Book excerpt: The Integrated Nutrition Social Cash Transfer (IN-SCT) pilot project was embedded within Ethiopia’s Productive Safety Net Programme phase 4 (PSNP4). The PSNP4 programme supports food insecure households through two components: a cash transfer component that requires the recipient to participate in public work activities or to comply with soft conditionalities on access to social and health services; and a livelihood support component. This evaluation report presents the impacts of PSNP/IN-SCT on productive outcomes ranging from crop and livestock production to labour supply, non-farm businesses, use of inputs and the like. The report is part of a wider evaluation study that brings together IFPRI, the Institute of Development Studies (IDS) at University of Sussex and Cornell University. While these organizations set up the study design and focused their analyses of impacts on outcomes related to food security, hygiene, access to health services and nutritional status, FAO has contributed by analysing the productive impacts of the programme. This paper is being published in the context of a partnership between FAO, IFAD and the Universidad de los Andes (UNIANDES) and its Centro de Estudios en Desarrollo Económico (CEDE) based in Bogotá, Colombia.

Book excerpt: The aim of this study is to explore the distributional impacts on poverty and income of two programmes in Zambia, the Home Grown School Feeding (HGSF) programme and the Conservation Agriculture Scale-Up (CASU) project, complementing the impact evaluation findings by Prifti & Grinspun (2019). These programmes target different parts of the population but are partly overlapping; they aim to influence poverty and food security through different channels. In the World Food Programme (WFP)’s HGSF modality, school feeding or provision of free meals for schoolchildren is complemented with procurement of food used for the meals from local smallholders. The purchase scheme aims to provide market access for smallholders, hence improving income stability and incentives to invest, ultimately increasing their productivity and reducing poverty. The objectives of school meals alone are improvement in schoolchildren’s nutrition as well as improvement in school attendance and hence human capital accumulation. Conservation agriculture (CA) consists of production methods that reduce farmers’ vulnerability to climate risks and improve productivity. The CASU programme promoted the use of such methods among smallholders through training and demonstration and provision of inputs, aiming for adoption of more sustainable farming which increases farm productivity in the long run.

From climate change to the contemporary food price crisis, vulnerable populations – and especially rural people – are facing increasingly difficult odds of flourishing. Such challenges are even more pronounced where there is conflict, whose multidimensional nature demands to direct more attention to its drivers and impacts. Over the past decades, social protection has contributed to development outcomes, such as those related to poverty reduction, food and nutrition security, and gender equality. Besides, social protection systems have proven to be effective also in addressing covariate shocks, as exemplified by the responses to the COVID-19 pandemic. There has instead been limited operational research regarding social protection’s contributions to peace. In order to start addressing this gap, this paper discusses how social protection can sustain peace efforts by understanding peace not as an outcome but, rather, as an ongoing process. The paper argues that the contributions that social protection can make to peace can be divided between two overlapping scenarios: “working in conflict” and “working on conflict”. While the former refers to efforts aimed at offsetting the impacts of conflict, the latter relates to interventions that intend to deliberately address its underlying drivers. The working paper also recognizes that social protection interventions in a conflict-affected context can potentially be harmful and fuel social tensions in the absence of adequate consideration of local power dynamics. It therefore calls for social protection strategies and programmes to be conflict-sensitive – beyond the “do no harm” – to make explicit contributions to peace.

The objective of the paper is to show how social protection policies and programmes can contribute to structural transformation, smoothen the transition for the poor and vulnerable and facilitate changes in their livelihoods such that they are able to actively participate in the process of structural transformation. Social protection interventions help households to engage in new economic activities generated by structural transformation, allow them to better manage the risks of such transitions and provide a safety net for those who are not adequately equipped to adapt to the changing circumstances rapidly enough. The paper draws from an extended review of the literature to assess how social protection influences human capital, labor mobility, reallocation of resources, productive capital and access to technology. The paper shows that the potential for major benefits from social protection in smoothening transitions and transforming the income generating activities and livelihoods of individuals and households is significant, the actual impact however is smaller than actually desired or expected.

Social protection programs that provide cash or in-kind transfers alone often show limited short-term effects on agriculture or nutrition outcomes, although there is evidence of impacts of cash transfers alone on child nutrition in cases of extreme deprivation or when transfers are very large. The flagship’s research shows that social protection programs that bundle cash or in-kind transfers with high-quality complementary programming can generate large, significant improvements in agriculture and nutrition outcomes.
