Book excerpt: Agriculture is the main stay of the Ghanaian economy accounting for over 50% of the country's GDP. Most of the farmers are smallholders of whom women are the majority. To make agricultural technology accessible to all farmers, the government of Ghana established four agricultural colleges under the Ministry of Food and Agriculture to train extension personnel who are then posted to the rural areas to assist farmers. Over the years the participation of women in the colleges has lagged grossly behind that of men. Moreover the training of the extension agents is technically oriented with no emphasis on how to reach female farmers. Indeed, the extension training curricula is not gender-responsive. The above factors have contributed to the neglect of women farmers by extension agents in the field with its adverse effects on the amount and variety of food produced in the country, and hence food insecurity. Reaching female farmers with extension messages may entail training the trainees to work with female farmers as well as training more women to be deployed to the field.

The findings suggest that videos targeting women farmers can reach them effectively. Still, participa tory video-based extension should be accompanied by group discussions, providing complementary inputs, and dismantling other barriers that impede women’s agency and achievements in agriculture.

Book excerpt: Increasing numbers of development agencies and individual projects espouse objectives of women’s empowerment, yet there has been little systematic work on mechanisms by which interventions can enhance women’s empowerment. This gap exists because of the lack of consensus on indicators as well as the lack of attention paid to measuring the effects of different types of interventions on empowerment. This paper identifies the types of strategies employed by 13 agricultural development projects within the International Food Policy Research Institute’s Gender, Agriculture, and Assets Project Phase 2 (GAAP2) that have explicit objectives of empowering women. We distinguish between reach, benefit, and empowerment as objectives of agricultural development projects. Simply including women does not necessarily benefit them, and even activities that benefit do not necessarily empower. To identify strategies to empower women, we build on the domains included in the Women’s Empowerment in Agriculture Index (WEAI) and are working with the GAAP2 portfolio of projects to develop an empowerment metric that is applicable in the project setting (a project-level WEAI, or pro-WEAI). We have identified the following potential domains to be included in pro-WEAI: input into production decision making, control over resources, control over income, leadership, time, physical mobility, intrahousehold relationships, individual empowerment, reduction in gender-based violence, and decision making on nutrition. The GAAP2 projects address these domains through a wide variety of activities that can be grouped into four main types: (1) direct and indirect provision of goods and services; (2) forming or strengthening groups, organizations, or platforms and networks that involve women; (3) strengthening knowledge and capacity through agricultural extension, business and finance training, nutrition behavior change communication, and other training; and (4) changing gender norms through one-way awareness raising or two-way community conversations about gender issues and their implications. In general, projects with activities in more activity areas target more domains of empowerment, and most projects target a core set of six empowerment domains. With the exception of intrahousehold relationships, which is always targeted by activities designed to influence gender norms, projects target domains with different types of activities or combinations of activities. This setup suggests that there may be no one-to-one link between a specific activity and empowerment benefits, and that implementation modalities will determine whether and how an activity contributes to women’s empowerment. The effectiveness of these project strategies will be assessed using both quantitative and qualitative methods throughout the GAAP2 research project.

Village cooperatives and self-help groups can be key intermediary organizations that can support women’s access at the local, state and country level.

Book excerpt: It is widely recognized that periods of crisis affect men and women differently, mediated by their access to resources and information, as well as social and institutional structures that may systematically disadvantage women from being able to access relief, institutional support, and rehabilitation. To capture the gendered impacts of the COVID-19 pandemic and lockdowns, we conducted phone surveys in seven countries spread across Asia and Africa. The study was designed as a longitudinal panel study with five rounds of data collection in Ghana, Nepal, Nigeria, and Senegal, and three rounds of data collection in Kenya, Niger, and Uganda. Both men and women were administered the same survey, with some modifications made across countries to adapt to local contexts. This report gives an overview of our findings covering several topics including income loss, coping strategies, labor and time use, food and water insecurity and child education outcomes. We find widespread reports of income loss, which declined over time, but increased again as countries experienced a resurgence in COVID-19 cases and fatality. We find that households first depleted savings when faced with income loss and over time, use of savings reduced while other measures began to be adopted. Women reported greater food and water insecurity compared to men, including worrying about insufficient food and eating less than usual. This is particularly worrying since a large proportion of women also did not have adequately diverse diets. Moderate to severe water insecurity was reported in many of the countries, and as with food insecurity, women were more likely to report issues with accessing water for drinking and other household activities. In some countries, additional modules were added to capture country specific issues of policy relevance, such agriculture extension, mental health, and child marriage. The results make it clear that proactive investments will be needed, including social safety nets, favorable credit policies, nutrition and water investments, to ensure that the crisis does not further widen the gender gap in resources and achievements in rural areas of low- and middle-income countries.
