the first to tell the story of the Peace Ballot, the first modern public opinion poll, created by Cecil in 1935. In this privately organized referendum on issues of war and peace, the British voted overwhelmingly in support of disarmament and morality rather than the national interest. Unfortunately its results helped bring on the war they worked so hard to avoid as, instructed by the Peace Ballot, the British met brute force with arms limitations proposals, the love of peace, and exalted ideals. Under cover of those ideals they betrayed a trusting ally, France. In doing so, they reaped a whirlwind of wartime consequences. The first of a two-volume series sheds new and original light on the origins of the Second World War. It is a study of both modern British history and a period of French history usually consigned to darkness. It also explores the role of morality in policymaking. This is a very human story of the passionate devotion to peace and justice of the proponents of the Peace Ballot and their supporters, and of the paradoxical and perverse result they achieved.

Available in PDF, EPUB and Kindle. Book excerpt: In 2007 the farm subsidies of the European Union's Common Agricultural Policy took over 40 percent of the entire EU budget. How did a sector of diminishing social and economic importance manage to maintain such political prominence? The conventional answer focuses on the negotiations among the member states of the European Community from 1958 onwards. That story holds that the political priority, given to the CAP, as well as its long-term stability, resides in a basic devil's bargain between French agriculture and German industry. In Farmers on Welfare, a landmark new account of the making of the single largest European policy ever, Ann-Christina L. Knudsen suggests that this accepted narrative is rather too neat. In particular, she argues, it neglects how a broad agreement was made in the 1960s that related to national welfare state policies aiming to improve incomes for farmers. Drawing on extensive archival research from a variety of political actors across the Community, she illustrates how and why this supranational farm regime was created in the 1960s, and also provides us with a detailed narrative history of how national and European administrations gradually learned about this kind of cooperation.By tracing how the farm welfare objective was gradually implemented in other common policies, Knudsen offers an alternative account of European integration history.

Book excerpt: In 1918 , a one-month stint with the American Red Cross ambulance corps at the Italian front marked the beginning of Ernest Hemingway’s fascination with Italy—a place second only to Upper Michigan in stimulating his lifelong passion for geography and local expertise. Hemingway’s Italy offers a thorough reassessment of Italy’s importance in the author’s life and work during World War I and the 1920s, when he emerged as a promising young writer, and during his maturity in the late 1940s and early 1950s. This collection of eighteen essays presents a broad view of Hemingway’s personal and literary response to Italy. The contributors, some of the most distinguished Hemingway scholars, incorporate new biographical and historical information as well as critical approaches ranging from formalist and structuralist theory to cultural and interdisciplinary explorations. Included are discussions of Italy’s psychological functioning in Hemingway’s life, the author’s correspondence with his father during the writing of A Farewell to Arms, his stylistic experimentation and characterization in that novel, his juxtaposition of the themes of love and war, and his take on Fascism in both his fiction and journalistic work. In addition, the essayists explore relevant contexts of period and place—such as the rise of Fascism, ethnic attitudes, and the cultural currents between Italy and the United States. A landmark study, Hemingway’s Italy brings long-overdue attention to this great writer’s international role as cultural ambassador. Contributors : Rena Sanderson, Nancy R. Book excerpt: Anthony Eden, who served as both Foreign Secretary and Prime Minister, was one of the central political figures of the twentieth century. He had good looks, charm, a Military Cross from the Great War, an Oxford first and a secure parliamentary constituency from his mid-twenties. He was Foreign Secretary at the age of 38, and the first British statesman to meet Hitler, Mussolini and Stalin. Eden's dramatic resignation from Neville Chamberlain's Cabinet in 1938, outlined here in the fullest detail yet, made an international impact. This ground-breaking book examines his controversial life and tells the inside story of the Munich crisis (1938), the Geneva Conference (1954), Eden's battles with Churchill over the modernisation of the post-war Conservative Party and his rivalry with Butler and Macmillan in the early 1950s, culminating in a fascinating analysis of the Suez crisis.
