Book excerpt: In a globalized knowledge-economy, the European Union (EU) needs a new approach to its international science and technology (S & T) policies by focusing on improved coherence across the different tiers of government and by demonstrating leadership in tackling serious global challenges. The contributors to this book analyze European S & T policies in several areas of global concern as well as by exposing both the pitfalls of policy coordination and its potential to contribute to a more coherent international S & T policy. Book excerpt: This book analyses different aspects of science and technology policy in South East Europe (SEE). Some of these countries, particularly the ones facing political and economic crises, are still not integrated into the international community. Furthermore, their scientific communities have not been able to seize the opportunities offered to them on the international level. This has often been the consequence of the fact that R & D is not supported by efficient science policies. In addition, many of the SEE cuntries have not been able to develop modern management approaches in science. As a result, national scientific communities often do not have the support and information that they need to become integral and active players in the international arena. Withut modern management strategies, these countries will not be able to use all of their intellectual and other resources, which are an essential part of economic development. This volume provides a comprehensive overview of S & T policies in SEE countries forthe first time and brings these countries into comparative perspective with Central European and other EU countries. In addition, the volume contains analysis of several important science policy issues (human resource management, management of quality andfinance, peer review and networking); in this respect, the volume will be of interest to a wider audience interested in S & T policy-making in general.

Book excerpt: The development of geography also forms an interesting chapter in the history of the University ofTartu and in that of Estonian science in general. On the one hand, geography is a natural science in the broader sense ofthe word, on the other hand it is a study of human activity. This status of geography makes it particularly sensitive to the cultural and political circumstances under which scholarship and science have developed in Estonia. The article by Professor of Human Geography Ott Kurs (born 1939) and historian of science (PhD in geography) Erki Tamrniksaar (born 1969) "In Political Draughts Between Science and the Humanities: Geography at the University ofTartu Between the th th 17 -20 Centuries" is devoted to this topic. Among other things, the article states that regular instruction in geography started at the University of Tartu in 1826, when the second chair of geography in Europe was established here. Although the present book does not contain any studies on philosophy at th Tartu University in the 19 century, I would still like to mention two names. th In the early 19 century, I. Kant's philosophy was dominant at Tartu Uni versity. One of Kant's pupils, Gottlob Benjamin Jasche (1762-1839), who had worked under him as a Privatdozent in Konigsberg, served as a professor here from 1802-1839. In the history of philosophy he is primarily known as the publisher of Kant's Logic.

It analyses the role of subregional cooperation in the new Europe, provides detailed case studies of the new subregional groups and examines their relations with NATO and the European Union.

Book excerpt: The Southeast Europe and Black Sea region presents fertile terrain for examining recent international migration trends. The contributions to this book cover a range of examples, from Ukraine and Moldova in the north, to Greece and Albania in the south. By intersecting the three key concepts of migration, transnationalism and development, they offer new insights based on original empirical research. A wide range of types of migration can be observed in this region: large-scale emigration in many countries, recent mass immigration in the case of Greece, return migration, internal migration, internal and external forced migration, irregular migration, brain drain etc. These migratory phenomena occur within the context of EU migration policies and EU accession for some countries. Yet within this shifting migration landscape of migrant stocks and flows, the fundamental economic geography of different wealth levels and work opportunities is what drives most migration, now as in the past. This book was previously published as a special issue of Southeast European and Black Sea Studies.

Book excerpt: This open access book discusses how the involvement of citizens into scientific endeavors is expected to contribute to solve the big challenges of our time, such as climate change and the loss of biodiversity, growing inequalities within and between societies, and the sustainability turn. The field of citizen science has been growing in recent decades. Many different stakeholders from scientists to citizens and from policy makers to environmental organisations have been involved in its practice. In addition, many scientists also study citizen science as a research approach and as a way for science and society to interact and collaborate. This book provides a representation of the practices as well as scientific and societal outcomes in different disciplines. It reflects the contribution of citizen science to societal development, education, or innovation and provides and overview of the field of actors as well as on tools and guidelines. It serves as an introduction for anyone who wants to get involved in and learn more about the science of citizen science.

Book excerpt: "The ongoing COVID-19 pandemic marks the most significant, singular global disruption since World War II, with health, economic, political, and security implications that will ripple for years to come." -Global Trends 2040 (2021) Global Trends 2040-A More Contested World (2021), released by the US National Intelligence Council, is the latest report in its series of reports starting in 1997 about megatrends and the world's future. This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.
