Gang der Untersuchung: Im Teil A wird die der vorliegenden Arbeit zu Grunde liegende Forschungsfrage Begegnen die kleinen und mittleren Unternehmen der Neuen Bundesländer der demographischen Entwicklung durch ein strategisches Personalmanagement? hergeleitet. Dafür werden die Auswirkungen der massiv zurückgegangenen Geburtenzahlen nach dem Zusammenbruch der DDR auf das Erwerbspersonenpotenzial verdeutlicht. Anschließend wird für Unternehmen der Neuen Bundesländer ein enormer Personalersatzbedarf ab 2010 prognostiziert, der sich aus deren oftmals homogenen, auf die mittlere Altersgruppe konzentrierten Belegschaftsstrukturen ergibt. Abgeleitet wird, dass gerade kleine und mittlere Unternehmen der Neuen Bundesländer von einem zukünftigen Fachkräftemangel und überalterten Belegschaften betroffen sein werden. Belegt wird weiter, dass aus dieser Problemkonstellation die Notwendigkeit eines strategischen Personalmanagements resultiert. Eine Durchsicht der Literatur zum Personalmanagement in KMU ergibt jedoch das Bild einer operativ ausgerichteten Personalarbeit, die keine grundlegende Neuorientierung in Bezug auf den Fachkräftemangel erkennen lässt. Damit ergibt sich als erstes Ziel der vorliegenden Arbeit, die Notwendigkeit, die Ausgestaltung und die Voraussetzungen eines strategischen Personalmanagements in kleinen und mittleren Unternehmen der Neuen Bundesländer aufzuzeigen.
