Cameroon faces three main challenges: Developing more robust formal and informal employment opportunities by strengthening human development. Increasing productivity in agriculture, mining, and key value chains (timber, tourism, and information and communication technology). Advancing growth by investing in infrastructure and improving the business climate and regional integration. The Strategy sets a target for reducing underemployment from 76 percent of the workforce to 50 by 2020 by creating tens of thousands of formal jobs. But based on results from the first two years of its implementation, the strategy is far from achieving that target. This report is meant to support Cameroon s efforts to build the skills of its workers. This report reaches conclusions and offers policy recommendations to answer six questions: What has been the trajectory of Cameroon s economic growth? Which sectors have contributed to growth? What jobs are being created? What types of skills are being used in the sectors where the highest percentages of the population are employed? What are the demand and supply barriers to skills? Which policies and institutions are in play? Are they sufficient? What needs to or could be reformed? Cameroon has good prospects for moving to middle-income status. It can create a more dynamic, responsive workforce. But a new strategy is required. It can be done.This report proposes new directions and provides recommendations. Outcomes are expected. Work has never been easy. But many have been working and Cameroon can work."

Major donors of foreign aid such as the United States, Japan, and the European Union have been shifting their geographical priorities in allocating aid, as well as their project emphasis, since the end of the Cold War. In addition, multilateral aid agencies—the World Bank, the United Nations, and the International Monetary Fund—are attempting to redress past failures of aid and revamp policies and priorities. Moreover, aid recipients in Africa, the Middle East, Asia, Eastern Europe, the former Soviet republics, and Central America are establishing priorities of their own and evaluating the success and failure of past aid programs. In 1996, the sub-Saharan African country of Ruritania launched a massive waterworks improvement project, funded by the Normesian Development Bank, headquartered in Urbania, Normland, and with the guidance of Shilling & Partner, a consulting firm in Mercatoria, Normland. Far-Fetched Facts tells the story of this project, as narrated by anthropologists Edward B. Drotlevski and Samuel A. Martonosi. Their account of the Ruritanian waterworks project views the problems of development from a new perspective, focusing on technologies of inscription in the interactions of development bank, international experts, and local managers. This development project is fictionalized, of course, although based closely on author Richard Rottenburg's experiences working on and observing different development projects in the 1990s. Rottenburg uses the case of the Ruritanian waterworks project to examine issues of standardization, database building, documentation, calculation, and territory mapping. The techniques and technologies of the representational practices of documentation are crucial, Rottenburg argues, both to day-to-day management of the project and to the demonstration of the project's legitimacy. Five decades of development aid (or “development cooperation,” as it is now sometimes known) have yielded disappointing results. Rottenburg looks in particular at the role of the development consultant (often called upon to act as mediator between the other actors) and at the interstitial spaces where developmental cooperation actually occurs. He argues that both critics and practitioners of development often misconstrue the grounds of cooperation—which, he claims, are moral, legal, and political rather than techno-scientific or epistemological.

However, land-based sinks require long-term management and a protection strategy because C stocks grow with a progressive improvement in ecosystem health.

I have in mind the effects the United States has in shaping how Europeans think, and not just about the international scene or the current strains in Euro-American relations - acute as they are. Beyond the evident, demonstrable ability to affect what goes on in the world is the more subtle propagation of social philosophies, cultural norms, and modes of doing things. Their permeation of European thought and sentiment has deleterious consequences for European self-esteem and will-power as well as for the capacity to devise means suited to Europe's own troubled circumstance.
