Book excerpt: This book analyses different aspects of science and technology policy in South East Europe (SEE). Some of these countries, particularly the ones facing political and economic crises, are still not integrated into the international community. Furthermore, their scientific communities have not been able to seize the opportunities offered to them on the international level. This has often been the consequence of the fact that R&D is not supported by efficient science policies. In addition, many of the SEE countries have not been able to develop modern management approaches in science. As a result, national scientific communities often do not have the support and information that they need to become integral and active players in the international arena. Without modern management strategies, these countries will not be able to use all of their intellectual and other resources, which are an essential part of economic development. This volume provides a comprehensive overview of S&T policies in SEE countries for the first time and brings these countries into comparative perspective with Central European and other EU countries. In addition, the volume contains analysis of several important science policy issues (human resource management, management of quality and finance, peer review and networking); in this respect, the volume will be of interest to a wider audience interested in S&T policy-making in general.

Book excerpt: During the last years, important geopolitical changes took place in the broader area of Eastern Europe, having as a consequence, among others, the change of policy and strategy in many fields such as social, economical, commercial, scientific e.t.c. It was a contemporary demand to have a meeting of scientists from various countries and especially from countries of the Eastern Europe and the Balkan area, where the various problems concerning the scientific, technological and research fields could be studied and discussed. The goals of this meeting would be: mutual information, broadening of cooperation possibilities through common research programs, as well as possible development of a common policy in certain sections of science and technology of mutual interest. The realization of this meeting, which came true with the initiative, the moral of the NATO Scientific Affairs Division gave the and full economical support pursued results included in the present volume. It was my pleasure to act as the Director of the NATO ARW and I am most grateful to the NATO Scientific Affairs Division for the financial support and especially to its Programme Director, Dr. Alain Jubier, whose contribution to every step of the workshop was essential so that this meeting would be effective.

Available in PDF, EPUB and Kindle. Book excerpt: The rise of industrial capitalism in the nineteenth century forged a new ecological order in North American and Western European states, radically transforming the environment through science and technology in the name of human progress. Far less known are the dramatic environmental changes experienced by Eastern Europe, in many ways a terra incognita for environmental historians and anthropologists. A New Ecological Order explores, from a historical and ethnographic perspective, the role of state planners, bureaucrats, and experts—engineers, agricultural engineers, geographers, biologists, foresters, and architects—as agents of change in the natural world of Eastern Europe from 1870 to the early twenty-first century. Contributors consider territories engulfed by empires, from the Habsburg to the Ottoman to tsarist Russia; territories belonging to disintegrating empires; and countries in the Balkan Peninsula, Central and Eastern Europe, and Eurasia. Together, they follow a rhetoric of “correcting nature,” a desire to exploit the natural environment and put its resources to work for the sake of developing the economies and infrastructures of modern states. They reveal an eagerness among newly established nation-states, after centuries of imperial economic and political impositions, to import scientific knowledge and new technologies from Western Europe that would aid in their economic development, and how those imports and ideas about nature ultimately shaped local projects and policies.

Available in PDF, EPUB and Kindle. Book excerpt: The idea of ecological modernisation originated in Western Europe in the 1980s, gaining attention around the world by the late 1990s. At the core of this social scientific and policy-oriented approach is the view that contemporary societies have the capability of dealing with their environmental crises. Experiences in some countries demonstrate that modern institutions can incorporate environmental interests into their daily routines. Elsewhere, economic and political interests dominate development trajectories and environmental deterioration continues, challenging the premises of ecological modernisation. This volume brings together research on ecological modernisation practices around the world. Studies on Western, Central, and Eastern Europe, the USA, and Southeast Asia examine the applicability of this approach to advanced industrial countries, transitional economies and developing countries respectively. Authors critically examine the premises of ecological modernisation theory, assess its value for understanding past and present environmental transformations, and outline paths for designing future sustainable development. Taken together, the studies in collected this volume offer significant refinements, extensions and critiques of ecological modernisation theory and suggest important directions for future research on social and policy dimensions of environmental change.

Book excerpt: This book places the role of international scientific cooperation in the framework of the phases of the evolution of science policy, and emphasizes the necessity of a more articulate handling of international scientific cooperation in South-East Europe as a priority of S&T policy. The main message of this book concerns the role of partnership an the involvement of a variety of players in international scientific cooperation in the region, in particular of industry, which presently plays a minor role. A new balance must be established between the still prevailing `internal' international scientific cooperation and the search for new forms and methods on the individual and institutional level for coping strategies. Contributers to this book work for different institutions: academic R&D units, universities, governmental funding agencies, ministries, nongovernmental organizations, private consulting firms in R&D and international organizations. The following topics are being discussed: national strategies of cooperation, impact on economic development, regional and global strategies and networks.

Available in PDF, EPUB and Kindle. Book excerpt: Through the ethnography and history of fish production, seafood consumption, state modernizing policies and marine science, this book analyzes the role of local knowledge in the management of marine resources on the Eastern Black Sea coast of Turkey. Fishing, science and other ways of knowing and relating to fish and the sea are analyzed as particular ways of life conditioned by history, ideology and daily practice. The approach adopted here allows for a broader analysis of the role knowledge plays in the management of common pool resources (CPR) than is provided in much of the contemporary CPR debate that tends to have a somewhat narrow focus on institutions and rules. By contrast, the author argues that also local knowledge and the larger historical and ideological context of production, as manifest in state modernization policies and consumption patterns, should be taken into account when trying to explain the current management regime in Turkish Black Sea fisheries.
