Available in PDF, EPUB and Kindle. Book excerpt: Confronting insurgent violence in Iraq and Afghanistan, the U.S. military has recognized the need to “re-learn” counterinsurgency. But how has the Department of Defense with its mixed efforts responded to this new strategic environment? Has it learned anything from past failures? In The New Counterinsurgency Era, David Ucko examines DoD’s institutional obstacles and initially slow response to a changing strategic reality. Ucko also suggests how the military can better prepare for the unique challenges of modern warfare, where it is charged with everything from providing security to supporting reconstruction to establishing basic governance—all while stabilizing conquered territory and engaging with local populations. After briefly surveying the history of American counterinsurgency operations, Ucko focuses on measures the military has taken since 2001 to relearn old lessons about counterinsurgency, to improve its ability to conduct stability operations, to change the institutional bias against counterinsurgency, and to account for successes gained from the learning process. Given the effectiveness of insurgent tactics, the frequency of operations aimed at building local capacity, and the danger of ungoverned spaces acting as havens for hostile groups, the military must acquire new skills to confront irregular threats in future wars. Ucko clearly shows that the opportunity to come to grips with counterinsurgency is matched in magnitude only by the cost of failing to do so.

This book offers a sociological, anthropological, psychological and political science analysis of the causes and consequences of this phenomenon.Authors explore the motivations behind such radicalism, focusing on an array of different factors. These include economic and social alienation, political and cultural marginalisation, gender and masculinity, and psychological issues, both at an individual and community level.Other issues discussed are the state responses, national and international, to the 'War on Terror' which came about after the attacks on America in September 2001; and the role of Islamic political organisations and their impact on changing ethno-religious identities. This is considered particularly in relation to concept of the Ummah and its influence on the position of Islam and Muslims in places such as Iraq, Afghanistan, and Palestine, as well as Bosnia, Chechnya, and Kashmir. The authors provide an a

Available in PDF, EPUB and Kindle. Book excerpt: The presidency of George W. Bush has been widely regarded as having occasioned one of the most dramatic shifts in the history of American foreign policy. The US interventions in Afghanistan and Iraq, the declaration of a ‘war on terrorism’ and the enunciation of a ‘Bush Doctrine’ of unrivalled military power, ‘regime change’ for ‘rogue states’, and preventive and pre-emptive war together generated unprecedented divisions in the international community. In this edited volume, leading international experts analyze the nature and scale of the global transformation wrought by the Bush foreign policy in three clear parts: part one examines the extent of the Bush administration’s break with prior American foreign policy. in Part two, region and country-specific experts assess the responses to the Bush Doctrine and the interaction of domestic and international politics that shaped these. They explore how governments, political parties, the media and public opinion react to US foreign policy and assess the implications for domestic, regional and international politics. part three examines the likely long-term implications of the Bush Doctrine in relation to a set of major thematic issues including: war and peace; the global economy; human rights and the UN. Providing a balanced and dispassionate assessment of continuity and change in American foreign policy, national/regional responses to it, and the impact of US foreign policy on a set of ‘big picture’ discrete issues, this book is essential reading for scholars and researchers of international relations and contemporary history.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first major exploration of the United Nations Security Council's part in addressing the problem of war, both civil and international, since 1945. Both during and after the Cold War the Council has acted in a limited and selective manner, and its work has sometimes resulted in failure. It has not been - and was never equipped to be - the centre of a comprehensive system of collective security. However, it remains the body charged with primary responsibility for international peace and security. It offers unique opportunities for international consultation and military collaboration, and for developing legal and normative frameworks. It has played a part in the reduction in the incidence of international war in the period since 1945. This study examines the extent to which the work of the UN Security Council, as it has evolved, has or has not replaced older systems of power politics and practices regarding the use of force. Its starting point is the failure to implement the UN Charter scheme of having combat forces under direct UN command. Instead, the Council has advanced the use of international peacekeeping forces; it has authorized coalitions of states to take military action; and it has developed some unanticipated roles such as the establishment of post-conflict transitional administrations, international criminal tribunals, and anti-terrorism committees. The book, bringing together distinguished scholars and practitioners, draws on the methods of the lawyer, the historian, the student of international relations, and the practitioner. It begins with an introductory overview of the Council's evolving roles and responsibilities. It then discusses specific thematic issues, and through a wide range of case studies examines the scope and limitations of the Council's involvement in war. It offers frank accounts of how belligerents viewed the UN, and how the Council acted and sometimes failed to act. The appendices provide comprehensive information - much of it not previously brought together in this form - of the extraordinary range of the Council's activities. This book is a project of the Oxford Leverhulme Programme on the Changing Character of War.

Available in PDF, EPUB and Kindle. Book excerpt: The dynamics of international relations in Asia are undergoing broad and fundamental changes that are reverberating around the world. Primary among the catalysts of change in the region is the rise of China as the engine of regional economic growth, as a major military power, as a significant voice in regional diplomacy, and as a proactive power in multilateral institutions. With in-depth assessments by seventeen of the world’s leading experts on China’s foreign relations, this groundbreaking volume offers the most timely, up-to-date, and comprehensive analysis of China’s emerging influence on international relations in Asia. The contributors explore the various dimensions of China’s rise, its influence on the region, the consequences for the United States, and alternative models of the evolving Asian order. What emerges is a clear picture of China increasingly at the center of the regional web; while North Korean and Taiwan could erupt in conflict, the predominant trend in Asia is the creation of an extensive web of mutual interdependence among states and non-state actors. Providing the best overview we currently have of the changing political balance on the Asian continent, this accessible volume will be essential reading for anyone concerned with contemporary Asian affairs.
