Book excerpt: This monograph addresses the following two specific questions: What should a robust acquisition investment strategy look like-one designed to perform well against all anticipated threats? How should the Army acquisition community assess the appropriateness of its investment strategy over time? The study proposes adaptation of a RAND tool called Assumption-Based Planning to help Army personnel maintain proper alignment between strategic guidance and the Army acquisition program and budget. It uses this tool to create a model that recommends acquisition investments across a broad range of capabilities. The model works toward the goal of satisfying the complex and evolving requirements specified in the national security guidance. The model applies five main steps, by identifying (1) the assumptions that underlie Army acquisition policy; (2) load-bearing assumptions, i.e., important assumptions that underpin and shape Army acquisition plans; (3) signposts or indicators that an assumption is becoming vulnerable; (4) shaping actions that can be taken to keep assumptions viable, and (5) hedging actions that can be taken to prepare for unwelcome but unpreventable developments. For the acquisitions community, shaping and hedging actions both take the form of investments.

Book excerpt: A groundbreaking approach to mergers and acquisitions It is widely accepted that a large proportion of acquisition strategies fail to deliver the expected value. Globalizing markets characterized by growing uncertainty, together with the advent of new competitors, are further complicating the task of valuing acquisitions. Too often, managers rely on flawed valuation models or their intuition and experience when making risky investment decisions, exposing their companies to potentially costly pitfalls. Playing at Acquisitions provides managers with a powerful methodology for designing and executing successful acquisition strategies. The book tackles the myriad executive biases that infect decision making at every stage of the acquisition process, and the inadequacy of current valuation approaches to help mitigate these biases and more realistically represent value in uncertain environments. Bringing together the latest advances in behavioral finance, real option valuation, and game theory, this unique playbook explains how to express acquisition strategies as sets of real options, explicitly introducing uncertainty and future optionality into acquisition strategy design. It shows how to incorporate the competitive dynamics that exist in different acquisition contexts, acknowledge and even embrace uncertainty, identify the value of the real options embedded in targets, and more. Rooted in economic theory and featuring numerous real-world case studies, Playing at Acquisitions will enhance the ability of CEOs and their teams to derive value from their acquisition strategies, and is also an ideal resource for researchers and MBAs.

Book excerpt: North Korea stunned the world in 1998 with the launch of a Taepo Dong-1 ballistic missile over Japan into the sea. With the nation already possessing weapons of mass destruction (WMD), the test launch signaled their intention to develop an Inter-Continental Ballistic Missile (ICBM) capable of reaching the Continental United States. In 2002, Secretary Rumsfeld made the decision to exempt MDA from the standard acquisition framework defined in the Joint Capabilities Integration Development System (JCIDS) oversight process and DOD 5000.02 Acquisition Instruction. In light of the exemption, critics view MDA as possessing limited accountability, transparency, and incomplete engineering. However, the agency's exemption from the standard acquisition framework enables the rapid delivery of critical BMDS capabilities, increased acquisition process agility, and improved engineering rigor over time. With the MDA Director serving as the Milestone Decision Authority and Senior Procurement Executive, the agency's acquisition process is tailorable, flexible, and more responsive than the typical DOD acquisition process. MDA's internal functional managers provide expert assistance and timely reviews to sustain momentum in the acquisition process. With the introduction of MDA's Acquisition Management Instruction, the agency created a more efficient acquisition environment by removing unnecessary reviews, documentation, and reporting requirements as characterized in typical DOD acquisition programs. Simultaneous BMDS development and operations provides opportunities for early learning, essentially establishing a "self-correcting" acquisition approach with emphasis shifting from research and development to performance and manufacturing quality. This paper recommends continuing BMDS deregulation as it preserves MDA's agility and flexibility in rapidly equipping the Warfighter with improved BMDS capabilities. This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community. The rampant proliferation of threat ballistic missiles creates unique challenges for DOD and MDA BMDS acquisition efforts. Threat ballistic missile technologies proliferate and evolve at a faster rate than BMDS acquisition and fielding. Acquisition program managers pursue stable cost, schedule, and performance baselines to deliver capabilities to the Warfighter within budget, time constraints and meet or exceed specified requirements. As ballistic missile threats evolve, BMDS stakeholders must update system requirements in order to adjust to current threat capabilities. Retired Marine General James Mattis' renowned quote rings true, "The enemy gets a vote." Delivering a new BMDS capability too late is likely to lead to diminished mission relevance or in worst case, be completely ineffective against the new threat. The rapid proliferation and development of threat ballistic missile technologies underscores the importance of BMDS acquisition agility. MDA's BMDS acquisition strategy must be timely, flexible, and agile or risk irrelevance.

The author’s research shows that requisite agility is required, meaning ‘not too much, not too little, of the right type and delivering wanted agility deliverables’. This is a book for managers who want their enterprise to be intelligently agile but don’t know how to achieve this. Part One shows why agility is a strategic option for commercial and not-for-profit enterprises. Part Two describes, in detail, a seven-step agility-orientated development programme for work-groups or entire organisations. Part Three provides academic underpinning on organisational agility for researchers and students of management. "Agility isn’t easy and developing it is going to need much more than a simple slogan. This book offers very helpful insights into the detailed mechanisms that underpin this capability, and practical guidance around how to build and embed them." Authors Christopher G. Worley, a senior research scientist, Thomas D. Williams, an executive advisor, and Edward E. Lawler III, one of the country's leading management experts, set out to find the answer. In The Agility Factor: Building Adaptable Organizations for Superior Performance the authors reveal the factors that drive long-term profitability based on the practices of successful companies that have consistently outperformed their peers. Of the 234 large companies across 18 industries that were studied, there were few companies that delivered sustained performance across the board. The authors found that across industries, the most successful companies were not the "usual suspects" found in the media, but companies who possessed a quiet agility that allowed them to quickly perceive and respond to changes so that they could continue to grow. Agility gives organizations the ability to adapt to fluctuations in the environment, test possible responses, and implement changes quickly. This book offers specific, research-based case studies to help organizational leaders use agility to achieve sustained profitability and performance while also becoming more adaptable to a changing marketplace. For executives, leaders, consultants, board members and all those responsible for the long-term health of organizations, this insightful guide outlines: The components of agility for business organizations How to successfully build agility within an organization How agility has its foundation in good management practices How to use agility to gain a competitive advantage in the marketplace

Book excerpt: There is a widespread belief that in the future some military threats might be quite different from those of the recent past-requiring a response by innovative system and employment concepts. Our present weapon-system acquisition process was designed for a different environment than the one that exists today and seems ill suited to meet demands posed by the apparent expansion of unconventional and asymmetric threats. In response to this new environment, recent calls for reform have placed special emphasis on the need for an acquisition process that is better able to satisfy the need for truly innovative system concepts. We outline a suggested acquisition strategy, process, and organization that would operate in conjunction with the present process, and that is specially designed for effective development of novel and more risky system concepts. We describe this strategy in enough detail to identify its key elements, suggesting how it could work and why we believe it would provide needed capabilities not present in our current acquisition process.

Book excerpt: An in-depth example of The Agility Factor in action Becoming Agile: How the SEAM Approach to Management Builds Adaptability illustrates the process of becoming an agile organization. Reflecting the principles presented in The Agility Factor, readers are taken on a real-world journey of transformation and change. This short-format case study of the French company Brioche Pasquier highlights how one organization successfully implemented the principles of agility using the socio-economic approach to management, detailing each step of the process and describing how every decision brought the goal closer within reach. Readers get inside the heads of decision makers to gain insight into how tough decisions were made, how new, important, and flexible management tools were implemented, and how the necessary changes ultimately benefitted both the organization and the people who made it work. From overarching policy to day-to-day procedure, the story provides a clear example of how an agile organization is developed, giving readers a foundation upon which to implement similar changes in their own organization. Smart companies understand the importance of agility, but identifying where and how to initiate those first steps often leads to paralysis by analysis. This case study allows readers to learn from an organization that got through the inertia and put the principles of agility into action, with incredible results. Understand how the principles of agility can be implemented using a specific intervention strategy Tailor those principles to suit any organization Calculate and convert the "hidden costs" of traditional organizational design into flexible, value added activities Formulate and execute an actionable agility strategy Big changes require a deep understanding of the problem at hand, and a viable plan for steering the organization in a better direction. By seeing how it's been done before, organizations can take a proven approach and tailor it to their specific needs. For those tasked with formulating the agility strategy, Becoming Agile: How the SEAM Approach to Management Builds Adaptability provides invaluable insight.

The Future Combat System, the centerpiece of Army transformation, has proven to be more expensive and technologically more complicated than originally anticipated, and the rapid pace of ongoing operations means that many key weapon systems will reach the end of their service lives sooner than planned or will require intensive maintenance to keep functioning. The future presents even more challenges for which the Army must prepare, including a wide range of dangerous adversaries, the potential reallocation of combat tasks across and among the services, and the prospect of budget pressures. Taken together, these circumstances raise some important questions for the Army acquisition community. What should a robust acquisition investment strategy look like -- one designed to perform well against all of the anticipated threats? Further, how should the Army acquisition community assess the appropriateness of its investment strategy as time goes by? This study seeks to provide insight into these questions by describing a new way for the Army to assess investments across a broad range of options. This method, the Acquisition Investment Management (AIM) model, incorporates Assumption-Based Planning (ABP), a tool developed by RAND to assist in planning during uncertain times. Following an introductory chapter, Chapter Two describes how the authors developed and applied the Army acquisition investment strategy process. Chapter Three discusses how this process could be incorporated into the Army's current programming and budgeting activities. Chapter Four concludes with lessons for the acquisition community drawn from the period between the two World Wars. Four appendixes support the analysis with details of Assumption-Based Planning, alternative sets of circumstances, the budget categories the research employed to create the acquisition investment strategy development process, and an account of the interwar era.

Book excerpt: As contrary as it sounds, "planning" -- as we traditionally understand the term--can be the worst thing a company can do. Consider that volatile weather events disrupt trusted supply chains, markets, and promised delivery schedules. Ever-shifting geo-political tensions, as well as internal political upheaval within U.S. and global governments, derail long-planned new ventures. Technology failures block opportunities. Competitors suddenly change their product or release date; your team cannot meet the pace of innovations in your market niche, leaving you sidelined. There are myriad ways in the current business environment for a company's well-considered business plans to go awry. Most business schools continue to prepare managers to be effective in stable and predictable environments, conditions that, if they ever existed at all, are long gone. The Agility Shift shows business leaders exactly how to make the radical mindset and strategy shift necessary to create an agile, entrepreneurial organization that can innovate and thrive in complex, ever-changing contexts. As author Pamela Meyer explains, there is much more involved than a reconfiguration of the org chart and job descriptions. It requires relinquishing the illusion of control at the very foundation of most management training and business practice. Despite most leaders' approaches, "Agility is not simply accelerated planning." Unlike many agility books on the market, The Agility Shift provides specific, actionable strategies and tactics for leaders at all levels of the organization to put into practice immediately to improve agility and achieve results.
